INTRODUCTION
Health service plan means planning done for the public health system along with monitoring
the performance of system against planned strategies (Moore and Fielding, 2016). Primary aim
for planning health services is to provide improvement in health delivery system so that healthier
environment would be made. The issue is introduction of sugar levied tax at the rate of 40 cents
per 100 grams of sugar contained within sweetened beverages. Main reason for implementation
of such tax strategies in the country is due to major public health problem of obesity. Obesity not
only has impact on individual health but it incurs enormous cost to community and government
spending on health and welfare (Burki, 2016). Impact of taxation as per gram of sugar mostly
encourage the reformulation of product and make a positive shift of consumer to less sugary
products whereas the it is more complex as compare to volumetric excise tax raised by inflations.
In this report, various planning tools will be scrutinised so that proper planning objectives would
be made to solve the problem. Besides this, different strategies would be explained in the report
which will showcase the strategies which should be taken by the government to reduce usage of
sugar.

According to report, Grattan institute have clear upon the federal government decision
regarding the introduction of excise tax of all about 40 cents as per 100 gram of sugar in
beverages as to establish the fight against obesity. Sweetened beverages mostly have negative
impacts on the health of consumers as compare to any other products. There is a need for the
development of health service plan as to have the proper planning to be done for the public
health management along with proper monitoring of strategies in the performance of system. To
identify the health service planning objectives, SWOT analysis tool is used which is explained
below with functional example,
STRENGTH
Consumer can easily avoid the taxation on beverages by switching to the heathier drink
which can be water or any other artificially sweetened beverage. So, the heavy taxation turned
out as strength to beverage industry as the customer will automatically ignore the minor chances
of the taxation (Buckton and et.al.., 2018). Tax will lead to reformulation of the strategies and

the development of the beverage organisation is marketing and matching the standards of the
government.
Weakness
Another impact on the beverages industry which is turned out to be weakness is that the
food containing excessive calories along with poor value in nutrition will have a sudden fall in
demand and price. Decrease in sales of the companies will leads to lower revenue thus lower tax
to the government. It would have a negative impact on Singapore economy and employment rate.
Opportunity
Implementation of tax on sugar in sweetened beverages will lead to reformulation of the
development and manufacturing of beverages in the country (Colchero and et.al.., 2016). Due to
above mentioned factor, it would be an opportunity for the company to enhance their target
market by launching products which does not have sugar. Moreover, company who produced
alcohol can also allure them by providing less price. High tax will bring more income to the
companies who are selling substitute product.
Threats
High tax will have a negative impact on the economy as people will stop using those
products resulting in low tax collection for the government. Moreover, this action will be
alarming point for other company as they might also face these kinds of tax issues resulting in
disinvestment from the economy. Due to low sales and production, thousands of employees will
be layoff resulting in disruption in the county.
McKinsey 7S model
It is one of the important strategic planning tools which pays more emphasis on human
resource rather than the production tangibles such as capital, structure and equipment’s in order
to organisation to be successful. The 7 S are about the structure, strategy, system, skills, style,
staff and shared values (Colchero and et. al., 2017).
Structure- All the organisation dealing in beverage industry used to have divisional
department comprises of soft drinks and other more about the similar beverages. There use to
various variety products that company is producing such as the energy drinks that can be terms
as the regular, sugar free and many more. So change in policy will not have entire impact on
business.

Strategy- Strategy of the company is directly linked with the product they are offering in
the market. So any change in product will also have a impact on strategy which company is using
to market their product (Briggs, 2016). So change in taxation on sugar will leads to change in
strategy as well.
System – There is involvement of various information systems like quality control, HR
system along with financial system which helps in having the strong integration among the
customer and organisation as to achieve the effectiveness and efficiency. This will help in
reformulation of the product and present the potential customer.
Skills- Employees skill is totally depends on the product which they are making, for
instance, in a beverage company; employee must know different formulas while making the final
product for consumer. Changes in policy will force the employees to change their skill and learn
new methods and tools so that they can make healthier products and maintain their efficiency for
a longer period of time.
Style- Due to change in external environment, leadership style will also change
accordingly. For instance, leader has to be more supportive and democratic at the same time so
that company’s productivity won’t get affected by the change in external environment.
Staff – Company used to have the staff which will help in proper analysis of the market
as to gain competitive edge among the competitors and leads to identify the potential customer of
the market thus better revenue in future..
Shared values- Organisation manages personal goals of employees along with
organisational culture and work ethics as to achieve the business mission and vision (Bordignon,
Xiang and Zhan, 2018)
Form the above analysis it can be said the major objectives for preparation of health care
planning –
To provide effective planning and development strategies for health improvement of
target people of Singapore about harmful effects of sweetened products.
To spread awareness regarding policy initiatives and direction of government to resolve
the issue of obesity in Singapore.
To improve health service models and emerging trends in health delivery system.
To increase or change demand for the health care plan services.

