INTRODUCTION
One of the most expensive and valuable asset of a business organization is the human
resource and safety of the health an caring the same is to be considered as the most important
task for the employer. Health and safety has no substitute and should be significantly maintained
at the workplace. Safety should be considered and kept on priority by the business organization
an also by an individual. Health and social care are the services which are rendered and provided
by the service care organizations (Heffernan, 2006) The below carried out analysis has been
focused on Alliance Health care which is well known entity and is a wholesaler, distributor and
retailer of pharmaceutical, surgical, medical and healthcare products thorough the Europe. The
below summary has analysed and evaluated the factors which are effecting the ability of the
organization and also an analysis of the ways for planning for the care of the elderly individuals.
TASK 1
1.1 The Human rights Act and Valuing People
There are certain kinds of rights which are attached to health and social care and such
rights are governed by the law. It has been seen that there are various kinds of right which has
been implemented by the government in order to ensure that the rights and duties of an
individual shall get protected. The major kinds of rights which is boon to the citizen are Human
rights (Fisher and Owen, 2008). When certain legislation and policies like human rights in health
and social care organisation implemented then it became mandatory for such organisation
because breach in such policies shall result into legal liability to the organisation as the main
purpose of these rights is to protect and ensure health care will be available to all (Bradley,,
Curry and Devers, 2007).
Human rights can be defined as the principle and the norms which will decided certain
human behaviour standard. Such rights are always protected by legal norms so that no person
shall face any kind of violation of human rights on the account of an individual. To deal with the
cases of human rights, there are certain human rights councils also which will listen to cases
filled on the violation of any human right of an individual. In order to enhance the success and
the effectiveness of health and social care, it is very important that certain human rights shall be

granted to citizen or an individual in relation to health and social care ()McIntyre and et.al.,
2006).
Human rights in health and social care shall let the people to avail the services which is
being provided by the health care organisation that is according to the application of human
rights, it has been said that it is the right of every individual to avail the services of health and
social care. No organisation has the authority to restrict any person from availing the services
provided by health care organisation (Cowden and Singh, 2007). Availing health and social
services is the basic right of an individual and hence it is the duty of any organisation who is
dealing in health care to provide proper medication in health organisation who denies from
giving health care shall be held liable for violating the human rights of a an individual. Human
rights also provide an equality to the person for availing health and social care services. For an
example it is basic duty and right of an individual to get the services of health services. One of
the main establishment of human rights in regard to health and social care is establishment of
World Health Organisation (Leutz, 2005). It is called the agency specialised in promoting public
health. A world health report has been acquired by the organisation which will ensure that health
and social care is being practised by many countries and organisation on a large level. Therefore
human rights plays very important role in promoting health and social care (Munn-Giddings and
Winter, 2013).
1.2Analysing the ability of organisation to promote and maximise the
rights of its service users.
Staffing levels:
Staffing levels along with skill mix has to be determined judiciously using professional
judgement, guidance and workforces planning tools and recommendations (Tritter and
McCallum, 2006). Setting staffing levels and skill mix decision-making depends upon varied
factors which includes setting up clinic and acuteness of patients. The staffs must use their
expertise knowledge and skills in-order to make clinical judgements while the assessment of
patients' needs and act on these assessment and prescribe, delegate and supervise the whole task.
For an example in Alliance Health Care, the staffing level are accountable for the decision and
actions which includes delegation to others by which they must use their training and clinical
experience to judge whether the delegation done is safe and appropriate within the context of
any particular situation.

The changing health status of service users:
The health status of service users has a crucial role with staffs in the organisation.
Involvement in individual treatment and care will increase self-esteem, this improves individual
when they agree about purpose of treatment and are having choice with control over it (Munn-
Giddings and Winter, 2013). Involving in communities will provide chance of support and
mentoring from peer associates. The 24*7 primary care of Alliance Health Care, is an increasing
want in the society and service users want to access primary care in person, by phone,mail, text
etc., and via internet. They demand the clinician to have their personal details on hand whenever
they make a contact.
1.3 Use of communication to help promote the rights of its service users.
Communication skills must be used in health and social care with relevant theories in
mind such as behaviourist, humanistic, cognitive, and specially psychoanalytical (Heffernan,
2006). Techniques used can be written, listening and verbal & non-verbal for purposes like
record keeping, educating, sharing information, overcoming poor practices, counselling,
negotiating, mentoring, and for advocacy and so on. Inappropriate communication or barriers
like irrelevant language, conflicting messages, misinterpretation,breaching of trust and
confidentiality, intrusion in privacy,abusing,threatening etc. The values and culture of workers
andservice users like beliefs, sex, age, ethnicity, social class etc. has to be handled with care, all
along with the legislation and codes of practice. Organisational systems and policies of
information,structures,documents and data protection are an integral part of use of
communication to promote the rights of its service users. Questionnaires by workers can lead
service users to a certain direction and limit what they intend to say, so workers in Alliance
Health Care may find only what the questions are made to elicit rather what it is they need to
know (Fisher and Owen, 2008). For example, if the clinicians in Alliance Health Care asks a
service user what he or she is struggling with, it is more likely to hear about their difficulties
rather than their exact problem. So, whenever possible, clinicians in Alliance Health Care should
encourage service users to communicate their feelings, thoughts and views in their own words
and at their own pace to get the fullest and most accurate picture.

