1. Who would you choose to serve on your task force for this endeavor?
Choosing the right persons to serve on my task force would not be that difficult although
specific factors would be somehow compelling to select certain individuals and not others. The
first guiding element is the budget that in this case seems stretched thin to disallow experts who
would demand much cash in the undertaking. Therefore, I would possibly select some colleges to
work with within the state. It would mean that universities chosen would assign the task to the
students to evaluate the susceptible population. Conditions have to be set because if it appears as
a personal choice, not all students will participate. In other words, the task will be designed and
given to the students as part of their coursework. The aspect of framing it that way will be crucial
since the students will have a chance to secure and finish their internship appropriately. The
benefit of the study cannot be assumed since the results will enable the state to focus on
implementing new ways of improving health. The students will enjoy the research that might
open them an excellent opportunity for the job since it is meaningful and crucial as well.

The stakeholders include employers, insurance companies, and state residents among
others. Since anyone might fall vulnerable, it is easy to identify the stakeholders.
3. How would you obtain their input but limit inappropriate influence?
There are several ways of obtaining inputs while limiting improper influence. The best
ways to get data from vulnerable populations would be interviews, census around the state as
well as incorporating surveys in the study (Issel, 2014). Since the motive of the study is to reach
as many people as possible, applying community-based programs would deem useful, so that
target populations are assessed. Questionnaires can also be administered in the process.

whole findings.

The state needs to overcome specific barriers so that there can be the achievement in
health care and service delivery systems. One of the challenges is poor provider performance that
dramatically affects the service seekers. The healthcare providers commonly give reduced
services to the patients not because they are not educated but to express their concerns regarding
demands that remain unattended by the state (Knickman & Kovner, 2015). Most importantly, the
country needs to look at the grievances raised by healthcare providers and act according to avoid
specific practices from being exercised. In other words, itching concerns within Medicare
providers are translated to patients, a situation that could be confused with incompetence. The
weak safety net is another challenge the state must resolve before things move out of hand. In
this case, the state I blamed for the increased incidences of risks to which vulnerable population
is exposed. Safety net entails providing welfare to particular people within the state. It is
important to note that the state should intervene to possibly offer services such as providing
money for the old as well as securing them free and unique Medicare provision (Eldredge,
Markham, Ruiter, Kok & Parcel, 2016). A safety net can also be set such that health services are
extended to the reach of the vulnerable population. In that way, small health problems that lead
to significant sickness are treated. Because such element is not provided, the healthcare unit is
faced with a challenge of treating severe illnesses that are costly contrary as opposed to when
they were in their initial stages.
5. What is the realistic range of solutions/reforms that might be considered

The state should find specific effective ranges of solutions to ensure there is sufficient
access to healthcare service delivery to the vulnerable. To begin, it should carry out a survey
meant to identify the grievances of the Medicare providers such so that if those interests are met,
they will be motivated to display their true colors in handling the vulnerable population without
treating them out of anger. Although education has been pinpointed as a challenge, it is crucial to
factor it in and try to see how the result might turn out. Some qualifications deem questionable;
therefore, a group of external experts should be sought to research to ensure only competitive
doctors are retained. The issue of observance of ethics might facilitate poor performance by
health care providers (Begley, 2014). As a result, the state should enforce a practice of visions
and missions regarding healthcare units as well planning for providing healthcare providers with
training aimed at improving their responsibilities.

Specific solutions might prove worthwhile for consideration by the state. It is likely that
solution targeting to understand the plight of doctors and nurses will be achieved since matters
concerning health care providers are central towards attaining a sound healthcare environment.
The issue of incompetence is not that costly for the state to conduct. Therefore, no barrier can
stand such a problem from being tackled. Setting a high safety net is attainable as well since it
should be incorporated into the healthcare budget. The reform should take the course on a yearly
basis to match the budgetary period.
