INTRODUCTION
Change is important part of the organization but because of the human nature, it is not
easily accepted by the individual. Change in HSC has huge impact on the individual and the
patients who are residing there. This report focus on the Local Action for the Disabled (LAD)
which is the residential home and it also provides services to the learning disability. But
according to the authority LAD is closing and the residents will be shifted to the community
based living. There are some of the individuals who are scared and others are not ready to
leave the care home. For this reason, various tools and techniques are discussed to measure
the impact of changes on the individual. Further, the factors which drive the changes are also
discussed to adopt the new tactics to resolve them. Besides this, fact sheet will be made to
identify the principles of change management for facilitating change in HSC.
1.1 Key factors that drive change in HSC
Political factors- The main political factor which affect is the government rules and
regulations. The tax policy of the government affects the cost and benefit of HSC.
Further, for changing the residential home to the community living society, the major
hand is of the government. According to their policy, the LAD has to change their
working.
Legal factors- This consists the acts and the norms which are made by the society.
According to the legal norm, the person living with the learning
disability require one attendant who can carry out their
Activity. This factor drive the changes in LAD
Cultural factors- This includes the belief, norms and
Culture of the resident. As there are many individuals who
are not ready to leave the residential home. It is because of their belief that they would not

live peacefully there. In this case, the LAD has to make them satisfied with the changes
which are made. This factor has contribution in the changes.
Technological factors- As the technology is advancing it has huge impact on the changes,
the LAD can effectively adopt the new techniques to build community based living. With
the new technology, the process can become faster. For example, the HSC firm has
installed the equipment’s for treatment but changes in technology has forced company to
bring tools. It might enhance the level expense and affect the overall business in diverse
manner.
1.2 Assess the challenges that affect the change in HSC
The major challenge which is faced at the time of change in
HSC is regarding the government norms and regulations. It
Is not easy for the LAD to make the community living and
Shift the residents to the living community. the major challenge
Is the time, if the government will take to pass the order then
The organization has to wait for the time. On the other hand, another challenge which is faced by
the LAD in the change process is that the residents have different belief as well as view which
hinder the process as well as decisions which are made by the organization. Further, there are
many of the residents who are dissatisfied with the decision. This create issue for the LAD as in
the earlier times also, the change was not implemented because most of the residents did not
agreed with the decision. This is the major challenge which is faced by the organization. Another
challenge to bring change in the HSC is the legal norms, they are the basis for the changes but
sometimes, they create challenge and hinder the process of change management. By identifying
the legal norms in HSC, the organization has to comply with them effectively because if they do
not do so then the government will take the strict action against them. For closing the residential
care, it is required by the LAD to effectively accommodate the individual. Further, the main
reason is that they provided services to the learning disability individual. After closing the

services will not be provided to them. Another challenge which the key factors of change bring
to HSC is regarding the technological factors. With The technological advancement, the
organization is Required to adopt the new technologies so that they Can provide benefit to them.
But the major challenge Which rises is that the HSC is short of the funds. They cannot adopt the
new technology. So due to this Reason it will affect their changes which are made by LAD. Even
at the time of monitoring the changes, Effective resources are required but due to the lack of
Finance they are not able to implement it. These are The challenges which are faced by the LAD.
TASK 2
2.1 Devise strategy for measuring recent changes in the health and social care
The change is not an easy task the reason is that in the initial stage discomfort can be
witnessed by the individual who are residing in the residential care homes. The reason is that
they have become familiar with the environment. Another problem is that they are scared if
they will not get proper accommodation in the home (Cardenas, and et.al., 2011). The change
is regarding the people living in the LAD so it is required to measure the change so that
effective solutions can be adopted to resolve the issues. For measuring the recent changes in
the organization first, it is required to analyze the situation as well as the incident which will
be occurring in the care home. In this, stage Denise is required to gather the data as how
many individuals are living in the residential care home. Due to this factor only, the
accommodation for the time being will be arranged by her (Buchanan and Bowler-Hill,
2012). The analysis can be based on the paper records or the electronic details of the
individuals which are feed in the computer.
Document Page
For measuring the recent changes in the HSC, it is required by Denise to effectively
train the individual who can collect the data regarding people living in the care home. This is
should be accurate reliable because if any number is wrongly entered then problem can be
raised at the time of facilitating change (Crollard And et.al., 2013). Another strategy for
measuring the change is analyzing the information which has been collected. As it has been
seen in that in the earlier time, Denise failed to adopt the changes because of the resistance of
the people as well as they did not get the proper strategy to facilitate the change. So in this
time, it is required to analyze the problem and the issue effectively because before making
any solution, it need to have solution for the cause as well as issue (Paul and McDaniel,
2016). Further, the main problem arising is that the LAD require same number of proper
accommodation who are living in the residential home.
