INTRODUCTION
Defining strategy
Strategy is termed as a plan of action, formulated to accomplish long-term goals in the
best possible manner. It is important that overall aim can be ascertained in a better way and the
organisation is able to gain a competitive advantage over rivals with much ease. It is required so
that organisation may be able to satisfy customers and enhance level of satisfaction in an
effectual manner (Hewison, 2017). Furthermore, it is required so that firms can effectively
overcome competition quite easily. In relation to this, Haringey Council is one of the biggest
local authority council headquartered in England and providing diversified services to people in
the best possible way.

The chart shows nearly 38 % of applicants have become homeless in 2012-13. This is
because they have asked to leave by friends, family, etc.

It can be interpreted from the fact that two thirds of accepted households were lone
parents and majority were 338 of female parents.
Services offered by the council are housing, education, environment, employment, social
care and many other service (Dillon and Fanning, 2016). In the current report, housing strategy
incorporated in the corporate plan for the period 2015-18 is taken into account and various
strategies related to specific sector can be assessed in a better way. The housing is providing
above standard homes to the people and community so that they may live happily and effectively
fulfil their dreams. In relation to this, it is important that housing facilities should be provided so
that people can be provided with adequate facilities and homelessness may be reduced up to a
high extent. It is required so that council may provide better services to the people in an effective
way. Furthermore, there are various objectives which are incorporated in the corporate plan of
the council (Ryder and Cemlyn, 2016).
Exploring strategy of Housing in Haringey Council
One of the main objective is to change in numbers of homes built. It will be achieved by
the organisation, by effectively supplying of new homes by meeting targets. More homes will be
made by the council with low cost ownership and at affordable rent as well. Houses would be
increased in an effective manner so that lower and middle class residents can be both be provided
for. There will be an increase or rise in amount of public and private land addressable for further

development in the best possible manner. In relation to this, another objective is to reduce and
prevent homelessness and imparting happy life to the community quite easily. To meet this
objective, Haringey Council will provide realistic options for the people so that alternatives can
be provided to them (Watt, 2016).
Moreover, eviction will be avoided and tenancies would be sustained as well. Online
support services will be imparted to them so that they may get familiar with several options.
Collaborative work would be made with landlords and partners to effectively secure better
quality and good facility related to accommodation and helping in prevention of homelessness
quite effectually. Voluntary sector, housing associations and support providers will be integrated
by Haringey Council so that people may be given help to stay in their homes when they are in
risk of losing the same (JSNA – Housing|Haringey Council, 2018). Furthermore, to reduce
homelessness, council will improve upon on renting homes privately, standards will be enforced
when it will go beyond acceptable level. Relationships with landlords will be strengthen and
advice will be offered to the renters. The right housing services will be implemented to reduce
failure related to tenancy so that eviction can be avoided up to a high extent.
In relation to the prevention of homelessness objective, Haringey Council will be
successful in attaining this objective as fewer citizens will come under homelessness because
sufficient information has been provided to them on how to avoid becoming homeless quite
effectually. More people will be safeguarded as they will live in settled accommodation in
various sectors so that people may be provided with adequate accommodation (Bowie, 2016).
People will be able to maintain tenancy in the best possible manner and independence will be
maximised. Number of vulnerable people will increase who are having access to employment
opportunities. Another objective that can be derived and analysed from housing strategy of
Haringey Council is enhancing quality of house for all the types of residents whether belonging
to lower income or middle income group. The UK government has enacted new Act named as
Homelessness Reduction Act in order to boost 215 million pounds for services provided by
Councils in 2019.
For accomplishing above said objective, current plans will be devised for upbringing
council build homes to decent homes standard. Council owned estates would be improved and
value of money will be given to the community. Transformational improvement will be imparted
to enhance overall experience of customers. Repair services and tenancy management services

will be provided for carrying out value of money. Leaseholders will be provided with desired
services up to a high extent. Partners will be collaborated so that services may be given as per the
standard in effective way. Collaboration with landlords will make to impart secure and privately
rented homes (Walker, 2017). Illegal sub-letting of homes owned by council will be dealt with
seriousness. Encouragement to owners to bring back empty homes are part of Haringey Council
housing strategy. These objectives are listed in the corporate plan of the council and as such,
adequate facilities related to housing will be given to residents and goals will be achieved in a
better way.
SWOT Analysis
 Strengths (S) - The strength of Haringey Council is that Extra care housing facility is
provided to the old age people which are ill and as such, it is designed to support and
provide reasonable care. This is one of strength of council. Residential care is provided as
well.
 Weaknesses (W) - Quality homes are provided but are available at high cost which limits
use by people and is weakness of council which is been acknowledged through the
conduction of surveys which provided this summarisation. Furthermore, it should
safeguard the people from illegal sub-letting of homes owned by it.
 Opportunities (O)- The main opportunities to Haringey Council is that it will have
diversified brand of housing facilities which includes extra housing, supportive services
to older people. Thus, it has opportunities to explore more services to provide to
community (Melican, 2017).
 Threats (T) – Other Competitors have much effective strategies and affordable prices
which attracts inidivduals who are seeking for home. Therefore, there is a strong
competition on the basis of prices and similar services.
PESTLE Analysis
 Political (P) – Political stability is very important aspect. With a stable political scenario
they can expand their business more and there would be no political pressure which could
restrict them for providing houses to various people on certain reasons.
 Economic (E) – Economic factors influences the financial status of customers who are
willing to avail their services. Therefore, a positive economy would lead to rise the

income and making them able to avail such services at higher rate as compared to a
scenario of a recession in an economy. Hence favourable economy increases their sales.
 Social (S) – Social factors establishes the background of an individual. With the rise of
various social trends such as nuclear families and living separate from home makes the
rise of demands for housing.
 Technological (T) – This factor has a great impact as it pressurise every business ot
change their obsolete way of performing task and providing more effective task
performance which eliminates factors such as time and cost providing benefits to the
council.
 Legal (L)- Legal factors determines various rules and policies which are related to
housing and provide certain guidelines and criteria which they have to follow to reduce
the unethical practices which are common in housing business.
 Environmental (L) – Location of the construction is regarded as one of the most crucial
factor therefore it is very important to consider all the geographical factors that must be
favourable to customers.
Advantages and limitations in analysis
The main advantage carried out analysis is that Haringey Council is able to provide
adequate services to people. It can be said that through this analysis, useful insight is drawn in
the respect to the housing strategy (Raco and Moreira de Souza, 2018). However, limitation
found is that prices should be reduced down and be available at affordable prices.

Hereby it can be concluded that Haringey Council is providing better housing services
and will continue to impart in the future as well. It is recommended that private rented sector
should be enhanced in a better way. It can be possible by improving upon condition in sector by
using license. It is further recommended refreshing housing strategy so that housing issues can
be analysed. In relation to this, homelessness strategy should also be refreshed. Extra care
provision facility should be increased to support old age people needs.
