policy is passed on 1974 in order to make sure that everyone who are in work activities should be
safe and secure. The main aim of this policy is to protect the workers who are doing their work in
their offices. Moreover, in Care Home workers and employees are actually do their work with a
risk bearing and at that time there is a need to have such law which work in order to protect them
from any miss happen. It has positive impact upon Care Home such that the differences in the
working environment is such that there is a need to develop risk assessment strategy so that the
workers will be protected from risk. Health and safety policies has been given positive impact on
the care homes in order to meet out the care home services and goals. I develops the long term
safety precautions and give better sustainability to the businesses. Another positive impact of
policies on Care Homes is that to develop the better safety pre causations for the new
development growth.
It has been analysed that injuries are common in hospitals and at that to adopting or
implementing this technique in a workplace will help to assess the potential risk and also identify
the hazards. This policy also help to put the measures in the working area to protect the people
and environment in Care Home. Hence, if the organization will directly implement this technique
into the working area then it will also essential for a firm to reduce the cost which are directly
link with safety failures and as a result, it will help to reduce the cost as well as money for the
long term (Lundgren and McMakin, 2018). However, this shows that introducing health and
safety policy in the working area creates a positive impact upon it.
Impact of health and safety policy upon customers: the policy also creates the impact
upon customers. Such that of the health and policy are applied in the place then it will help to
satisfied their customers and also provide the positive environment of the company. On the other

If this policy are actual introduce in order to reduce the mental pressure of their patient as
well as improve the behaviour as well as activity which help a worker to take proper decision
which further enriches the quality of practices in health and social care sector so that they will
get proper treatment in regard to their problem. Hence, it has been cleared that by applying the
health and safety policy into the working area will be helpful for both customers as well as in a
business to provide safe and healthy environment to their customers and workers too.
2.3 Presenting how dilemmas encountered in relation to implement system and policies for
health
When an organization implement system, policies for health, safety and security, they
faces lot of uncertainty and dilemmas such as:
Risk in Supply Chain: While implementing the health and safety policy into the
working place, Care Home also faces problem because it ensures safe workplace in order
to national laws but on the other side, if the third party have not health and safety
measures then it will create unsafe workplace as well as increases the higher rate of
accidents. Hence it is consider the biggest dilemma which every organization faces and
there is need to implement such policy in every workplace (Ginter, Duncan and Swayne,
2018).
Maintaining High technology: in order to provide best services to their customers,
health and social care organization start using high technological techniques so that it will
help them to consume time as well as money. But to maintain such type of technologies
into working area is quite crucial and that is why they try to import high technology but
as a result it charges large amount of taxes and at that time the company did not have
operator and installation man power and due to this, they faces some dilemmas to
implement such type of policies into working area (Brekke and et.al., 2018).
Corruption at high level: the health and safety care organization such as Care Home
always try to use all new and higher level of services that is why they also make policy
and system but because of having high corruption among government inspector the
company cannot do the work in such an effective way and as a result the product offering
becomes lower and it low down the effectiveness of their qualified product (Ortega,
Rodriguez and Vargas Bustamante, 2015). In addition to this, the company also faces
dilemma to inner bribes while implementing such policy into their working area. Hence,
9
Document Page
it is consider one of the most affective dilemmas faces by Care Home in order to accept
the new policies or system into the working place.
Public negligence: it is the another cause or a dilemma which is faced by the Care Home
in health and social care sector. Such that when a firm is implementing the policy as well
as practices and among them some of the policies are actually performed or related to
public. At that time, many workers who work in public sector negligence the work and
this creates obstacles to their policy implementation in regard to health and safety
workplaces. Hence these are some dilemmas which is actually faces in health and social
care sector (Cervero-Liceras, McKee and Legido-Quigley, 2015). So there is a need to
introduce health and safety policy so that it will help them to protect the life of workers
who are actually work in the places and there is a need to overcome such dilemmas in
order to provide healthy and safe environment for patient as well as hospitals too.
Risk to self and others: When a new system or policy is adopted by the company then,
the company also faces dilemmas regarding self or others. Such that they may disturb
suicide attempts and also cause some mental issues as well.
Resource implication: Shortage of resource is another issue or dilemma which is faced
by the social and mental health care. Such that sometime, firm have shortage of labour or
capital and as a result, it may also lead to create dilemmas for them.
Priorities of stakeholders: In a firm, every stakeholder have different priorities and as a
result, they all have their own opinions and due to which it becomes hard for thwe
company to follow their view point.
2.4 Analyse the effect of non-compliance with health and safety legislation in a health and social
care workplace.
It has been observed that, various kinds of health and social care act and regulations are
available in UK like; Public Health Act 1963, Mental Health act 1983, and mental health act
2007 in UK. Moreover, all health social care firms are conjugated to follow these rules and
legislations into their place of work. The impact of non-compliance of these laws are many,
some of these are explained below:
Legislations of health and safety shows and provides some ways to services. If the firms
are non compliance to the rule of safe surrounding and nature including safety measures,