Healthcare firm can have regular base monitoring of all actions that are performed
within organization. In this process, the staff members and management will also observe the
perception of service users towards actions. It will provide better understanding about recent
changes in customer perception and work culture of health social care industry. With an
effective consideration of measures the issues can be resolved in desired manner. Moreover,
the use of questionnaire and feedback process is also significant to consider for effective staff
satisfaction. It also helps in meeting the standards and ensure that better issues are being
resolved effectively. It allows to have effective management of change practice and advance
the overall outcome.
On the other hand, for measuring the change in the LAD it is required to consider the
cost and the rewards which are attached to it. Through the past financial records, the LAD
can recognize as how much cost will be incurred and they can manage it or not (Moorhead
and et.al., 2013). For gathering the data, survey method can be adopted by the organization as
this will help in providing the benefit which they will get by facilitating the change. Further,
the other strategies which can be used for measuring are the ranking scale, checklists. This
provides accurate information and further it help in devising different strategy to manage it
(Miller And et.al., 2012).
2.2 Measure the impact of recent changes in the health and social care
For facilitation the changes in the organization it is required to measure the impact of
recent changes in the health and social care. The modifications in the residential care homes
are made for the patients with learning disability and the people who are living there (Miller
Document Page
and Rollnick, 2012). So it is need to measure their satisfaction to analyse the impact of
change in the health and social care.
Satisfaction of the stakeholders- In the LAD, the most important aspect is the
satisfaction of the family members, the staff working in the organization etc. it is the
most effective measure because the negative and the positive impact can be easily
witnessed by the organization (Chassin and Loeb, 2013). In the earlier time, the
problem which occurred was the satisfaction of the employees and the family. The
reason was that they had different views regarding changing the residential home.
Further, it can be done that the areas in which the stakeholders are not satisfied can
be focused effectively so that effective measure could be taken to solve them.
Facilities are allocated properly- another aspect to measure the impact of change for
LAD is that they review the facilities which can be provided to the individual (Street,
Gold and Manning, 2013). By reviewing it, it can be witnessed that impact of change
will be positive because more benefits will be provided to the people living in the
residential home.
By having a changes, the overall process can be advanced in critical manner. Governance
of UK and CQC has changed some policies and regulations to amend the measures of health
and social care sector. It has great impact on the work culture of Royal United Hospital Bath
and force management to bring some changes in its policies. It can also affect the morale of
staff members in a negative manner. In addition to this, it can be said that by having an
application of equipment’s the overall performance in context to the HSC can be overcome
effectively. It also allows to have better skills development among employees so that long
term sustainability can be well maintained. Along with this, changes in communication
system also helps in developing better efficiency so that better awareness can be created.
2.3 Evaluate the overall impact of recent changes in HSC
For the major change in the LAD, it has become essential for the organization to
effectively analyze the impact of the overall changes in HSC (Deci and Ryan, 2012). The
main reason for doing this task is that it helps in identifying the deviations if any or any loop
holes in the strategy. It is the matter of life of the people. So with the help of these strategies
it will be helpful for evaluating the impact of recent changes:
Effectiveness for the individual- It is needed by the LAD to evaluate the impact of
effectiveness on the individual. It will be effective for the patients only when there
need are fulfilled. There are individuals who can live independently as they require

support of the care workers (Tew and et.al., 2011). So it is required that the
organization should focus on thee aspects before applying the change. Further, there
are residents who are scared of living in the independent home because they feel safe
in living in residential home. So in this case, the Denise is required to assess that all
the individuals’ needs are met by shifting their accommodation. If more people are
dissatisfied then the impact will not be positive on the residents and the strategy will
fail (Rasanathan and et.al., 2010).
Government response- In the HSC the government are more or less involved in the
procedures which are carried out in the LAD. By analyze the government response the
organization can easy analyse that the impact of changes is positive on government or
not (Battilana, 2011). If the government support the organization then it can be
understood that it is in support to them. There are various policies as well as
regulations which are made by the government for the HSC. So this will have huge
impact on that and further their impact would also be on the modifications in the
changes (Holden and Karsh, 2010).
Cost benefit- For measuring the impact of change Denise is required to review the
cost benefit and the expense which will be incurred in them. The cost which will be
derived will be more (Atherton and Crickmore, eds., 2011). So in this case, the impact
is required to be measured so that effective strategy can be formed by the individuals.
