EXECUTIVE SUMMARY
With the concern of this project “Healthcare WIFI Project” one came to know about the need to
provide the basic internet facility that should be provided to the local medical centres and to
hospital departments with the advancement in technologies there is a need to bring changes in
healthcare departments as well by providing wireless access of the internet so that the staff can
use these to exchange information immediately rather than they should wait for fax to provide
necessary information. This project is a government initiative with the primary objectives are
like providing of e-mail facilities, electronic transmission of keeping the patients records all of
these facilitate the staff so that time consumed in working could be reduced. This project was
designed by FHA to set up a project board and collaborate with the GNS who can provide the
equipment that is needed in the project in order to increase the efficiency of working of medical
staff in the LMC and Hospital departments and also necessary training should be provided to one
member of each department which in operating the online resources.

INTRODUCTION AND BACKGROUND
“Healthcare WIFI project” is a government initiative project which states the important needs of
the hospitals and medical centers to provide their patients the ease in medical care from doctors
and nursing staff. Due to the advancement in technology the importance of providing better
healthcare services to their patients has grown significantly. In this assignment, learners know
how this project is essential in the Healthcare WIFI facilities towards their patients (Schrooyen et
al. 2006). There is still mostly the work in the hospitals and local medical centers which are done
is on paper-based, manually or all the data exchange is done on the telephone process or by fax.
The project of Healthcare WIFI was provided by the Federal Healthcare Authority aims to
provide WIFI access from doctors to medical care.
In order to provide these facilities, the government required Aid funds which they manage to
obtain it from the UK to purchase the technological equipment and access to WIFE connectivity
to improve the process of communication between the Local Medical Centres and Hospitals.
Government takes this responsibility to provide facilities like email to the medical staff and
electronic transmission to can maintain patients records in so that whenever required the
consultant provides advice to the LMC doctor and keep regularly updating the database of
experts knowledge so that professional can assist in diagnosis.
In this assignment Learners also get to know about the procurement contract which is an
important area to give to discussed and about the primary objectives of the contract and form of
the contract, necessary justified action plan for completion of the healthcare wifi project. All of
these learners get to know in this assignment.
DISCUSSION
PROCUREMENT ISSUES
LONG PROCESS CYCLE-
The process cycle of this project was long like first knowing about the project background of
providing WIFI access to all the medical care centers connecting them with the hospitals in order

to provide facilities the hospitals and local medical centers. The healthcare WiFi project is a
responsibility which was taken by Federal Healthcare Authority with an objective to launch the
internet services in almost 80% of the Local Medical Centres and 90% of the hospitals.This
project was set with an objective to provide the basic internet connectivity and on health
resources (Abib, and Anacleto, 2015). Federal Healthcare Authority contracted with the Global
Networking Solutions to supply the necessary system support. It was a fixed contract between
FHA and GNS. Project before execution was to be financed within the FHA. So it was a long
process of long process which includes many stages and steps to complete the project.
MISCOMMUNICATION AMONG PEOPLES OR STAKEHOLDERS –
Many peoples or stakeholders were not in favor of spending a lot of amount on the computer
technology because they were of the opinion that it would affect the quality of services that are
been provided to their patients. While financing the project within the FHA there were rumors
that circulated among the peoples that much of the aid money that is spent on providing aid
services to the patients has been lost at the government levels and because of which to bring
spending money on computer technology would not be suitable (Crow, and Baysha, 2013). The
FHA contracted this project with Global Networking Solutions, there were other rumors as well
which says that Global Networking Solutions had family ties with the Project Board all of these
rumors made among peoples or stakeholders misconception. The project board made it clear that
the initiative which is taken by the central government which states that involvement of Local
medical centres and Hospitals is compulsory in this project.
DOCTORS TRAINING-
They were providing three hours training to individual person in each medical care and
individual in hospitals departments as well who were providing guidance on how to use systems
like setting password and troubleshooting but no specific guidance which is compulsory that
actually related with the online resources like email, WIFI connections etc (Moonesinghe, et al.
2011). GNS said this responsibility is of local FHA officers there was no special training for
doctors which creates a negative impact as without providing special training to the doctors and
giving informal training to only one person in each department would not be effective as how
only can one person training would help the department in each case as for that training should

