among all the other activities, repairing cracks on walls and floors, cleaning the garden, repairing
security lights and electrical connections, lubricating movable parts such as locks and hinges,
maintenance of the staircase and elevator, servicing of the pipelines, cleaning the drainage
system on regular intervals are maintained with records. Will all these acts and actions, Goldacre
Housing Association is not just merely a housing agent but also an association that strives to
provide for the better living conditions within the society (Thibaut, 2017).
Present Issues Of The Inhabitants
Residents Are Dissatisfied With the Way That Anti-Social Behavior Is Addressed
It was very much evident from the last general body meeting that the antisocial behaviour in the
neighbourhood had significant and substantial impact on the residents of the Goldacre Housing
Association. After receiving numerous complaints from the inhabitants the general body meeting
was scheduled and it was found that some anti-social behaviour within the housing estate had a
frightful effect on some of the members of the association (Turner, et al. 2017). Along with that
there were also some residents who have straightforward became the victims and witness of
these anti-social behaviour. The lack of proper and supportive management structure within the
housing association is the primary reason behind these kind of glitches of the residents(Odgers,
et al. 2015).
The Goldacre Housing Association targets to provide the level best services to the inhabitants
and for that matter, the repair and maintenance committee, and the other appointed officers of the
association are highly responsible for ensuring that the standards described within the contract
are maintained. It is the association who has the entire responsibility to check for the ongoing
anti-social behaviour within the estate for the safety and ease of the inhabitants (Aznoli and
Navimipour, 2017).
In this context, proper communication and co-operation within the association is the best key for
this issue. Practices of proper communication and cooperation of the authorized bodies of the
association will enable the committee to take the relevant actions against the anti-social
behaviour. Working together in the sector and involving the police and the council on
requirement can be the most effective means to recognize and deal with the anti-social behaviour
prevailing within the community.

Timely and appropriate actions for addressing and preventing these anti-social behaviour within
the community by training the management staffs to confidently deal with these issues can be
very much effective for the prevention from such kind of behaviour. Also it must be clearly
stated to all the authorized members to prioritize any such complaints that are based on the
harming the individuals and along with that ensure that the facts of complaints are true and
relevant (Ling and Archer, 2017). Immediate and quick response in this contexts must be taken
upon investigation and a written and signed copy of the complaint must be kept from the
complainant with the name and the signature of the officer dealing with issue so as to ensure that
the terms in the contract are maintained.
Empty And Boarded Flats Are Making The Estate Unattractive And Attracting
Vandals
Over the past few months, it has been keenly observed that the empty and the boarded flats
within the estate are increasingly attracting individuals who destroys the existing property of the
housing. Although it is certainly not possible neither the responsibility of the housing to bring the
residents for occupying the apartments and the mansion yet the responsibility of the committee
remains to check that the estate does not attracts the vandals (Algan, et al. 2016). The fact
remains that the entertainment of the vandals in the estate will not only hamper the property of
the inhabitants of the estate but will at a similar pace also destroy the existing property of the
Goldacre Housing Association for renting or selling the empty flats.
In that case the security system of the association must be properly employed and trained so that
they can check for such destructive activities in the vacant positions regularly. In order to
maintain the quality of the houses, the empowered the housing association and the tenants in
conducting repairs and maintenance (Jocson and McLoyd, 2015). Along with that the tenants and
the occupants must also be encouraged to check and complain the authorized committee once
they find such activities within the estate. To a huge extents the inhabitants of the society must
also take care of their practices, they must not irresponsibly dump their wastes in the vacant
places and keep the environment clean for them and the other residents. Also they must take the
initiative of reporting any specific cases of vandalism so that the requisite actions may be taken.
Considering the fact that vandalism costs losses to the businesses, the housing association
officers, the repair and maintenance committee must take care to prevent vandalism. A major

practice to control these activities are locking the security gates and every other entrance and
exits and enhance video surveillance so that there can be the visual proof against the one who
practices such activities. In cases the video surveillance do not prevent the crime they can at least
provide for the pieces of information that can assist for the further investigation of such issues
(Njuangang, et al. 2016).
Recommendations
The Goldacre Housing Estate is has been working hard to look for the better provision of the
services to the tenants and the occupants. Upon receiving a number of complaints both verbally
and written and the further investigation, it has been agreed that there were cases of vandalism
and anti-social behaviour within the estate that have hugely affected the life of the inhabitants.
Mentioned below are some specific, measurable, achievable, resourced and timed action plans
that can be taken, adopted and implemented by the Goldacre Housing Association committee so
as to control and manage the issues of this kind. The Goldacre housing can make the way to
move forward following the below mentioned SMART plans.
Provide For Written Complaints To the Maintenance Committee
As soon as any inhabitant finds any anti-social behaviour or an act of vandalism within the estate
they must report the same in a signed application format to the Maintenance Committee
practically as soon as possible so that they can take the actions of further investigations at the
earliest possible (Venetianer, et al. 2018). Although the tenants or the occupants are legally not
responsible for improvements of the housing, yet as they are also a part of the association upon
investing in the association so they must take minor responsibilities for their betterment and the
well-being of the surrounding. In such severe situations any kind of delay either from the end of
the inhabitants or from the end of the maintenance committee may end up with massive cost to
the profit for the association.
Along with that the maintenance and repairing tasks performed under the supervision of the
repair and maintenance committee must be ensured that the properly trained and qualified
professionals are employed and allowed for the work. Also the requisite supervision and
approval must be given by the authorized members of the committee so that there is no fault
from that end (Rajpoot and Jensen, 2015).

of vandalism. With the proper installation of video surveillance and employment of the
personnel to keep a check on the video captures it will be much easier for the committee to keep
a check against the happenings within the association. With the effective application of this
procedure within the society, both the acts of antisocial behaviour and that of vandalism could be
checked to a huge extent and will also be a preventive solution (McKee, 2015). Proper
investment on security guards and video surveillance system can provide for the satisfactory
results within the Goldacre Housing Association for the issues that are being currently faced by
the residents.
