INTRODUCTION
Health and social care is the field where various processes work together to bring about best possible
recovery outcomes for the service user. Change is defined as the process of changing the practice in the
work setting (Philip, Gold, Brand, Miller, Douglass and Sundararajan, 2014). In health and social care
changes are usually fostered and implemented to achieve better outcomes and results for the services
being implemented. This assignment aims at providing discussion regarding the factors that influence
change in health and social care setting. The factors are being discussed by using the PEST analysis
model that enable us to explain different political, economic, social and technological factors that are
responsible for influencing change in health and social care. The later part of report analyzes the key
factors that present as a challenge towards the implementation of change in health and social care.
TASK 1
1.1
PEST is the analysis tool that analyzes different macro environmental factors that are present in
influencing the particular event. PEST stands for political, economic, social and technological factors.

There are various factors that derive change and influence its implementation in health and social care
(Ho, 2014).
Political factors
The political factors are those that encompass the legislation, regulation, and policies that are present
and support in implementation of changes. In health and social care different legislations are introduced
over time to support changes in the organization for better working and efficient services. In given case
scenario where the services at the Beacon Edge care home is not reaching the standard of cared the
political factors are supporting the implementation of changes required to bring about change in health
and social care. According to the Community Care Act, (1999) every individual who is 18 or above has
right to access the community care services from local authorities for full assessment of their condition
and treatment (Roski, Bo-Linn and Andrews, 2014). The Health and Safety Act is another piece of
legislation that supports change in this case where the services are not being practiced under the safety
standards of care. Other than that the modernization agenda and current legislation plays important
role in driving the changes in right direction.
Economic factors
The economic factors are the one that deal with the finance, working and partnerships of the
organization. As seen in the given case the care home is not well funded and requires more funding and
finance support to be able to thrive and reach the estimated current standards of care. The funding is an
issue that can be provided by government resources such as trusts and agencies also the joint strategies
can be planned to overcome this issue and the factors that require to be worked on are the finances
from the private and public sector that will yield more resources to enhance the quality of care at the
care home (Andersen, Davidson, and Baumeister, 2014).
Social factors
Social factors are the ones that include the demographics and cultural factors that are responsible for
change implementation. The demographic factors present are the ageing population, ethnic diversity,
communities with health care needs and age and gender differences. As seen the population in UK is
rising to be aged and till the year 2050 it is estimated that the 65% f the population in UK will be
considered as elderly. This makes the health and social care to be more advanced and more effective for
the ageing care. Also the factors such as cultural differences and lifestyles changes are marked as social

factors for implementing change. As the diet and lifestyle routine of human is changing more health and
social care services are being required by them for better health and wellbeing.
Technological factors
As the advancements are being made in health and social care every day the technology is rising to
make its mark in the field by making the lives of service user as well as provider less burdened and easy.
Technologies that have better patient and provider outcomes are widely used in health and social care
making it more beneficial. The electronic record keeping devices as example is the technical
advancement that has better and effective provisions in promoting health and standard services
(Andersen, Davidson, and Baumeister, 2014). Electronic communication, assistive technology has not
only evolved to be beneficial in promoting better care but also is effective in influencing the changes in
health and social care for better results. These new technologies make the service provider learn new
practices and implement them and hence it drives change.
1.2
The challenges are defined as the barriers that the key factors provide in implementation of change in
health and social care. There are different barriers that are presented in the path of key factors that
influence change that leads to problems in the smooth implementation of change and can affect the
organization’s working as well as the expected outcome for service user and provider (Reeves, McKee,
Basu, and Stuckler, 2014). Whenever the change is implemented the factors that influence change will
bring about several challenges that will affect the services at the care home. The new plan for change for
the Beacon Edge care home will provide the changes to be slid into the current working of the
organization that makes the organization undergo various barriers and can also experience chaos. This
will be because it will require a lot of resources and manual labor to implement these changes and make
people well acquainted with the new work practices. The political factors as described may bring about
challenges such as uncomfortable attitude of the employees and noncooperation regarding strict
regulations. The economic factors will usually provide challenges such as inadequate funding and
resources that will hinder the credibility of services practiced at the care home. The new technologies
that are brought about to change and improve the services may not be friendly to the service user as
well as provider and its use may create unnecessary environment in the organization where the old
methods are praised rather than learning the new effective strategies (Petrakaki, Klecun and Cornford,
2016). For example the use of electronic record keeping device will be beneficial in providing better and
easy recordkeeping process but it will as well provide some challenges for use in initial period.

Some of the potential challenges that may be present could be the leadership, communication and
training issues. There will not be ample opportunities provided to the staff for learning now things and
train them effectively as well as the communication among the teams could be ineffective resenting
major barrier in the service delivery.
According to the Transitional stage model of change the change is managed to be implemented in
different stages and the transition stage being most difficult one where the change is implemented and
transited to follow new practices. Majority of barriers occur during this stage as resistance can be felt
from service user as well as provider both in order to accept and practice new changes implemented
(Amarasingham, Patzer, Huesch, Nguyen, and Xie, 2014). This resistance can create a hustle in the
working of the organization and present major barriers in betterment and change monitoring. Also
better supervision is required for better outcomes of change implementation.

