3.1 INTRODUCTION
In this case the following tender evaluation criteria will be used for the purpose of judging
and ranking the tender that will be submitted to BOLTeK engineering by possible contractors
who represents their own organization. Here the contractors will be submitting tenders for the
construction of HMS Quantico. Each of the separate criterion must have some allocated
marks percentage. The bids placed by the contracting organization only need to be assessed
against the criteria that are important for the invitations and no new type of assumption can
be made while performing the evaluation of tender. Also it is very much important to assess
the responses regarding the tender responses. The first step of the tender response assessing is
ensuring that the bidders are meeting all the basic requirements and the bidders for the project
are understanding the implications and the risks regarding delivering good and implementing
new kind of services. The bid document also need to carry non cost criteria. This criteria can

3.3 CRITERIA IN DEPTH
3.3.1 UNDERSTANDING THE DESIGN
For executing any type of project it is very much important to understand the design aspect of
the project. Understanding the design process is also very much important as it helps to
ensure the project completion with lowest errors and minimal conflict among the project
members during the project execution process. This step also provided ability of
comprehension analysis of given specification and drawings for interpreting it in a way that it
must be interpreted. By properly understanding the design the contractors can also provide
some suggestion on the possible improvements on the proposed design. The understanding of
the design can be assessed best through by a proper analysis of the Design Package Review
that has been submitted. This can be also assessed very well from the evidence of previous
experiences, but that must have a similar type of design process that has been used for
creation of drawings. These drawings can include CAD drawings or some equivalent
drawings, technical drawings and hand drawings. This type of drawings can be supported by
with building designs such as the engineering courses, metalwork and woodworks.
