INTRODUCTION
Health care has become important for everyone so that to remain healthy and safe from
diseases. Social and health enterprises always require and need help when it comes to business
expansion. Many investors are present who invest in such enterprise with motive of social service
and also profit earning motive as minor. In this competitive era, it is difficult to find investor for
enterprise. This report includes social enterprise, role of PEST Analysis tool and further
recommendations. Hackney CCG is London Borough who is taking stake in investing into health &
social enterprises under government consideration. It is also new NHS organisation who performs
functions and operation under GP practices which help them to save and provide medical related
services to patients and people at wider as well broader level.
Social Enterprise
These refers to those organisation who come into business sector not for profit earning but
for social services. Such type of firm run business due to their goodwill in market and services they
provide to the society. In these they are able to assist citizen of the society in appropriate manner. In
these, decision making is done accordance with benefit of people. Also, ample numbers of problems
are faced by firm such lack of finance, employees etc (Maher, 2016).
PEST Analysis
In today’s world, competition is rising and new businesses are taking place in business
sector. This also has raised the scarcity of resources, deep impact on environment etc. So, there are
many factors which affect the growth and development of business such as external factors. To
overcome with such elements, organisation use PEST Analysis tool which helps them to identify
and examine those components appropriately. In this, market research play vital role and which
requires high level of skills as well as knowledge. It is time consuming process but effective and
helps business to carry out activities smoothly & effectively (Pinch, 2016).

Roles of PEST Analysis
Analysing the Macro Environment- In business, two types of environment are present
which are macro and micro. Both these has deep impact on firm productivity and progress level of
entity. So, PEST is used as a tool by marketers to identify such factors which the growth and overall
development of business. It is essential to be well aware and about these elements so that decisions
in enterprise are taken appropriately. With help of proper market research and reliable source of
information, it becomes easy to understand and deal with such components.
Track and monitor the risks- Every business is associated with risk and loss. No
entrepreneur can neglect or avoid risk. So, corporation also use PEST for the tracking and
monitoring the risk associated with each and every factor. This helps in making effective decision
making and achieving goals as well as objectives without any errors or issues. Through this
business is expanded in appropriate manner and which results in generating more revenue & profit.

Political factors are those in which labour, trade
policy, environmental law etc. are included.
These are uncontrollable by firm and affect the
business and its activities.

services, health and social care services will be
social enterprise by 2021 and with good
numbers (Pinch, 2016).
Boris and Johnson have declared to raise
funds for new social care and hospitals as well
as programmes to convert them into so social
enterprises.
The Social Value Act 2012 states that
focus is to be given to health and care system.
Following this act many changes were done to
health and social sectors such as protection
services, public health programmes etc. (2013).
ECONOMIC
These are those factors which involves inflation
and deflation rate, tax policies, etc. In these,
involvement of government is high and firm
maintain relationship with people so that laws
and legislations are followed properly.

and is employing more than 2m people.

Hackney CCG declare that they will invest in social enterprise and will deliver 6% of its
services by 2021. But government regulatory were not satisfied because they thought that
approaching to social enterprise will cost them a lot. This created delayed in decision making and
new ideas are being carried out to unpin the statement.
Further, to make access of health services easy, Bromley is giving its services to NHS so
that both the bodies will expand the health system in UK with wider & broader level. This will help
people to get medical help in appropriate manner. Also, Bromley is deciding to expand their
services and invest in social enterprises.
Economic
UK economy is stable and due to which social enterprises provide a contribution to health
and social care project by raising funds and capital. This results in more hospitals, devices,
programmes, etc. In economic factors, government involvement is high and awareness is to be
maintained so that preventive measures are adopted in proper manner. This also helps in working
with ethics and following all the policies as well as procedures throughout the system (LEYVA,

2018).
GDP of UK is in relation with social enterprise is larger than agricultural sector with
covering around Euro 60bn. Moreover due to rising competition, new businesses are taking place
and expanding the business sector at broader level. It is important that sources through which GDP
of country rises should be analysed and give more leverage for future perspective as well as
expansion of business.
COVID 19 has affected the UK economy and has put it on hold. Also, many of the entities
like KPMG has forecasted that during the summer percentage will be go down 2.6 %. This has
affected country at deep level and many other countries are merging up to deal with current crisis so
that profit margin scale will go up. Many medicines and funds have been raised by social
enterprises which help people to purchase the cure for disease (Barbara, 2017).
Thus, after a brief analysis of above matter it is states that both health care and social
enterprise is important to country. Because both the sectors contribute equally towards society and
government as well. So, they are considered as main component which is beneficial and acceptable
by everyone in country.
Social
Suicide rate is that social factor which impacting Greenwich highly where it is lag behind
from England. As compared to England, Greenwich has more than 20% higher suicide rates in
recent years which shows that there mental health is not good. This also impact negatively on
economy of Greenwich because talented people are attempting suicide because of lack of good
mental health and awareness. This also acts as a blunder for nation and negative point for growth
and development Another important social factor is unemployment which is also not good in
Greenwich as there is more than 20% of the people who belongs to working group are unemployed
if it compared with whole England then of people age between 60 to 64 are 20% less employed this
is also act as an failure which cause mental illness and shows that people are unable to survive or to
earn money for their survival. Road accidents is also social factor which can impact Greenwich
directly but here Greenwich is an improving situation where there is less than 20 to 30 road
accidents on a year which is far better from the data of London where average death in one day in
road accident is 20 person (Wolstenholm, 1999).
HIV is also a factor which should be focus in social factor as this problem is also exist in
Greenwich this is because the hospitals or healthcare services are not so good where there is late

