Introduction
Healthcare policies are important for the patients as it helps in giving better quality
services. The healthcare policy is aloes essential as it provides the standardization and
helps in achieving the desired outcomes. It helps in maintaining the operational
activities and also allocates the roles and responsibilities among the employees which
help in ensuring better services (Purtle, et al., 2015). The goals related to the health
care within the nation are achieved with the help of this policy as it helps in taking the
useful decision, making good plans and taking those actions. To protect the health of
the vulnerable group the policies of public health is essential as it helps in making the
plan. To deal with the issue of the health and safety policies and procedures of health
care is needed as it helps in providing clarity to the patients. The policies which are
made also get affected due to the demographic and the globalization change. The
services delivery can be effective in health care when the resource allocation will be
done properly. So there were many policies have been implemented which is sustained
through the governance and regulatory mechanism. The policy drivers of the national
and the international level also created tensions when policies are translated into the
practice (Berríos-Torres, et al., 2017).
National politics and policy making is influenced by globalization and
demographic change
Globalization has brought much positive impact on the nation so it has also influenced
the national policy and politics to take some actions so that good service delivery can be
done. Due to the globalization, many up gradation in the technology has been seen
which helps in improving the health services of the people. Due to globalization, the
resource allocation is also done properly so the medicines are prepared on time and
much other evolution has also been made. Globalization has improved the global
standard and it also makes the policies better which helps in providing good services
(Pirkle, et al., 2014).
The politics and policies have a great impact on globalization. Globalization has a great
effect on the global and national economies which results in the economic movement.

Globalization has a great impact on health policies as increasing the trade creates a
health risk. Increasing the trade is good for the economy but it creates the issues in
health services such as tobacco, non-communicable diseases, alcohol, etc.
Globalization has much positive impact on the policies of health care as it is giving rapid
response to Catastrophes. The political process and policymaking is a complex set of
forces (Kim, et al., 2014). Public policies are made by taking consideration of the
external environment. Due to the global transport and communication, there were many
revolutions has been enabled to the epidemics and catastrophes. Due to the
globalization, there were many downsides to the health policies have also been seen
such as the spread of the infectious disease across the borders. The policies are made
so that the effective decision in relation to the health care cans be taken. Demographic
change also influenced service delivery and decision making. There were many policies
have been made in regards to the medical so that better services can be provided.
Leadership challenges in implementing policy
National health policy 2017 was made so that more wellness can be done at health
care. The main aim of this policy is to deliver the high quality of services and to achieve
health coverage. The main goal of this policy is to serve the best services in health and
well-being at all the ages. The goals are to provide cost-effective services by lowering
the delivery of health care and improving quality. While implementing this policy of the
National Health Care 2017, many leadership challenges have been faced at the local
level (Poisal, et al., 2017). One of the leadership challenges is making the
implementation of the new policy. As the earlier policy was National Health Care was
not majorly concerned with the quality of the health services but later on, many updating
and revision had made so it creates the challenge for the leaders. The government of
the country implements the policy so the leadership is the most important element as it
helps in achieving the goals.
At the local level to bring any change in the national health policy becomes quite
challenging for the leader. While implementing this challenge the market needs to be
ready to adopt the changes. The communication should be proper and clear in regards
to the policy so that no further issue can come. This policy was implemented to provide

the best quality of health services so the leader has to face the external challenge of the
funding. If the funds are not appropriate then it is difficult to implement the policy
(Kweon, et al., 2014). The external challenge which the leader faces is also the lack of
resources. To implement the policy proper resources are needed so that no more
issues and problem can be faced further. Due to globalization and demographic many
political, social and economic forces has to be faced by the leader. The internal
challenges faced by the leader in implementing the policy of the national health care
2017 was impatience, lack of confidence, insecurity, etc.
The leader faces many challenges when the new policy is implemented. The leader has
to upgrade their skills so that they can deal with the market and can ensure whether the
skills are giving better results or not. The external challenge which the leader face while
implementing the policy was the misconception of the national programs. Sometimes
the leader does not elaborate on the policy effectively which also creates a challenge for
the leader. The leader also faces many challenges such as he has to start the new
policy which has the new implication so he faces many external challenges in that
(Levin, et al., 2017). He has to make some tough decisions and also make some
transitions in the policy. There were many conflicts have been seen in relation to the
different community which is working for the health issues. The demography is very
unbalanced so the leader faces this challenge that they are uncertain about the policy
requirements and do not understand their role properly.
The leader has to keep the information of the patient very confidential. The leader is not
allowed to make any disclosure of any disease to anyone so it becomes very
challenging for them. There were several laws and the policies which are made in
regards to the national health policy so the leader has to adopt them. as per the policy,
no leader is allowed to make any personal relationship with any patient as it is against
the law also. So it also becomes quite challenging to follow the ethics rules. To make
any sexual relationship while implementing the policy is very violent so it can result in
losing the license to practice (Schiller, et al., 2012). To act very powerful and conduct
being the leader is quite challenging and it also results in affecting the policy. If there
were any malpractice and negligence in the health care services than risk can be