Besides this, as the LAD has responsibility of all the individuals so it is required to
effectively evaluate the benefit. The organization is not focused on making profit as it
provides shelter to the needy people as well as support the individual who have the
learning disability (Spahn and et.al., 2010). So due to this reason, it has become
important to analyze the expense so that the firm does not incur loss.
In addition to this, it can be said that changes in work practice impacts the overall
working in diverse manner. It has been noticed that use of methods is beneficial because it
allows to have social work culture development. Health work standards are being advanced
which allows to have effective sustainability. Along with this, recent changes in health and
social care sector is beneficial because it helps in identification of service user’s needs. The
improved knowledge about service users has motivated the health and social care
organization to bring some organizational policies and standards as per the UK law. It
improves the overall performance and ensure to have better working in terms of HSC
services.

2.4 Appropriate services responses to the recent changes in HSC
After implementing the changes in the LAD it is significant for the organization to
gain the appropriate response from the residents who will be changing their accommodation.
There are several ways with the help of which the organization can effectively judge their
responses, these are as follows:
Interviews- This is the best way through the organization can again the response from
the residents, staff etc. in this, one to one communication takes place. Further, this can
be conducted by the Denise as she is familiar with every individual (Black, 2013).
With the help of interview they can identify the satisfactory level of the people. At
this time, the behaviour also plays an important role in analyzing the benefit which
they have gained from the change (Zhao, Coombs and Zhou, 2010).
Feedback- It is another beneficial tool which helps in analyzing the response towards
the change which has happened in the LAD. This is important because through
feedback, the residents can give new ideas through which the process and the change
can be effectively implemented (Street, Gold and Manning, 2013). Feedbacks are
important for the firm to identify the improvements which can be made in the
company.
Admissions- Sometimes the responses can be witnessed in the actions which are taken
by the residents. In case of LAD, if the individuals are ready for admission for new
accommodation then it can be believed that they have positive response regarding the
change (Deci and Ryan, 2012). On the other hand, if the residents are not ready for
the admissions, they can be witnessed that there response is not positive.
Suggestion boxes-For the major changes in the organization, the suggestion box is
must because it will help LAD in getting suggestions from the family members and
the residents (Rasanathan and et.al., 2010). In the suggestion box, the individual give
the suggestions regarding the change. So by adopting these suggestions, the
organization can effectively make changes in their procedures.
Debate- It is basically giving your view points in terms of the modifications which
have been recently adapted by the HSC. In this, the positive as well as negative views
are witnessed (Holden and Karsh, 2010). In this case, Denise can give the positive
view regarding community based living and further, the family members who are
against them can give their views. This will help in coming to a solution. It is useful
means to know the responses but often it leads to conflict and no solution is derived. \

In addition to this, it can be said that by having an effective application of leadership style
the issues can be overcome in desired manner. It has been noticed that use of effective
leadership also allows to have proper management of work activities. By having an effective
consideration of values the issues can be resolved. Moreover, leadership also helps in
improving work culture. Coordination between activities can be advanced by having an
effective consideration of leadership styles. Through effective leadership between members
the overall working of HSC can also be advanced because it impacts the communication
system in diverse manner.
TASK 3
3.1 Explain the key principles of changing management
Change management is important at the time of facilitating change. The issue is that the Denise is
required to provide the independent and supported community based living for the residents. The main
challenge is that most of the individuals are not ready due to several reasons.
Principles of change management (kotter)
Develop urgency- Denise can develop the urgency as this
Will motivate the residents to focus on the changing process.
Convince people- By telling the benefits to the individual,
Convince them to accept the change. Make the identify the
Advantages of community living.
Vision for change- make the realize the value for community
Living and their benefit in future.
Communicate the vision- Denise need to make them realize
That this change will solve their issues.
Resolving obstacles- by identifying the barriers regarding
government laws and technological, barriers can be removed to make
The possible.
Developing short wins- By wining small battles helps in giving the motivation for change.
Through tackling small problem, Denise can help in successfully implementing change.
Build the change- in this step, the thing went wrong can be determined so that in next time, the
change can be managed effectively (Change Model 3: John Kotter's 8 Steps of Leading
Change, 2017).

Imbibe the change in culture- After these steps; it is required to imbibe the change in the
culture, so that change can be effectively accepted by the residents.
