Introduction
Healthcare risk management is an integration of systems and processes reveal,
mitigate and preclude any risks within the healthcare setting. Thus, understanding the
elements, purpose and role of risk manager is important (Shen et al., 2017). The aim of the
assignment is to analyze a healthcare risk management program, the U.S. Department of
Health and Human Service programs that will help in understanding the steps and agencies
regulated by the administration of safe health care. Moreover, recommendations will be
proposed for improving the compliance standards.
Summary of Risk Management Plan
The aim of the Office of Inspector General as per the Public Law 95-452 is to protect
the uprightness of the Department of Health and Human Service (HHS) Program and the
health welfare beneficiaries associated with these programs (Oig.hhs.gov, 2005). The US
Department of HHS is a governmental agency that is focused on improving the health status
of the American and offering essential services to them. The Health Resources and Services
Administration (HRSA) is responsible for awarding various grants centers in order to
improve the health and well-being of the underserved population of the US.
Comparison of standard and chosen risk management plan
The risk management within the healthcare entities is stated to be an organized work for
identifying, evaluation and minimizing the risks when appropriate among patients, visitors,
healthcare staffs and assets in the organization. Simsekler (2019) opined that it is the most
appropriate form that is used for using in a pro-active manner in order to control the risks. In
case of an incident as well as handling the situation, the event need to be assessed and

analyzed using risk management principles. The standard administrative steps and process
followed by a typical healthcare organization risk management plan are:
Establishment of the context: The context is one of the critical element in risk
management. The contextually or high priority area in the patient care unit includes
Intensive Care Unit, Emergency Room, Coronary Care Unit, Operation Room,
services related to blood transfusion and medication management (Alam, 2016).
Identification of risks: The process of risk identification involve a comprehensive
effort by the healthcare professionals and employees with the use of Risk
Management Tools such as Risk Register.

Analysis of risks: The analysis involve development of an understanding of the
identified risks such as level, the causes and control measures. The existing controls
involves policies, protocols, procedures and guidelines, code team, effective training,

Evaluation of risk management plan's compliance with the standards of its
corresponding MIPPA
The compliance of HSS risk management plan is in collaboration with the standards
of the Medicare Improvement for Patients and Providers Act (MIPPA). Williams (2018)
stated it is a multi-elemental legislation that include various provisions for changing the
Medicare programs. The HSS program is directed to improve the health of people thus,
includes the provision of Medicare as the cost of treatment is increasing of an annual basis.
Recommendations
From the analysis, it can be seen that the issue with HSS programs are it had
implemented three difficult risk management practices, inadequate training, financial
resources and staffing that challenge the process of risk management. The first
recommendation involve evaluation and implementation of appropriate risk management
practice that help in patient tracking and peer review for enhancing the health status of the
population. The second recommendation involve improvement in training of staffs and
financial allocation that promise an innovative risk management approach by HRSA.
