INTRODUCTION
Innovation and entrepreneurship in healthcare is a way and process of creating value in
digital health products (Carroll and et.al., 2019). This study is about developing telecare program
that is also innovative via which patients can receive timely treatment and can protect against
getting affected from severe disease.

impetus to invest in telecare program
National regulations for medical devices: This legislation in innovation and
entrepreneurship is being developed for enabling patients easy and safe access to innovative
medical devices. If all rules are being followed by RMBC while implementing telecare program,
then it can protect patients from getting affected from unsafe devices. This regulation is being
also developed for ensuring public health benefit, safety of patients, community and health
workers. New European medical device regulation can also make RMBC in accomplishing their
goal with proper measurement and clinical trials of its initiative.
Health profession act: This act and legislation is mainly developed for encouraging
innovation in healthcare (World Health Organization, 2020). As per this. the main responsibility
of healthcare professions is to ensure quality of healthcare services, provided to patients. So, by
clinical trials and ensuring that model, that is being developed by RMBC is ethical and safe for
patients use, it can make its initiative successful.
HITECH Act: It is known as health information technology for economic and clinical
health. It is also relevant to innovation and entrepreneurship in healthcare. The main aim of
developing this act is to promote adoption as well as appropriate use of health information
technology as per the HHS website. It is essential for RMBC to implement and follow all rules of
this regulations because it can ensure patients that their data, information are safe with healthcare
providers. The main role and aim of following this legislation is to determine by healthcare
providers that they are compliant with privacy and security of all information of patients that
they are storing and maintaining via technology (Adler-Milstein and Jha, 2017).
Also, as per the guidelines and rules of this legislation, it is important for healthcare
professionals to inform patients and notify them about unauthorized access. So, by teaching all

people about using telecare program and making use of medical tool, RMBC can ensure
protected health information.
Health and social care act 2014: It is an act of the parliament of the UK that provides
reorganization of the structure of The National Health Service in England. It is being developed
to make provision about public health and provision about involving public in health and social
care services. As per this act, healthcare professionals need to engage patients and their family
members by which they can suggest about ways of providing treatment as well as improving
health. It is believed that when family members and patient got engaged in the process of
treatment then it gives several positive outcomes and can help patients in decreasing patients stay
rate in hospitals.
Patient protection and affordable care act: This rights provides several rights and
protections that can make overall health coverage more easy and fair to understand by patients.
By implementing this legislation in RMBC’s initiative and program, people can know about

Reduces cost: Initiation and investment for developing technological model can be costly
but success of such models and innovation can help healthcare sector in reducing cost. If all
people use telecare, developed by RMBC then it can protect them against getting affected from
severe disease and can take treatment at initial stage. It can reduce patient stay rate in hospitals
and can also decrease cost of treating severe diseases.
Improved community: If RMBC makes use of all policies and follows all guidelines of

providing better treatment with the help of technology has made NHS and healthcare sector able
to get success.
Ruskin Metropolitan Borough Council (RMBC), that works for people who are in need
and require treatments. This council decided to work in a partnership with the local Ruskin NHS
trust and Cloud Care Ltd technology company in order to develop appropriate models that can
help patients in receiving treatments and healthcare services in a timely manner. By knowing
benefits of innovation and entrepreneurship, RMBC can make its telecare program successful
and can also help people in remaining safe within their home and living independent lives. So,
from the above discussed all benefits of innovation as it helps patients in receiving timely
treatments, improving quality of lives, reducing patients stay can be implemented in telecare
program that is an effective initiative by RMBC.

personal alarm can help people in monitoring their own health and if any problem found
then they can contact immediately to their nearby doctor. It prevents them from
dangerous disease as this system inform them in a timely manner if something changes
are found in their health and body.
 Other main characteristic of innovation in this program and initiative is it can allow
people to continue living in their own homes and reducing stay rate in hospital (Niccum
and et.al., 2017).

technologies have been used in order to take psychological measurement.

technology has changed healthcare sector to the great extent. But there is no doubt that
technologies are being developed by people and all these happened only because of their skills

world and all sectors but healthcare is the one that transformed at rapid pace and it provided new

advantages and being in the market. Needs of people gets changed and for making them
satisfied, companies in all sectors require making changes in their internal factors. Such changes
are known as pivoting. In regard to healthcare, it can be said that it has transformed and changed
to the great extent as several changes have been made in services and others. It is also known as
stages in which changes related to innovation are being done. In regard to RMBC, some stages of
entrepreneurial life cycle can be discussed as:
Start up: Making an effective plan for any type of change is essential and one of the
main first stage. In this stage, RMBC needs to consider cost allocation for its new initiative
telecare program (Guiseand Wiig, 2017). It is stated that RMBC allocated around £120k in
which £30k will be used for the first phase such as planning, resources, technologies that will be
used in this model.
Growth: After making an effective plan about the new model and initiative, it is
important for RMBC to identify some factors that can help in growth and success. After
investing allocated budget in first phase, there will be requirement of cost for implementation.
Availability of finance can lead growth and success. Availability of healthcare professionals,

patients and people in taking timely care and also living at home only. So, for sustainable growth
of this model and program, clinical trials of such tools and equipment’s is vital. It can ensure
safety and quality of healthcare services. Clinical trials, implication of relevant policies and
performing all functions as per policies and legislations can help RMBC in making its program
successful and sustainable growth.
Implementation: After clinical trials and ensuring patients safety, quality of healthcare, it is
important to successfully implement program and model. For this RMBC needs to make use of
allotted cost for implementation of telecare program that is £90k. For successful implementation,
it is also important to make sure that patients and all people are aware about this program along
with ways of using tools (Vaughn and et.al., 2019). How they can contact to their nearby doctors