be provided to no. of peoples working in that department and special training is to be provided to
doctors as well.
ESTABLISHMENT OF EQUIPMENT FROM GNS
Global Networking Solutions,GNS were establishing equipment at each LMC and Hospitals
locations and training sessions of three hours to one person in medical centres and hospital
department (Smallbone, 2018). Many people were not in favor of spending a lot of money in
establishing these kinds of equipment they were of the opinion that Aid amount if spent on
computer technology than the amount left would not be sufficient for providing medical patients
facilities that are compulsorily needed. According to them spending Aid money on these
equipment would cost the medical facilities, when the FHA was financing about this project a
rumor is been circulated all around that GNS had the family ties with the project board authority
which create a misconception in each part of the department and establishing equipment to
provide medical facilities to the patients was a mandatory need of the department.
EVALUATING THE TYPE OF CONTRACT IN FORCE BETWEEN THE FEDERAL
HEALTHCARE AGENCY AND GLOBAL NETWORKING SOLUTIONS
OBJECTIVES OF THE PROJECT
The FHA set up this project in order to provide the facilities regarding of internet connectivity
that could access to all health resources, people working in the Local medical centres and
Hospitals departments should get these facilities so that they provide the best medical treatment
to their patients (Steiner, et al. 2015).This project was set up with object to facilitate the
department as well as patients, it has its major objective that are discussed below-
 For people working in the medical staff or the departments they should get the facility of
wireless access to the internet connectivity and e-mail facility also in order work in the
department with ease and time consuming process would be reduced so that patients
would not face any kind of problem while treatment.
 Medical staff should be provided electronic transmission so that they can keep the
records of their patients so that whenever required the need comes of LMC doctor seeks
the advice from a specialist regarding the treatment of the patient (Boivin, et al. 2012)

 . Peoples working as a staff in the medical centres or Hospitals department should be
provided access to maintain the medical diagnosis system which is been used for the
purpose of regularly updating the database of expert knowledge which is given by
specialists which later could be provided to the doctors who are working in LMC so that
they can assist in diagnosis.
These were the objectives of the project which they can provide medical staff an ease in
treatment to their patients and get access of internet connectivity so that time consumed on
processing the data would get reduced.
FORM OF THE CONTRACT
The contract is a straightforward fixed-price contract which states that the payment amount does
not depending on the resources which are used or the time expended, it requires more time to
know for the sellers to determine the price of each item. Fixed price items are been able to be
purchased faster and these items help in determining the amount of stock inventory. The FHA
contracted the Healthcare WIFI project with Global networking solutions (Christ, et al. 2012).
However in project board they have to complete one hospital in a month and two medical centres
per week which was providing the contingency to complete the project within a frame of one
year time. These were their targets which they fixed for a year. While using this Fixed price
contract they come together on an agreement which is to be followed by both the Boards while
working on the project. This model has its own ways of using it which are firstly that comes up
the clear requirements which helps in knowing what are the necessary things that are required in
the business. When the budget is limited it can be used like used for the medical aid facility in
order to fulfill the necessary requirement of the business. When the determined deadlines this
can used in the project and also for small projects which has limited resources like FHA which is
contracted with GNS could able to use this necessity whenever required. It also has its pros and
cons which focuses on its positive as well as negative points.
 Predictability- Company strategy requires clear figures and clear deadlines which is to be
transferred to the budget. Planning about the expenses for almost about one-four months
which can ahead provide the exact figures.

 Transparency- Specific requirement are needed in this case with fix budgets and
arranging of the deadlines before and also there must be a regular interaction between the
project manager and their board which would ensures the scope of the business.
 Management Ease- As the payment are been fixed like on the basis of the work
performance which requires some involvement.
 Lack of flexibility- This states that with the fixed fee agreement there is lack of flexibility
in the work while completing of the contract which would create a negative impression
on the Project.
 Less accountability- It is less accountable as someone does not have deeply involve in the
projects and has to allocate time slots for that projects thus it is said for less
accountability in the Project.
RECOMMENDATIONS FOR TERMS AND CONDITIONS THAT WOULD ADDRESS
SOME OR ALL OF THE KEY PROBLEMS AREAS THAT YOU HAVE IDENTIFIED
There are key problems which lies in the development of providing internet facilities access to
the Medical staff who are working in the hospital department and Local Medical Centres. Here
are providing some of the recommendations for the terms and conditions regarding of the
problems are
 There must be an adequate special training should be provided to all the doctors working
in the Hospitals or in LMC so that they must be able to treat their patients well. This
would help the Hospital doctors as well as LMC doctors in maintaining the diagnosis
system. Special training includes consulting from the experts so that it would help the
doctors to have expert knowledge before treating their patients in difficult situations.
 The Federal Healthcare Authority when contracting with Global Networking Solutions
should take care management of this project and its objectives.The project which is
carried by GNS staff team of 6 members which must discuss the project keeping in mind
that while financing this project there should not be any kind of misconception among
peoples regarding of this healthcare project.
 Though it is a long process for this project it requires time for completion, the project
board should decide about the project with their small team in which discussion should be