charged. If there was the negligence then the communication barrier can also see. The
leader has to pay or sue if in any case, the patient suffers anything due to some
medication error. If the leader is not providing the proper treatment and service in
regards to the health policy then they can also be sued. If the leader gives any wrong
guidance to any other person then it creates many problems in health care as it can
result in injuring the patient and can also harm by defective medical treatment.
The health care policy is also creating the challenge for the leader that they should take
the consent of the patient first before making any treatment. If the patient was not in the
condition to make any decision then the family members of the patient are taken. But
without the consent of the patient and their family members, no treatment is given
(Keehan, et al., 2015). In the informed consent, the leader can answerable to the
question to the patient but in the uninformed consent, it will create the problems and
issues for the leader to tackle.
Implementation of policy through governance and regulatory mechanisms
Governance in health care helps in achieving national health care objectives. In
governance, there was the rulemaking functions which helps in taking the relevant
decision. Governance helps in improving health care policies as it ensures that public
health services are giving better quality. The governance structure works actively and
they also promote health services (Allsop, 2014). The governance provides the services
which are cost-effective and improves the cost efficiency and enhances the quality and
safety of the patient care. Implementation of the sustainable policy is very essential as it
helps in the local organization as it helps in making some rules and regulation so that
patients and their families should follow the rules regarding health care.
The national health care policy 2017 main goal was to shift the sick care people to the
wellness by promoting the wellbeing and the prevention of the people. There were many
policies were launched regarding the health care this policy aims that wellbeing and
prevention of the health care orientation. In the governance of health care, the clinic
governance structure and the regulatory mechanism is needed so that the quality of the
patient can be improved and maintain. The local organization uses the healthcare

governance structure as it helps in improving the operational efficiency, enhancing the
quality and safety and reduces the cost of the patient care. The regulatory mechanism
helps in implementing the policy in an effective way as it gives the proper structure so to
manage the health care policies is effective (Magnussen, et al., 2014).
The life expectancy at birth gets increased due to the improvement in medical
treatment. The fertility rate get reduces with the help of this policy and proper
governance. Due to the implementation of the policy, the maternal mortality ratio has
also reduced. There were several diseases which have also reduced such as
cardiovascular diseases, chronic diseases, cancer, etc. The newborn baby was fully
immunized when the health care policy has been improved (Pucca Jr, et al., 2015). The
use of tobacco has been reduced as it is creating many diseases. The health care
policies basically rely on governance structure actions democratic, political, and
cognitive. The regulatory mechanism is included in the health care system as it helps in
suggesting the path-breaking reforms and ensures the quality health care in the local
organization. The governance structure and the regulatory framework in the health care
helps in accessing the curative, primitive and rehabilitative health services.
So if the governance structure and the health care facilities are effective than it creates
wellbeing and protective services. The good governance structure in health care also
helps in taking useful decisions. Intact the efficiency in giving the quality services is also
improved with the proper regulatory framework (Kandeel, et al., 2017).
National and international policy drivers
The national and international drivers used to implement the policies and decisions
regarding healthcare services. The ability to get the policies and decisions implemented
in an effective manner is an important concern to deliver the reform programmer in the
health sector. These the various process includes the local responses to the national
and international drivers (Johnson, et al., 2014). The policy development is the main
task for the specific health policy that is national health policy 2017. The policies
improve the overall process and it affects the national and international drivers. The
policies in the European countries give the proper evidence for better improvement and

implementation. The social welfare is also implemented in the overall position of the
healthcare organization. The policies implementation can be varied with the healthcare
organization. The policy instruments can attain policy drivers. The policy instruments
help in both policy drivers and policy levers. Patient empowerment can be managed
with the policies and maintains the global strategy. There is a large impact on policy
drivers on the logistics supply chain of the healthcare organization.
Case study
From one of the case study of increasing the number of the Heart Patient it is evaluated
that health care policies are very essential as it provides safety and quality services to
the patient at the clinic center. The number of heart failure patient is increasing in the
clinics and there was many consistently failure discharge which was below the national
standards (Davies, et al., 2015). There were many factors which lead to this failure and
it was evaluated with the Sigma DMAIC and Pareto analysis approach. So the training
and more instructions are given to the nurse so that they can improve the knowledge of
the heart failure and provide effective services to the patient. With the help of and
implementing the heath care policy it is evaluated that 90% of the compliance heart
failure discharges are due to the improper diets and care. So after giving the proper
training and adopting the health care policies in the clinic more care and safety has
been done to the heart failure patient.

The various policy drivers and different type of impacts can be arising in the policies
levers. Several tensions arises when the policy is translated into practice. The policy
translated into practice occur several issues and this process creates very much
problem. National and international drivers make efforts to make a proper system in the
healthcare industry. The various numbers of policies is used to take forward the
business. The overall goals of the organization improve the social welfare that stays in

several problems in the business organization. The business of healthcare provides
several health services and health insurance. These tensions create many problems in

practice but it is quite complex to understand the overall process. The legal principles

formal training provides many benefits in the process of the policy and practice. The
legal benefits can improve the overall process of the healthcare organization. The

decisions can be created in making the policy into a practice. Decisions are correlated

policy 2017. The assessment describes about the national politics and policy that gives
a great impact on the globalization and the demographic change occurred in the
society. The policies can become very different due to the several politics and these
policies can be managed into the practice by the decision-making process. The several
leadership challenges can be included in the politics and in the process of implementing
the policy changes at local level. The policies also affect at the international level. The
leadership challenges include the marketing aspects and communicating the changes at
internal level or external level. The policy implementation is very difficult in the society
and governance process is included in the process. The local organizations are more
impact in implementing the policies. The tensions can be discussed arise while