2.1 The loss of independence, non-participation and social exclusion.
A single daughter in her 50s who has given up her job to care for her elderly parent.
The burden of taking care of family is taking toll on women in their 50s, along with their health
issues affecting responsibilities (Cowden and Singh, 2007). The woman in her 50s is in agony as
she juggle caring for aged parents, her own children and grandchildren, according to many
researches. Institute of Education, University of London, found that 55-year-old women take on
a ‘unequal’ share of caring responsibilities for younger and older relatives. The quality of life
and finances are negatively affected as they hurdle with the pressure of being among the ‘most
tightly squeezed’ sandwich generation of modern times (Hayward and et.al., 2006). Worrying
about loss of independence and how children will cope if she become ill or pass away haunt her
struggling to continue with her favourite hobbies.
Newcomers to this country who are unable to find jobs because they don't speak English.
Inability in speaking a host country's language emphasize a vulnerable division in the society
which is a legitimate requirement of immigrants. UK demands speaking English to get a job.,
resulting in non-participation and social exclusion of the immigrants or new comers. This
necessity for English is too rigorous. Social exclusion is actively created by the structures and
systems functioning the society, determining the allocation of rights, resources, and opportunities
such as food, shelter and safety, education, health, and due process (Swan, 2009).
Children who are bullied at school.
Bullying has taken a new shape across the schools in UK. Children rather are being pushed
around, teased, or called names. They are neglected and not involved in games and activities.
Children are being socially excluded and results in non participation. Physical and mental health
such as reduced sleep quality, lower immune function, reduced ability to calm oneself in times of
distress, reduced self esteem, anxiety, aggression and depression etc. have all been observed in
children who have been excluded from social groups (Starfield, Shi and Macinko, 2005).
In addition to this, it can be said that lack of communication is considered as loss of
independent factor so health care firm need to ensure about the same. If participation is not
appropriate then ratio of communication will be low which impacts the treatment process
effectiveness. Working environment also need to be referred effectively because it allows to
make sure that in hearing the voice of vulnerable people and act upon it. Improper consideration

2.2 Analysis on Care plans for elderly individuals and the key worker system in residential care
for young people with learning disability.
Promoting independence for elderly individuals is a key theme in modern healthcare,
focusing more on the rehabilitation services (Cowden and Singh, 2007). People and
organisations strive together to provide support to those who need it. The belief that every
individual can hope for support and care in times of need is a vital value of any good society.
And most of this care and support we give freely to one another is part of basic relationships
between us and our children, family, friends and neighbours, social and caring people etc. when
they need us and we hope that they will support us in return when we need them. The strength of
our society and community is that it is built upon these practical expressions of love and concern
among each others. The pillar to supporting carers in undertaking their vital role is to provide the
right level of support for elderly individuals, enabling to make choices about their personal life.
Carers should be supported to decide how their needs should be met through full involvement in
their assessment,this improve the quality of the experience for the person receiving care (Fisher
and Owen, 2008).
The key worker system in residential care for young people with learning disability.
A key worker acts as a source of support for disabled children and young people, also
their families. They are a link with which services are accessed and used efficiently. The
rationale of key worker system is that people with learning disability(and/or autism) have the
same rights as other people, to access public services that enables them to lead good and
meaningful life. Just like everyone else, they should be able to engage in activities and have
opportunities to learn, contribute, and build friendships and relationships. This will improve their
quality of life and can reduce behaviour that challenges themselves. Behaviour that challenges
can often be easily predicted, actions can be taken earlier to prevent, manage or even minimise
those behaviour. Understanding the factors that increase the risk of people developing or
displaying behaviours that challenge, and having a clear understanding of which individuals are
most at risk, can enable services to work together to proactively put in place appropriate
exceptional support.

The staff can be trained to have a willingness to learn from the users. The work processes
can be based on the principle of co-creation. This will promote participation of the users. By

A proper medication facility cannot be provided at the home as all the resources cannot
be made available (Berwick, Nolan and Whittington, 2008).
In the health and social care centres there are proper staff present for each and every
functions and that has to be carried out with the help of the concerning staff. So this will
also create problem and tension. There are number of heavy machines and tools which are to be used while providing
various treatments and medications to the patients and it is not possible to shift the
necessary appliances to the home (Ryan, 2010).
A young individual with moderate learning disability:-
If the individual as stated above is not provided with the proper medication then there can
e a tension of side effects and which can cause a temporary disability or mental UN-stability of
the patient.
There are various tensions which need to be referred effectively from the management.
Employees holds various tensions which might affect the overall outcome in diverse manner. It
has been noticed that key duty is to maintain health standards so that better protection can be
provided. By having an application of individual autonomy the risk can be advanced in
appropriate manner. It is significant to make sure that risk need to be identified effectively so
that long term sustainability can be attained. If standards are not referred effectively then it will
impact working in negative manner.