on about the project planning, its execution and about its financing and make sure that
amount which is to be invested in the installation of technological equipment should be
aside from the amount used in providing Aid facilities to the patients.
 The project board which sets the objectives to be followed like establishing technical
requirement, technical guidance, tracking and monitoring the progress of connections and
project costs etc. for project manager, senior network engineeer from GNS should report
about each and every detail regarding the issues, problems and completion of the project.
 The project which is based on fixed contract the project members should also have all the
necessary details regarding the pros and cons which at first so that they can work on it as
that would not cause the Project.
 The project board should built a community which monitor the project work and have
details so that whenever required they must be able to provide necessary information
whenever required this would help the authority in knowing the details of the work.
These recommendations would help the project board to solve the key problems that are coming
in the process of completion of the projects and to take care of the things and regularly
monitoring of the project board and taking details of each and every plan would help to know
about the project.
ACTION PLAN FOR THE EFFECTIVE COMPLETION OF THE HEALTHCARE WIFI
PROJECT
The Effective Plan which would help in the completion of the Healthcare WIFI Project states
that there are steps to be followed for the successful completion of the project these steps would
help the project board to work in an efficient and effective manner so that the assigned targets
could be completed of the project by the members (Gulliksson, et al. 2011).
 The Project Board first discuss the project with the members who are involved in the
completion of the project which is to provide basic internet connectivity to all various
resources. At first project board should be set up and then project managers and senior
network managers who show the project plan to the board and discuss on it.

 Project Board must clear about the objectives of the project with the Board members so
that there must be a clarity while financing of the project within the Federal healthcare
Authority that the money which is spent on computer technology and bringing new
equipment is aside from the amount which is spent on Aid facilities though it would not
cause the finance of Aid medical. By clearing this people would not have any kind of
misconception regarding the money invested.
 After the project planning has been discussed with the Project Board and comes the step
of execution of plan with their team members about the steps they would follow while
working on the project like they has to visit on different locations to install the necessary
equipment which is to be used by the staff members of that hospital department or
LMCs.
 The next action plan which comes here is that Training which must be provided to staff
of Local Medical Centres and hospital department so that the members of the staff
should learn how to operate on such equipment while FHA who takes the responsibility
of the project ties with Global Networking Solutions to provide those equipment so they
must train to a no. of people in different department and not just one member and special
training should be provided to the doctors as well.
 After providing the adequate training to the members of the different staff in different
locations next comes to monitor the working of the planned project and project manager
must share the details of the project with the project board to provide them regularly
update of the project.
 At the last, it can be said that providing the details of the report the project manager
should first check all the detailing report by themselves so that if any kind of error would
have come in they would be able to fix that issue and then provide the final report to the
Project Board and it is needed that the manager should have an expert team who can
monitor the project and solve the issues of the project as well.

CONCLUSION
It can be concluded that the project is designed to provide the facilities of internet connectivity
for staff in all the Local medical centres as well as in hospital department so that they must be
able to use these services to have good internet access to use the e-mail services and electronic
transmission which is used to keep the records of the patients and having access to maintain
medical diagnosis system and a regular update of database to provide expert knowledge
whenever a LMC doctor seeks need for it The FHA which contracted with the GNS in order to
work on the project and provide all the necessary details to the project board which was set up
with three senior managers from the FHA, a senior representative from GNS, two doctors and
independent technical consultant this project was carried by a team of six members which were
including project manager, administrator, network engineer and three network technicians so
they made the project on straightforward fixed price. Their primary objective is to reduce the
time consumed in the management of the healthcare and it increases the efficiency of the medical
staff all this would impact positively on the Project and financing of the project which within
FHA so that funds must be arranged and not require it from the medical aid facility. It can be
said at last that straightforward fixed contract which help the project to be completed efficiently
and effectively.