Change management is a process to modify the people, team and the organization in the desired future
position. It is an established field which is directed by tested principle and evidence. In the Beacon Edge
Care, the health care practitioner should be clearer towards goals, action and value (Rajan and Ganesan,
2017). If the workers have incorrect information about these factors then the organization may face
various issues or miscommunication among workers that may influence change management. Edge care
should focus over John P Kotter principle in order to improve the change management. He explained the
eight-step model for change management (Rajan and Ganesan, 2017).

In the BECH, this can be accomplished by involving all the staff in the decision-making process (Rajan

workers should be promoting the reward when any milestone achieved. This help to encourage the
worker and they work more effectively. The leader may have a responsibility to safeguard that the
implementation has planned successfully or not (Curtis and Burns, 2015). The leader should have a clear
vision in order to an area of improvement. The leader a have a responsibility to focus on an area of
improvement, provide a solution, and behaviour of the individual in order to achieve the goal. He also
needs to accelerate the process of rewards. In order to implement and sustain the changes in the
organization, the health care worker should be retrained routinely (Curtis and Burns, 2015). The health
care sector should use an important opportunity in order to implement a change in the organization.
After this, the association put the group of people together with the proper assistance and leadership
quality for collective efforts for change. The vision should be straight forward and simple. The
organization need to subside the barriers that can affect the vision. Continuous evaluation and review
should be done and it should be correlated with the results (Curtis and Burns, 2015).

In order to implement the changes in the BECH, proper planning should be executed. Planning has been
playing a vital role in incident of action (Glasby, 2017). The changes program can become straight
forward and very effective if the proper planning should be taken in place.
Stakeholder management plan
Change process does not occur in air (Morin et al, 2016). There are lots of people who have affected the
change process. And hence proper stakeholder plan should be put in place in order to implement the
changes successfully. A stakeholder evaluation needs to be conducted in order to identify the people
who have affected the changes or who are going to be affected by the changes in the organization. In
the given case scenario of BECH, there are various stakeholders who are going to be affected by the
changes in the organization (Morin et al, 2016). Care quality commission is one of such which is playing
role in safeguard the services and make it effective. Employees are another such stakeholder. The
success of any changes in the organization is being depended on the manpower as it mostly depends on
for implementation.
Communication plan
Compunction is most important in the process of changes in home care (Morin et al, 2016). Proper
communication skill delivers good quality of services. In the change process, the role of communication
includes dealing with the service seekers by making thing clear, motivate people to desire the state of
affair, coordinate with the people in various activities (Morin et al, 2016). The communication should be
purposeful, meaningful, timely and relevant and this can only develop by a proper communication plan.
Communication plan addresses various things such as the timing of communication, the channel of
communication and how the communication can be effective.
Action plan
The action plan is the most important part of any change process (Morin et al, 2016). This plan states
the aims and the objective of the changes, it identifies the various procedure that is to be carried out,
identify that procedure that will perform, calculate the cost of the change program, and assign various
activities to the staff member. In the BECH, the action has addressed various issues like deciding a goal
in order to accomplish the change process. The action plan should set such that it could meet objective

regarding the improvement in the services such as waiting time of patients, quality and quantity of staff
member, and data recording and management (Morin et al., 2016).

The recent changes in the BECH can be monitored by various ways such as survey, feedback, group
forum and analysis of data and record. In the feedback system, the organization can collect the data by
the informal and formal source. The social care organization can ask the service seekers about their
operation and the experience they have got (Valentine, Nembhard and Edmondson, 2015). This will be
very useful in identifying the need for the service seekers so that the health care staff should work more
effectively. Monitoring process involves a routine and systematic collection of data and information and
to recognize what is working and what is not. However, there are various ways to monitor the changes.
In the BECH the organization can use spot check and observation to monitor the changes (Valentine,
Nembhard and Edmondson, 2015). Observation involves recording and studying the data of changes
that has experience, hear and see. In the organization, observation can be done to monitor the
behaviour of the staff. However, in order to make this approach to be effective, the managers should be
trained to observe the things and record it properly. Other than this survey can be used to monitor the
changes in the organization. In the survey, the various questionnaire should be designed to receive
feedback from different stakeholder which may give their opinion and perspective of different services
used by them (Reisner et al, 2015). This is very effective in order to know the success and failure of the
change process in the social care sectors. Conducting survey and feedback analysis can help the BECH
organization to know the area of improvement that needs more attention. The organization can get
various benefit with the help of these methods. The systematic and routine review and revaluation of
the changes can help to identify the issue so that the proper intervention should be carried out before
any disaster carried out (Reisner et al, 2015).
The issue that cannot be actionable or solvable should be recorded immediately before any disaster
occurs. The frequency and severity of action should be identified. This is very useful to identify the issue
before it might create a bigger problem that may affect the changes from accomplishing the objective.
In the BECH this approach may be very helpful in order to monitor the recent changes in the
organization. The health care worker should be trained properly in order to identify the issue as they
happen (Reisner et al, 2015). The management should collect the information from the staff in order to
analyse the issue and to resolve it.

CONCLUSION
In this assignment, we have discussed the key principle of change management. John P Kotler has
introduced eight steps in change management. The organization need to plan properly in order to
implement the changes in the social care sector. Monitoring and measuring the recent changes in the
organization is very essential as it is useful in determining the effectiveness of the change program.
