Executive Summary:
The report showcases how the central organization performs in terms of several important
parameters of the health care system. It focuses on all the important points on which the
health care organization should focus on in order to have a smooth running system. The
policies for the patients and political influences play a pivotal role. The report not only
discusses the existing situation of the organization but also critics the different aspects of the
organization and tries to recommend the area which the organization can improve.
Introduction:
In terms of the industry Health Care management is a rapidly growing system with different
branches developing out of the main root. There have been several new programs adopted by
the government in order to improve the healthcare system in Australia. Australia is said to
have a very extensive health prevention system and the central organizations are bound to
abide by the rules and regulations set up by the government. Overall the health care
management program has grown by 50% in the last decade from $113 billion to about $170
billion. Australia has experienced a population growth of 17% during this time period.
The primary duty of the health care management officials is to ensure the smooth running of
the different departments. The different departments are run by specialists in the field who
look after a particular department to oversee the proper functioning of the units. It is a
complex task to run a central organization. Coordination is one of the most vital capacity that
the professionals should have in order to properly function in this area.

Discussion:
The organizational design has been discussed and how the organization functions have been
discussed in great detail in the chapter also the leadership of the company and how it affects
the operation of the company has been discussed in great details in the report (Bradley,
Taylor and Cuellar 2015). The financial resources and how they are obtained along with the
way they are utilized has been discussed in the report too. Along with this, the attitude to the
utilization of technology is also discussed in this report. All over the world, the trends show
that there is a massive increase in the health care management system and as the population
ages in different countries and the life expectancy increases the need of healthcare system
also increases. The demand of the professional people who manage the health care facilities
also grows each year and as a result of which the factors which control the health care
management in a central organization is an important topic to analyze (Pasquel et al. 2017).
All of this together shows the proper functioning of the organization and how it can be better
in many aspects. Every company has certain advantages and disadvantages and how the
problems can be solved has been discussed here. In the very first section of the paper the first
topic that needs to be discussed is the political and policy-related issues:
Political and policy environment:
It has been reported in many studies that the Australian healthcare system lacks in generally
two problems, one is associated with the resource allocation and the other is related to the
performance and patient outcomes for both these objectives the public policies are needed
(Wang, Kung and Byrd 2018). According to the Australian political implementation, the
Australian public healthcare size is divided into an organization, health system indicators,
health system performance, and public hospitals. Theorganizations dealing with public

insurance and funding. The policies have time and again proved to be inadequate to serve the
patient bulk in the hospitals. I recent surveys it has been explained in details that the
Australian healthcare insurances are not enough. There are a substantial number of people
who visit the organization daily why do not have insurance for the treatment they need. In
many cases, it has also been seen that certain diseases like cancer are not covered in the
health care insurance. As a result of which patients who come for treatment face the real
problems. In many cases, strong political influences are required in order to get the funding
necessary for this purpose.
Recommendation:
There should be public policies which improve the health care systems in the organization.
The central organization also faced major problems regarding the central funding of the
organization (Noe et al. 2017). This is directly correlated with political influence. Also, the
organization acts as a major center for medical research but it has been seen that the medical
research funding in the organization is also lacking. The central research projects have been
sanctioned but there is not an outcome or the money has not been issued. As a result of which
because of problems associated with the proper planning of the public policies patients suffer
and the researcher do not take place properly. The Medicare policies are not properly utilized
in many cases too because of certain technical problems associated with the organization and
as a result of which it faces a lot of problems. The policies need improvement (M., McAlister
and McGain 2018).
Organizational design and coordination
Any organization requires proper design and well-coordinated system to function in a smooth
way. The organizational design of the organization is very simple and methodical so that it

manages all the sections of the work that is done in the organization. This includes theboard
of directors who sit on the top and they are the main governing body of the organization.
Following them is the administrative heads. Each administrative head has a department under
them. The services include information services, therapeutic services, diagnostic services and
support services. Under the information services, there are staffs involved in admission,
killing, mail, records, computer information, health education and humanresources(Landrigan
et al. 2018). Under the therapeutic services, there are staffs associated in departments like PT,
OT, therapy, pharmacy, nursing, dietary, specialist departments. Medical laboratory,
radiology, nuclear medicine, ER, cardiology, and neurology all fall under the diagnostic
services. The support services included the central supply, biomedical housekeeping,
maintenance, dietary and transportation (Ginter, Duncan and Swayne 2018).
Recommendation:
All the departments must work in proper coordination with each other in order to carry out
proper treatment of the patients. However, just proper coordination and good crew is not the
only thing the organization needs to worry about. There are other important factors as well
which play an immensely important role in terms of health care management system. These
include the political and policy environment which plays a pivotal role in the proper
management of the patient's organization design and coordination is an important aspect of
work following leadership and teamwork importance. Financial resource utilization is also an
important topic related to healthcare which will be discussed in this report of the central
organization following the attitude to and utilization of technology (McPherson and Pincus
2017).
If anyone of the department is lagging in coordination then proper patient care will not take
place hence proper association and communication is the main key. Other than this there is a

requirement of the importance of proper coordinating team who ensures proper functioning
between the different departments (Edney et al. 2018). In this central organization, there is no
problem in coordination. There are specialists who ensure that all the departments run parallel

