The Cost-Utility Analysis (CUA) is the most appropriate type of economic analysis to
use for evaluating health interventions in public healthcare centers. CUA is the best analysis to
use as it does not measure the quality of life attained with the amount of dollars earned per year.
This type of analysis measures both the quantity and the quality of life. The outcome measure of
this analysis is termed as the Quality-Adjustment Life- Years (QALYs). It is useful in medicine
and health cost-effectiveness for it uses standardized measures to compare between populations
and the state of the diseases. The CUA also does not segregate between a relatively healthy
functional individual and an individual with a severe disability (Torrance, 1986).
Question four
In a health program evaluation, the stakeholders are involved for a purpose and with aims
of improving, expanding and implementation of the processes in the health promotion of
populations rather than individuals. In involving the stakeholders in the evaluation of the
childhood immunization program in Saudi Arabia, I would prioritize on growing and ensuring
proper regulation of the private sectors together with the private-public sector partnerships.
Planning and evaluation
While planning for my evaluation program, I would identify specific issues and the target group
for consultation in the following ways; -
I would ensure consultation of the people from outside and within the health organization
who have knowledge of the health issues and the persons who are influenced by the issue.
I would ensure accurate collection and analyses of the information and data concerning
the problem from several sources. This information has to involve morbidity and

mortality data, demographic information, concept regarding the effectiveness of previous
programs and considering both economic and social factors such as social support,
literacy levels, housing condition and education sectors.
I would consider the organizational context where the project will operate. This would
involve analyzing the stakeholders within this program by reviewing their interest and
expectation in the program. The plan would analyses how the stakeholder’s goals and
objectives are compatible with the objectives and goals of the health promotion strategic
plan.
Implementation
During the implementation of the program, I would strengthen and maintain the bonds within
the stakeholders from different backgrounds. I would then identify the opportunities to broaden
the impact of the program regarding the policy development, nature of the service provision and
the level of stakeholders and the community involvement. Some of the stakeholders to consider
involving in the immunization plan include; international organizations, media, advocacy groups,
vaccines distributors, vaccine investors, vaccine industries, the general public, federal
government agencies and the nongovernmental organizations (Maglione et al, 2014).
In ensuring effective documenting and communication for the progress of the program, I
would involve; communication with the local healthcare service, the target group, and the
stakeholders to keep them aware of the continual support and the progression of the program.
Promotion campaigns of health in early childhood stages of human growth especially
children immunization is a National Transformation program that would be helpful in controlling

& Clark, 2011).