diagnosis of HIV and because of this there are 72% death are because of organ failure where one
reason is also an HIV impact of diabetes is also higher here because there are no prevention
measures which can aware people about diabetes and take corrective actions.Obesity is also social
factor which is related to healthcare services. 30% of total population is suffering from obesity
problem in green which this is because there is lack of awareness about obesity and lose
government in intervention in this phenomenon (Istepanian, 1999).
Technology
Improve communication technology innovation in healthcare facility many functions which
help in smooth communication within healthcare organisation medical practitioners can now use
media such as video online conferencing and other discussion platform which can help in meeting
real time requirements of patients electronic media record houses are accessible which help 11
department and provide shares to customers. This will really reader result in improvement in case
management treatment and patient recovery. Hackney CCG is lacking in this function as they have
no proper data base for making this. Telemedicine/Telehealth services such as video conferencing
and other are becoming a cost effective way to use local health services. This will help the people of
Greenwich in regular access to medical specialist who is several kilometres away from them (Fry,
1995).
Mobile phones and application is also a technological factor which is related to healthcare
services of Greenwich. This provide 24x7 healthcare facilities without having any appointment for
waiting for test result this will helps Greenwich in decreasing the cases of HIV and other organ

PEST is an effective tool and is used by corporation to track and monitor external factors
which affect the business. Thus, strategies and tactics are to be implemented when going with
process.
 It is recommended that Bromley health care should conduct market research before going
through merging up with any bodies. This will help them in aware about market situations as

well as trends so that decision making is done in effective manner. Also, if they are
providing local health services than budget and medical amenities should be stocked in pre-
advance. Through this NHS will able to process further within period of time. Besides that
all the work is should be done under government consideration so that problems and issues
do not arise in near future (Lavik, 2020).
 Further, it is also recommended that social enterprise that is already established should help
health care corporates so that patients will be able to access more medical amenities and
facilities. This will also motivates other sectors to give contribution in to health system so
that new machines, doctors, programmes, technology are acquired in appropriate manner.
Moreover, financial calibre of this sector will also improve. This give rise in more resources,
efficient manpower and information related to health care. Also, with help of Social Act
2012, rights and changes needed in the hospitals, medical alliances can be analysed as well
as requested to the government if every individual go through this act. Legislation and laws
are crucial and help citizen of society to ask and request for the change which needed and
important for society to grow and develop (Khalid, 2020).
 It is recommended that is not investing more in social factors where is where it have to
invest more because social factors in Greenwich are worsening the suicide rate in
Greenwich is higher than whole UK which is a negative impact on both economy and social
life of UK another important social factor is unemployment which is also higher in
Greenwich at that can be the reason for poor performance of this area there are more than
20% people who are unemployed. Road accident cases are down in Greenwich this is
because there is huge investment in infrastructure of Greenwich. HIV rate is also high in
Greenwich where there is investment needed for development of infrastructure which can
help in identifying the patients of the HIV and providing them a specific treatment for
solving this issue .Hackney Have to solve the problem of obesity also which is lying in in
Greenwich where there are more than 30% population is suffering from obesity this will lose
their confidence and motivation for working and also consume more resources (Baker,
2001).
 It is recommended that Hackney is investing a good amount of money and time and
improvement of technology this is because improvement in technology bring effective
communication and healthcare facility development communication in medical practitioner
can help in decreasing the chances of conflict and easy management of resources of
healthcare facilities there are also development of telemedicine and telehealth services
which are cost effective in manner Hackney is also invested in mobile plus which is an

health care mobile application for treatment of HIV patients and provide 24x7 care facilities.
This also developed tools for healthcare facilities which are helpful in treatment of patients
more effectively like improvement in machineries of blood pressure monitoring and diabetes
calculator which are helpful in identifying exact disease in treatment of it with suitable
medicines (Boyle, 2011).
