Setting the Stage:
Numbers of patients are increasing with the fraction of seconds. Therefore, it is the basic
requirement of the hospital to have an upgraded hospital management system which is
capable of keeping the information and records of the patients in a systematic order. Hospital
management system is a computerized system designed and programmed to deal with day to
day operations taking place. The program can look after inpatients, outpatients, records,
treatments, status illness, billings in the pharmacy and labs (Anderson, 2015). It also
maintains hospital information such as ward id, doctors in charge and department
administering.

Hospitals deal with the life and health of their patients. Good medical
services can be provided to the patients by the amalgamative efforts
of well-trained doctors, equipment, nurses, house-keeping staff
members, and good quality technological support (Badewi, 2015).
Without accurate, comprehensive and up to date and accessible
patient notes, medical personnel may not offer the best treatment or
may in fact misdiagnose the condition, which can have serious
consequences. Associated records, such as x-rays, specimens, drug
records and patient registers, must also be well cared for if the patient
is to be protected (Hamad, 2018).
Good hospitals administration systems run smoothly by focusing on
following parameters:
 Unneeded records are transferred or destroyed regularly
 Keeping storage areas clear and accessible
 Systematic findings of the records, assets, and resources.
 Saving time and efforts
This provides evidence of the hospital’s accountability for its actions
and they form a key source of data for medical research, statistical
reports and health information systems.
This system ensures their preservation of medical records for
evidential purposes, accurate and efficiently updating, timely
availability, and control of access to them only by authorized
personnel.

Challenges:
 Lack of immediate retrievals: - The information
is very difficult to retrieve and to find particular
information. For example. to find out about the
patient’s history, the user has to go through
various registers. This results in inconvenience
and wastage of time (Ollows, 2015).
 Lack of immediate information storage: - The
information generated by various transactions
takes time and efforts to be stored at right place.
 Lack of prompt updating: - Various changes to
information of patient are difficult to make as
paper work is involved.
 Error prone manual calculation: - Manual
calculations are error prone and take a lot of time,
this may result in incorrect information. For
example calculation of patient’s bill based on
various treatments (Itegi, 2015).
 Preparation of accurate and prompt reports: -
This becomes a difficult task as information is
difficult to collect from various registers.
 Disease Trend Forecast: It is difficult to forecast
disease trend with the use of manual health
management system
 Decision Making: Manual reports is difficult to
aggregate without error in providing accurate
reports for state government to take decision in the
health sector

the request of user. It focuses on boosting the information retrieval process. HMS works
on integrating the operations by providing faster retrieval of data which accelerates the
decision making process of doctors. There is a need to automate hospital processes due to
dynamism of Hospital Management System and the need to keep on improving in the
areas of service delivery and customer experience. The enhancement of HMS aims at
improving hospital staff efficiency while providing great customer experience to members
of the public and patients.

Ekiti State Government Responsibilities
Ekiti State Government Responsibilities are:
 Ekiti State government to provide all required IT infrastructure (Application Servers,
DB Servers, Interconnectivity between PCs
 Permission to be given to the vendor laptop to access these resource or make a system
available that has access to the network
 All necessary resources and dependencies must be made available
 Provision of new database server to cater for the backup of data (Applicable to offsite
deployment)
