INTRODUCTION
Housing Management is the process of looking after management and operation of real estate
properties (Caincross et. al., 2013). This report focused on methods to improve the problems
that faced by the Gold acre Housing Association. In this report, two problems addressed. These
problems include problems related to anti-social elements in the property and empty flats that
are attracting vandals. Solutions are provided to these problems by suggestions that are related
to different methods that used by property owners. As a policy manager of Goldacre Housing
Association solutions provided to overcome these problems using SMART methodology.

PROBLEMS IN GOLDACRE HOUSING ASSOCIATION
Goldacre Housing Association identified with two problems within the property. These
problems are problem-related to antisocial elements in neighbourhood and vandal occupancy
in the empty flats of the area. The problems related to antisocial elements in the property are
responsible for many issues. These issues include eve teasing, smoking and drinking on the
premises and feeling of insecurity in the people who are living in rent or owning the property
(Rodger, 2012). The methods of prevention that taken are not sufficient looking at the impact
that caused due to problems. Many families have complained several times regarding this issue.
The problem caused due to open areas near the property and poor security during night and
day. The other problem that reported is vandals who have started coming due to unoccupied
flats in the buildings. These have made the property look unattractive and make it
uncomfortable to stay. The other problem that caused due to due to vandals is selling and
renting property has become difficult. These problems are required to resolve as soon as
possible to maintain the valuation of property and income to the company (Millington, 2013).
ACTIONS TO IMPROVE THE PROBLEMS RELATED TO ANTI-SOCIAL ELEMENTS
Many factors were identified that were the cause of antisocial activates in the society (Burney,
2013). These factors included alcohol and drugs issue near the society, open public spaces in
the society and inappropriate social housing allocation as well as poor community safety
(Coase, 2013). The solutions that will help to control these issues are as follows:
Formation of teams from the people to help and prevent anti-social activities, these
teams will work with the local police to control the effect of antisocial elements.
Improving the security of the society with help of guards and wardens who will work in
round shifts
Communicating with police and other authority to control the issue related to drugs and
alcohol in the neighbourhood

Making a single door entry for the society, this will restrict the entry of anti-social
elements
Improving the community service in the local area to help to control anti-social
elements (Maughan et al.,2014)
Closing the open areas in the society to limit the scope of spaces for anti-social
elements
Taking legal actions against the main cause of concentration of anti-social elements neat
the society
ACTIONS TO IMPROVE THE PROBLEMS RELATED TO VANDALS
The empty flats in the society are the reason for the vandal arrival in the society, this problem
has caused many negative impacts on the society (Ncjrs,2018). Most of the flats were not
rented or sold during the initial phase of the project are not constructed completely. Due to
these flats not protected properly, this has been a reason for vandal destruction. As well as
many properties in the society have become old and abounded by the owners. The methods to
improve this condition are as follows:
Communicating with the housing association for allotment empty property to residents
(Deery and Jago 2010)
Reconstruction and repair of incomplete properties in the society to make them more
secure and protected against Vandals (Woodward, 2014)
Communicating with the owners of abounded properties to sell them or rent them to
control vandals
Converting the old properties into student flats for improving the condition
Using improved material and security systems to protect against Vandals (Ncjrs,2018)

EXAMPLES OF METHODS USED BY PROPERTY OWNERS TO IMPROVE THE PROBLEMS RELATED
TO ANTI-SOCIAL ELEMENTS
At Lower Ormeau in Northern Ireland, the problem related to anti-social elements tackled with
the help of police and local bodies. The police were informed by the local people about rising in
anti-social activates in the society due to drug dealers and some other reasons. To prevent the
society from the negative influence that caused, the police caught drug dealer who was working
in the society (Belfast telegram digital, 2010). The intelligence against the dealer collected with
the help of local and this step was able to control the problem.
In Greenbank cemetery problem due to anti-social elements increased due to a large number of
parked vehicles near the cement. The number of vehicles was constantly growing and casing a
problem for the people living near the cemetery (BBC, 2018). The Bristol City Council has
reported people to remove the parked vehicles or they will take legal actions against them. This
has helped them to limit the issues caused due to problems to a larger extent.
EXAMPLES OF METHODS USED BY PROPERTY OWNERS TO IMPROVE THE PROBLEMS RELATED
TO VANDALS
In Sheffield, the park hill estate converted in student home to control the problems related to
vandal’s occupancy. The vandals occupied this park hill building partially and no proper care
taken of the building. To solve the issue it decided to convert the building into students home
and shift the vandals into new homes made by housing society (dezeen,2018). The new building
will have gym, canteen, and all the basic facility required by students.
In the UK with the help of improved material, the problem related to Vandals was controlled.
According to a company called Clear Channel, their material is very difficult for vandals to
destroy. Their products successfully used to prevent this problem, in any area of the country
(BBC, 2013). Along with this use of alarm systems and advance, security systems have also used
to control the impact of the problem.

This report is about the solution to the problem in Goldacre Housing Association, as a policy
manager. This report helps us to understand the methods to solve the problems related to
anti-social elements and vandals in the society. The examples given in this report regarding the
solution makes it easeful to perceive the effectiveness of it. Use of SMART plans also helps us to
derive the effectiveness of the solution suggested. The information and knowledge gained in
this report have helped to gain insight into the subject. Overall, this report will be helpful for
