Introduction
The report highlights strategic plan for Médecins Sans Frontières for upcoming one year. The
company was established in 1971 as healthcare, non-governmental and non-profitable
company. The organisation has the employee base of 36482. Recently, in 2018, the
company’s healthcare professionals, administrative staff of nationalities have carried out
more than 7800 assignments by supporting 40000 recruited staff in medical programmes in
nearly 70 nations (Médecins Sans Frontières, 2017). Being a manager, it is seen that our
organisation conducts business transaction. Therefore, to manage the expenses and revenue
line-ups, budgeting is quite important.
Mission statement
The mission of the company is to seek and enhance assistance on the basis of needs. The
healthcare institution is guided by medical ethics and moral impartiality. The social mission
tries to provide lifesaving medical help to people (World Health Organization, 2017).
Vision statement
The main vision of the company is to avail maximum care to the people who needs it.
Furthermore, it reserves right to speak and bring out appropriate attention to the crisis
suffered by the neglected people and assist them to aid abusing people. The company aims to
improve medical treatment and the protocols (Médecins Sans Frontières, 2017).
External analysis
Political factors-
With the increasing population and need for the medical needs, it is perceived that spending
per individual will increase as US`s economic and political instability is one of the concern.

Estimation made by department for healthcare will fall short and it is doubtable that
government will be able to generate funds (Bogsnes, 2016).
Economic factors-
It is seen that government can also the probability to reverse plans, cutting the public health
budgets and renew commitment regarding the prevention. Underfunding will stop staff while
performing appropriately. Greater cutting of the social and mental healthcare pressurises high
on Médecins Sans Frontières (World Health Organization, 2017).
Social factors-
The company says that it is quite grateful to people who have helped and supported them
with 6.3 million donors. The company includes community engagement and other patient
centred models. People can better work with the communities.
Technological factors-
The continuous drive while improving quality of diagnostics leading to support at point-of-
care with ultrasound technology. Development of algorithm enhances paediatric capacity that
can also reduce the usage of antibiotics (World Health Organization, 2017).

Identification strategic issue
The strategic issue has created all the non-profitable companies especially in UK and US. In
last five years, the treatment programs have shifted from 1500 patients to more 13000
patients in 25 nations (Médecins Sans Frontières, 2017). Although, the company has gained
lessons to treat people with HIV and the organisation does not become successful in the
development of unique model to implement because of lack of funds and workforce (World
Health Organization, 2017). It has been no longer easy accessibility to the care and treatment,
which indicates less and insufficient guaranteed funds due to limitation from government
funds, private funds, and private institutions. The company cannot continue its commitment.
Furthermore, lack of sustainable health by viewing at the undercutting of the potential
expansion of implementation of effective programs. It clearly demonstrates how new
treatment tools are not accessed by the company due to funding crisis (Dhatt, 2018).
Action plan
Our action plan list out the tasks, which will project to execute the objectives. This will start
with three specific tasks, which includes accomplishment of tasks, its time horizon and action
programs. The action plan has several assumptions on the basis of which the budget
projection for 2020 is based-
The first assumption for the projection includes the reflection of financial data of 2018
because the annual report of 2019 is not available. It is anticipated that the government can
fund the organisation and entire healthcare industry (Cunningham, 2016). As US`s healthcare
sector has been suffering from Brexit and other economic negative factors of US, which has
reduced the estimation of funds. The estimation relates to the depreciation, which is fixed and

based on straight-line method. The rate for the tax imposition is considered as minimal
because it is a non-profit organisation (Gallani, Krishnan, Marinich, & Shields, 2019). The
budget considers that the company is able to create awareness among the people who can
generate funds through individual income, public institutional income, private institutions,
and other miscellaneous income, which can help organisation to treat maximum needy
people. For 2020, awareness will lead to increase in costing of programmes, which is
estimated at 1371435. In this case, the operating income of the organisation is much less than
the operating expenses, which again creates an issue of funding (Gordon, Hood, Mabruk,
Barker, Bartolí, abdelhamid, & Alvarado, 2019). However, the organisation may get the
advantage of estimations done by the government. This government fund can turn operating
expense to operating profit. Furthermore, the organisation`s balance sheet also gained cash
funds, which has increased its liquidity (McKay, Rodríguez, & LLauradó, 2018).
Conclusion
From the above discussion, it is seen that the report is the result and outcome of frequent
business transaction. Therefore, being a manager, one has to undertake budgeting, which can
plan and execute the cost and source of funds appropriately because using the resources in an
appropriate way is an important task. One of the biggest strategic issue is the lack of funding
for the organisation. Furthermore, it is seen that action plan is needed to accomplish the
target, which is definitely to serve maximum needy people with the limited resources and
treatments available.