Prioritize the objective according their needs and importance
There is identification of various objectives for the health care planning as all objectives
have there different meaning and understandability of the working process. As in health care
planning, the objectives have their own level of prioritization to achieve the aim and objectives
of planning along with to provide improvement in health delivery system to meet better health
need of population.
To provide effective planning and development strategies for health improvement of
target people of Singapore about harmful effects of sweetened products
There is major requirement for developing the strategies in health improvement process as there
is continuous increase in the issue of obesity among the people of Singapore. The love for
products which enhances obesity and other problems has increase to a certain level due to which
it become necessary for the government to bring new policies which could help them to reduce it
(Elliott-Green and et.al., 2016). There are more than 70% of people in the country that are
overweight and obese and heavy sugar consumption. The criteria for prevalence as more of the
people and having the consumption on the basis of the volume, so it is correct to put the taxes on
basis of volume as to have control over the unnecessary consumption of products. The plan
should be developed with continues recommendation of WHO another national preventative
task forces as to implement heavy levy on SSBs as increase in price 20% as to improve the
health of public.
As it is not a difficult task to apply tax on foods containing large amount of sugar as it will have
benefit to the people of country in moving towards healthy plans and nutritive food items which
helps in the development (Bødker and et.al., 2015) The implementation of plan will be quite
difficult as more people will try to avoid the tax due to their habitual considerations. This health
care plan will be ethically considerable as it is done for the benefit for the citizen (Silver and
et.al., 2017). There are maximum chances for awareness as consumers are nowadays moving to
have healthy life style. The implementation of the plan acquires higher risk as to break the
particular pattern is not any task as it will face a lot of resistance.

There will be proper counselling for target obese people regarding pros and cons of consumption
of SSBs (Backholer and et.al., 2016). The feasibly of this initiative is less as many people will
not be interested in having the counselling till date as they are facing serious illness issues. The
cost for implementing these plans will be quite higher as it requires proper advertising and
adequate counselling process as to make people aware of the disadvantage happening to them
with regular consumption. Another thing that is to keep in mind regarding the implementation of
health care plans is that it is not possible to influence the consumptions of SSBs and
improvement in health alone by health care plan and tax levy alone (Falbe and et.al., 2016).
There should be proper coordination by the companies and citizens to accept the set of policy
measure by targeted individual and environmental drivers of consumptions.
To improve the health service models and emerging trends in health delivery system
The next implementation of health care plan is regarding change in health service models
prevailing in market for the longer duration and turns to rigid along with having negative impact
on health of country. There is need for change in customer psychological thinking regarding the
SSBs and move them towards healthy and organic life style. The plan will help to intensify
potential targeted audience and make them change their health style and notice the change occur
them in particular time prior (Armstrong, Fourie and Rich, 2016). The feasibility is to be
analysed on basis f respondents ready to participation in the health plan procedure. The cost will
be increased as it requires a lot of advertising to build up the image of health plans along with
important imitative of the government.
So, these are all the basis plan that are need t developed in health care plan for the issue of the
sugar tax levied in country of Singapore. These are all the important parts that has to kept in
mind regarding the proper resolution of the issue prevailing in country. Hence the health care
plans help the public health system along with monitoring the performance of system against the
plan strategies

As from the above study it can be concluded that nowadays citizen of Singapore is majorly
suffering from the issues of obesity. There can be various health related issues such as kidney

of soft drinks at dope of 15%. People have shifted to water or any other alcoholic drinks which
are subject to tax (Jamison and et.al., 2015). There is no possibility in change in demand of SSBs
till the date there is no implementation and awareness of health care policies among the citizens.
Health service plan are basically the planning done for the public health system along with
monitoring the performance of system against the plan strategies. The main aim for the planning
of health services is to provide improvement in health delivery system to meet better the health
need of population (Johnson, 2018). So there should be proper awareness among the people of
country and the change in government policy to prevail healthy and progressive environment in
country.
