INTRODUCTION
A strategy is a guideline for decision making based on the determinants market scope,
growth rate and competitive advantage in order to achieve long term goal effectively and
efficiently (Houston and McColgan, 2018). In other words strategy is an important tool which
helps an organisation to compete, sets goals and decides what policies will be needed to carry out
those goals. In context to Haringey Council one of the local authority for Local Borough of
Haringey which is situated in London UK. Haringey council has 19 wards, each of them elect
three councillors. This report covers the definition of strategy, local government strategy and
how internal and external environments contribute in success of this strategy. Finally,
recommendation for implementing strategy for local council and advantage and limitation for the
same is also mentioned.
TASK
Define Strategy
A strategy is usually taken to mean the process that is made to close the gap between
where an organisation is now and where it intends to be in future. Therefore, strategy is an
important factor for Haringey Council in order to enlarge business growth. “Strategy is a plan of
actions that one use to formulate goals and objective and the means of attaining organisational
goal”. An organisational strategy is a conception, application and estimation of decisions in any
company that allows it to attain its long term and short term purpose (Jean, Sinkovics and
Hiebaum, 2014). However, strategic planning is a road map which provides direction to an
Haringey Council as it involves multi year projection and it help company to organise the
present activities based on the projection of target future. As local authority that provides
facilities regarding adult social care and health, they basically give service for wide areas that
involves flood prevention, ambulance, personal and social care. One of the main goal of
Haringey Council is to work with communities to make Haringey an even better and healthier
place to live and to accomplish that, they set up a small , decision making partnership board.
Thus, strategic planning is very essential for firm to develop the comprehensive plan which
includes long-range and strategic elements.

Focus on prevention, working with NHS partners for better health and social life.

Haringey Council runs a programme i.e. “Eat Well”for enhancing the work life of
community by providing healthy life. Their main motive is to prevent community from having
unhealthy food in order to live a better life without no diseases. For this program, their strategy
are as follows:
Reducing obesity.
Increasing healthy life expectancy
In overall UK, females are expect to live for a longer time in poor health compare to
male. However, female life expectancy falls down on the other hand males healthy life
expectancy has been increased. Therefore, Haringey Council main aim is to enhance or improve
the healthy life expectancy by providing them safe and healthy environment.
Improving mental health and well being.

Strategy is regarded as an integral element for every organisation in order to accomplish
their goal or objective in an effective manner. It is nothing but its a plan of action which guides a
company to coordinate or organise existing activities on the basis of projection of target future.
In context to Haringey Council, the local authority based on London, UK which deals into many
fields such as housing, education, community development etc. in order to provide high
satisfaction and improves the morale of society and people. Haringey provides enormous
opportunities to expand the business in several fields like better housing, effective economy and
booming or flourishing community or society (Lu, Chen and Hsu, 2015). They are regarded as
the future of London because of its potentiality or capabilities to grow. Their main aim is to
provide house or shelter to those people or community who cannot afford for it so, Haringey is a
hope for them in providing good residents and housing facility. Furthermore, Haringey Council
has great impact from internal and external environment which effect directly on their business
operation. In order to examine the internal and external environment, they apply an effective tool
i.e. PESTLE analysis. This analysis is an important tool and act as a strategic planning method in
order to reduce business threat or challenges. This help the company in various areas like product
development, product launching, content marketing strategies and others factors in order to
increase success. However, Haringey Council implies PESTLE analysis to evaluate their internal
and external environment in order to gain competitive advantage which is described below:
Political Factor: This factor is concerned with policies, tax, rules, regulation etc. which
impact upon company's profitability and productivity. Due to Brexit, the political
stability of UK is negatively affected as this was a country which was home to a large
number of Eastern Europeans to work in the health service, education, public
administration etc. This tends to cause difficulties for Haringey Council to feasibly
carry out their business operations (Haringey and Brexit, 2019). However, owing to the
fact that UK is a politically stable country, Haringey Council is able to effectively and
efficiently tackle the difficulties in a desirable manner.
Economic Factor: Within UK, owing to recession, employment rate within the health
and social care sector has been affected negatively which impacts upon the productivity

enough opportunities to youths in order to perform their potentiality which enhance

concerned about their health and well being and this is leading them towards a healthy

directly implies enhanced profitability for Haringey Council. However, Haringey
Council is mainly focused on providing effective health care services i.e. 'Eat healthy'
program which positively impact the company in moving towards their targets.

Technology Factor: Innovative technology became the trend among the people of UK
which challenged Haringey business operation. However, Haringey adapted this

people can take appointments online as well as they adopted best machines for hospital
in order to provide an effective health. By this, their productivity increased and build
healthy relationship among customer or community (West and Bogers, 2014).
Legal Factor: This factor is concerned with fulfilment of all legal requirements which
is imposed by government related to health care, heath service etc. However, Haringey
keeps its integrity towards government as they satisfied the law by meeting out their
legal requirements on time which enhanced their brand value.
Environmental Factor: In UK, every individual is concern towards the healthy
environment which impact negatively on Haringey. However, in order to tackle this
negative impact they introduced 'Reuse and Recycle Centre' which enhanced their
business operation (Recycling Centre, 2019).

Provide recommendation for successful strategy
From the above mentioned it has been recommended that Haringey Council believes that
every child start their best life and provide them support to live independently and healthy lives.
Some of the recommendation are as follows:
Reduce inequalities in health by improving well-being of local people and should keep
their quality of care to offer better wellness service to patients (Shoesmith,2016).
Haringey should involve local people because socio-economic plays a vital role in
patients lifestyle and residents is directly contribute to prevalence long term situation.
Advantages and limitation of analysis
Haringey applies two effective tool to examine internal and external factors in order to
gain competitive advantage i.e. PESTLE and SWOT analysis. Some of the advantages and
limitation of these analysis are as follows:
Since the community is diverse culture, so Haringey should consider better strategies for
retaining multicultural employees after Brexit to reduce the language issues within
service.
They should strengthen the service for those who suffer mental disorder since the social
care mental health service is very low in Haringey.
As one of major threat which Haringey face is higher death rates in London and
England , so company should provide better training for the stroke prevention to
community.
CONCLUSION
From the above report it has been concluded that strategy is a process of collecting
ongoing activities of strategic analysis, creation, implementation and monitoring. Haringey
Council concentrates on providing healthcare services to people for improving their healthy life.
For they include local areas and conduct communities for taking decisions to develop the
lifestyle of society. Haringey applies PESTLE and SWOT analysis to evaluate their internal and
external environment. Therefore, an effective strategy helps the company to attain their goal in
an effective manner.
