Introduction
The case study is about the implementation of the information system in the County Health
Department. The existing information system in health department is capable of recording the data in
an effective manner. However, it has been seen that the existing system lacks of the flexibility in the
operation. The user has to enter the same data again and again for the different purpose. It can be said
clearly that there is a lack of centralization for the storage of the data. The main problem of the existing
system is the negligence noticed in keeping the track of the infectious diseases in the County Health
Care Department [1]. A project can be developed for the implementation of the new health care
information system which will help in the proper integration of the information regarding this. In order
to implement the project a communication plan has been developed. The main theme of this paper is to
evaluate the communication plan mentioned in the case study and analyze its effectiveness.
Discussion
The current plan for the communication:
The stakeholders are the entities who are involved in the project directly or indirectly [4]. The
stakeholders play an important role in the effective flow of the communication. In this context the
evaluation of the stakeholder analysis can be done. The existing stakeholders in the County Health
Department are clients, sponsors, senior manager, community and the news media.
In order to get the effective result in the communication plan the communication flow between
the stakeholders is important. It has been seen that in the current there is lack of the flow of the
communication [2]. The consequences of lack of flow of the communication can lead to the project
scope creep. Apart from that in case if the media is not updated about the progress of the project , the
people may not be aware about the progress of the project which is not desirable.
Evaluation of the communication plan and practice of the management:
In order to help the project to deliver the right outcome different steps in the project life cycle
is needed to be followed. There are five stages in the project life cycle- the initialization and the
requirement gathering of the project, planning of the project, execution of the project control and
monitoring of the project and closing of the project. Maintaining all these steps in a proper way can
improve the outcome of the project.

The analysis of the communication plan of the existing project can be done with the help of the
project management practices. It has been noticed that there is a lack of communication between some
of the stakeholders of the project. The communication between the client and the team members has
been maintained in a proper way [3]. However, the communication between the government agencies
and the media has not been maintained in a proper way, which is not a desirable factor in a
government owned project.
Recommendations
It has been seen that the proper management of the stakeholder can improve the outcome of
the project. In order to manage the stakeholders in a proper way certain stakeholder analysis and
management plan is needed to be implemented. In the project regarding the County Health
Department, it has been seen that the way of the communication between the clients and the
government and media, communication between the project management team and the government
and the communication between the government and media have not been maintained in a proper way
[5]. In that case, the problems during the course3 of the development can be occurred.
In order to mitigate the problem, proper communication plan has to be developed where the
medium of the communication between all the stakeholders are needed to be mentioned din a proper
way [6]. Apart form that it is needed to be ensured that the flow of the communication is present
between all the stakeholders present in the development of the project.
Conclusion
The discussion is regarding the development of the modified information system which will
replace the existing health information system of the County Health Department. In order to do this the
evaluation of the current system is done and the problem in the existing system has been identified in a
proper way. In order to mitigate the problem in the existing system the improvisation of the system is
proposed. In this context a communication plan has been developed. However, it has been seen that the
communication plan has the lack of the flexibility and the correctness. Certain recommendations has
been made to improvise the communication plan so that the implementation of the project can be done
in a proper way.