areback up staffs always available who are ready to take on any task if the assigned person is
absent. So the coordination of the central organization is better than others.
Leadership and teamwork
Leadership and teamwork are very important in case of any management job. It is very sure
that when the leadership is strong then any organization runs more smoothly. In the case of
leadership, the management team needs to be very strong. Other than that the teamwork is
very important. From the organizational design, it is understood that the whole design is such
that there the different segments must work together in order to make the whole system
running. Patient care is always teamwork and when the organization works better it is always
the good work of the team and not only a single person(MacKenzie 2017).
Among the administrators, it is also seen that few of them have good managerial skills who
can actually make use of the employees well. The key to good management is to play to the
employee strengths. If the administrator cannot use the employee strength to their own
benefits then it creates a problem (Noe et al. 2017)
In the case of teamwork, all the departments work in harmony with each other and there is in
general no problem in the organization apart from a few minor problems. There are some
problems in the proper time allocation of each of the teams which may lead to certain
problems among the people of different departments. So that is a complete managerial failure

Recommendation:
In the case of the central organization I think this organization has a mixed kind of
leadership. Among the broad members, there is little very strong leadership where they have
very good management skills. They try to understand the problems that the employees are
facing and try to solve them too. For a leader, it is always important for them to actually
listen to the employees. They need to be strict too and have stern rules but at the same time,
they should understand too (Baker, Baker and Dworkin 2017). There are other board
members who do not stay connected with the work they are associated with and mostly rely
on their assistants to fill in and as a result of which it leaves very big gaps in the work and
that is reflected in the performance of the organization as well.For proper management, the
managers require good leadership and supervision skills on the employees (Carroll and Lord
2016).
Financial resource and utilization
The central organizations are mostly funded by the central government and here are fixed
funds allocated to each of the organization which they can use for various purposes. The
funds are also allotted in the way that each of the department gets a certain amount of fund
and also they have other funds for the salary, machinery and other purposes too. The central
organization may also obtain research funds from various research organizations these funds
are used for carrying out the researches(Cleverley and Cleverley 2017). It is found that this
central organization gets most of its funds from the central facilities only and they use the
funds for carrying out several works related to the organization.
Few of the research grants are also available with the principal investigators. Those funds are
used by the investigators for paying the salary of the research fellow an also for carrying out

the research work. The organization receives a substantial amount of money from the
insurance companies for the patients who have insurance and who visit the organization for
their medical treatment. The people who do not have health insurance usually need to pay for
their medical treatment and that money is also utilized by the organization for the

any other sources(MacKenzie 2017).
Recommendation:
The organization does not have a scarcity of funding provided the money is utilized in a
proper manner and it places where it is most required. There is a dedicated accounts team
who looks over the matter and helps the organizational leaders to understand if the money is
well spent (Powers et al. 2018). There is a fund management team allocated by the treasurer
of the company who looks over the fund allocations and decides where the money should be
allocated for better productivity. General audits and financial audits take place each year
which helps the company to understand that the money they have received from the various
sources have been spent in the right manner and has been beneficial for the company. Overall
the organization is doing great in the financial resource utilization and their fund utilization
report to the central government each year is on time and they do not necessarily show any
problem(Finkler, Smith and Calabrese 2018). Apart from these, the organization is also
associated with several charitable works which are also shown in the reports and special
budgets are allocated for them.
Attitude to the utilization of technology
In a proper healthcare management system innovation is the only way to sustain. Every
organization which has sustained in the industry would only do so because they have

embraced innovation. Technological advancements are the best innovation these healthcare
organizations can adopt in order to stay up-to-date. In this context, it must be mentioned that
in the case of this organization previously the management team which existed did not really
believe in the technological advancements. But the new team which has started working from
the year 2018 has been really supportive of the technological advancements. The whole
patient information system has been made digitalized and no paper storage is done now
which previously used to take up a lot of space(Green and Thorogood 2018).Also, the
information can be easily accessed by the employees from anywhere so that they can obtain
any information they need at any point of time which has made the lives very easy for the
people.
Apart from these they also have installed new machines for the radiology department. The
old machines were a decade old and the imaging in those machines was not up to the mark
there are new machines which are being acquired for the cardiology and the neurology
department as well.
Recommendation:
Not only the healthcare machinery are undergoing changes but also the employee
management system needs to bedigitized over the years (Zingget al. 2015.). The organization
is also making a new application which the patients can use from their home to interact with
the doctors in times of emergency the organization can be informed via the app so that the
ambulances can reach the patient home in the least possible time. So the organization is
embracing the new technologies and improving their healthcare (Popescu and Predescu
2016)system. Every financial year certain money is being allocated to better instruments and
maintenance of the instruments too

Overall all the different section that a health care organization needs to focus on in order to
give the good patient care to the patient’s in the above report every aspect of the health care

for the proper functioning of the organization leadership is a very important criterion and it
the leadership is good then there the organization would run smoothly. The organization

organization to work week. Financial resource and how the funds are obtained by the
organization is also discussed. How the fund gets distributed is discussed too which helps one
to get a proper idea about the organizational funding process. Innovations and technology are
other important aspects which the health care organizations should upgrade them and the
organization has already adopted a new method in order to adapt to the changing times and
the newer technology available to them. So overall the report tries to analyze how the
healthcare system is doing in term of all the parameters discussed.