3.1 Risk factors involved in the situation.
The below mentioned are the risk factors involved in the situation of Ms P which are as
follows:-
As Ms P is mentally disable there can be probabilities of taking advantage of her mental
condition by others an which can be harmful for her. Any kind of exploitation can also be done
on this basis (Hawn, 2009).
Commonly mental disability is a kind of mental state in which a normal individual will
be not supporting or helping the patient and this can become a risk factor for the Ms P. No-boby
will be helpful and treat inn a manner so as to cure her while in case when she is in a bad
condition.
As she is residing alone and while in case of any kind of medical urgency there will be
no-body present to take care of her or no medication facility will be provided to her and this can
cause a big problem (Rees, Knight and Wilkinson, 2007). No urgent actions can be taken if
required if any situation rises.
Individuals are at risk of harm within a health and social care setting. It is necessary to
consider physical, emotional, financial harm so that better strategies can be designed to improve
the outcome. If mental state is not appropriate then it might create stress which might affect
overall outcome. They are also at risk of physical harm due to falling from bed or slipping in the
floor. With an assistance of this, diverse methods need to be referred effectively for sustainable
development.
There are less chances of arrival of doctors or the medications as required at the time
needed as she lives alone and there will be no-body to inform for her condition. Living alone can
also built a mental stress and pressure which can be proven bad for her mental state.
3.2 Effectiveness of managerial procedures and processes
All the processes, functions and the business operations and the activities which are to be
carried out for attaining the goals and the objectives of a business organization (Kamel Boulos
and Wheeler, 2007). Managerial procedures are to be considered as the mechanisms or the tools
implemented within an organizing for providing aid to the investigation, analysis, decision

making and the communication processes. The below are the effectiveness of the managerial
procedures of Alliance health care who are taking care of Ms P:-
If there the management of Alliance Health care will have a proper communication link
with Ms P regarding her daily activities such as medication, diet and other related exercises
which are essentially required, then she will be getting cured and she will be well soon.
If the organization has team who just takes care for the patients who are not admitted to
the hospital but then also are under the services (Millar and Hall, 2013). The team should
regularly visit Ms P to take a review of her health and make the necessary improvements in the
services provided currently. By having an effective consideration of policies the issues can be
overcome in desired manner. With an assistance of this, better opportunities can be created.
Health care policies allows to have better protection so that service quality can be advanced in
critical manner. It has been noticed that equality can also be taken into account to make sure that
sharing of responsibilities is beneficial to advance overall service.
Moreover a proper planning is required to and plans concerning the future facilities to be
provided to the patients and all types of help required by them.
Decision making regarding the medications, treatments to be given and also the
conditions which are favourable for Ms P should be made by the management of the
organization and for that also a proper planning need to be done.

4.1 Current legislation, codes of practice and policy to handle medication.
The medication provided in a health and social organization plays a significant and
crucial role is providing the services to the service users (Darbyshire and et.al., 2006). These are
being used by the organizations from preventing the diseases, diagnosing the diseases etc. A
medication policy can be implemented by Alliance health care for the safety and secure handling
of medicines. The policy should properly and clearly consists of all the aspects of the ordering,
storage, disposal and administering the same and should also ensure the same should be done by
the staff and the employees. There are some legal requirements which are required to be fulfilled
such as all aspects of manufacturing, sales and supply of medicines are been controlled by the
local and governing legislation. There have been many exemptions given in the legislation and it
is of very much significance that the legal framework for the organization is understood by those

involved medicines (Papadopoulos, 2006). Health and social care Act is an example which can
be implemented by the organization for handling the medication in the organization. The Act
has introduced some of the substantial changes such as providing the GP practices and other
professionals clinical commissioning groups etc.
4.2 Effectiveness of policies and procedures for administering the medication.
There has been a lot of changes and implementation of the legislations and the policies
for the betterment of the handling the medication and also the procedures to be carried out in
Alliance health care (Thistlethwaite, 2011). By implementing the policies there has become a
strict sense regarding the storing, preserving and also providing the medication to all the service
users. The policies and procedures provides a structured format for carrying out all the
operations which are concerning and are related to the health of the service users. The policies
ensures a proper safety which is to be ensured while making the use of the tools and machines
while operating and curing the patients. Training and developments will be provided to staff at
each level so as to ensure a proper delivery of the services which are to be rendered by the
employees to the services users (Aveyard, 2014). The medicine policy at the residential home is
effective at informing the staff about loopholes and places where medication errors may be
caused. It thus alerts the staff and help in administration of medicines in appropriate dosages and
frequency. Policies and procedure allows to consider better medication so that long term goals
and objectives can be accomplished effectively.
CONCLUSION
From the above carried out analysis it can be concluded that Alliance health care is a
social care centre which is providing services to the service users and how they are influenced by
the policies and the procedures which have been implemented in the organization. Moreover the
duties an the roles of the care provider has been analysed in the different mentioned cases.
Further the current legislation, codes of practices and policy which has been implemented to
handle the medication in the organization.
