the 11th of September attack. The government with the main intention of preventing terrorism in
the United States introduced the Act. The Department of Homeland Security was established
with the intention of acting as a separate department and it would supervise and carry out the
functions of providing safety to its citizens and preventing terrorist activities in the future
(Baggett & Simpkins, 2018) .