3.2 Explain how changes in HSC are planned
Without the proper planning the changes cannot be executed in the organization. For
making the changes, it is required to effectively recognize the areas through due to which
changes can be made in the LAD (Black, 2013). For planning the changes, several methods
are used by the firm which are as follows:
Communication- in planning the changes regarding shifting the accommodation and
closing the LAD, the communication is the medium through which the activity are
planned (Buchanan and Bowler-Hill, 2012). In case of HSC, the Denise is required to
communicate the plan to stakeholders and the government. By asking other members
only, the changes are executed in the organization. The most important one in
communication process is the management board. They also discuss about the plan
with the others and even others also ask the management board. The reason is that
facility regarding the cost and accommodation will be decided by the management
only (Miller And et.al., 2012).
Staff development needs- This is the major criteria on the basis of which the
organization plans their activity. For the development of individual only, the changes
are executed in the organization (Chassin and Loeb, 2013). According to the case
scenario, the residential homes are closing and all the individuals will be shifted to the
community based living. In this sense, there will be huge development of the
residents. They will be living in their own and more facility will be provided to them.
The change is facilitated by focusing on the needs of the staff (Tew and et.al., 2011).
Management style- It is another factor which is focused at the time of planning the
changes. For managing the changes, it is required by the people to have proper
management style in the company (Rasanathan and et.al., 2010). According to the
management style only, the actions are planned in the organization. This has major
role in planning the changes in the firm.
Top-down and bottom-up approach- this approach is beneficial in analyzing each and
every activity of the individual in the organization. In HSC, the major activities are
broken down into the smaller segments (Zhao Coombs and Zhou, 2010). This is
Document Page
helpful in HSC because the firm easily allot the activity to the individual and further
the task can be easily monitored. For facilitating the change, the LAD first collected
the information regarding the needs and demands. So the planning becomes
comfortable by adopting this approach.
3.3 Explain the ways to monitor changes in the HSC
After implementing the changes in the organization, it is important to monitor the
changes. Through monitoring the changes only, the organization can identify the
effectiveness of the change. Besides this, another reason for monitoring the change is that it
helps in assessing the strategies which can make the process of community based living
efficient. The ways through which the changes can be monitored are as follows:
Research survey- For monitoring the changes in the HSC, research survey is one of
the methods which can be used for taking the views from the resident. In this,
generally a questionnaire will be made regarding the benefit and disadvantages and
other aspects (Black, 2013). Due to this way, the residents point of view can be
identified as it will help in analyzing the data and according to the majority, the result
can be made. It is the cost effective technique as well as simple method for
monitoring the changes. Reviewing the changes is important for the present as well as
future also (Battilana, 2011).
Customer/staff satisfaction- another way of monitoring the changes is seeing the
residents as well as staff satisfaction. It is important in the HSC because the
community based living is made for them only, if they are not satisfied then there will
be no use of facilitating the changes (Holden and Karsh, 2010). In this case, some
staffs were also dissatisfied with the changing from residential home to community
based living. So in this case, it has become important to identify the customer and the
staff satisfaction (Spahn and et.al., 2010).
Measures of efficiency- in this measure, there are various tools which can help in
measuring the efficiency of the HSC in facilitating the change. Cost benefit is one of
the factor through which the actual cost can be identified and the additional benefit on
the residents can be evaluated (Miller And et.al., 2012). This is the quantitative tool
which helps in assessing the actual benefit which is gained by the residents. Case
completion is one of the tools which also identify the efficiency of the project.
In addition to this, it can be said that by having an effective consideration of employee
engagement the overall monitoring process can be advanced. Along with this, the use of
Document Page
methods in terms of day to day visit is also significant because it helps in meeting overall
outcome. Internal monitoring management can provide better and efficient observation so
management need to advance such values. Company can also focus on feedback, supervision,
observation and audit with focusing on internal factors such as employees, top level, etc.
Assistance of external support is also beneficial which might affect the outcome positively.
CONCLUSION
From the above report it can be concluded that for HSC it is difficult to implement the
change because the change is regarding the accommodation of residents. There are certain
key factors which drive change in HSC; legal, political are the main factors in them. Further,
with the help of factor identifies; strategies can be made that will help in overcoming the
challenges. The other major aspect is that all are not happy in accepting the changes. Due to
this reason, it has become important to identify the methods which will help in assessing the
satisfaction of the individual. On the other hand, services responses through feedback are the
effective ways which assist in analyzing the positive and negative impact on the residents.
Further, with the help of research survey, it will be helpful for the LAD to monitor the
changes. By using the principles of change management, successful change can be
conducted.
