Your Task: Re-read the article assigned by your professor for the Diagnostic
Assignment: The Many Faces of Homelessness by Frances, and respond to the following
7 questions:
1. Identify Audience: Who is the target audience for this article? What evidence can
you find in the article to support your answer?
The target audience of this article are the policymakers and municipal authority
of the Waterloo region. This administrative personnel are responsible for
managing situation such that the number of homeless families can be
controlled. Trust evidence in support of this statement is that the number of
families and children calling shelters has grown to 4-fold from 2008 to 2012.
The second evidence is that raising the number of shelters and motels is not
the solution rather creating suitable employment opportunities and the
economic condition can reduce the increase in the number of homeless
families.
2. Identify Purpose: What is the purpose of this article? What evidence can you find
in the article to support your answer?
The purpose of this article is to highlight the growing concern of homeless
families in the Waterloo region. The need is related to creating employment
and suitable economic opportunities rather than building new shelter and
motels.
The evidence is that the federal contingency is being extensively invested to
create affordable housing opportunities however there is no decline in the
number of homeless families over the years. Furthermore, it is also argued in
the article that an increasing number of shelters is only managing the situation.
Administrative support is thus needed for creating employment opportunities,
offering support for baby/daycare and reducing wait time for affordable
apartment location to the families.

4. Paraphrase and Cite Main Point: Using your own words and sentence structure,
restate the main point of the article.
The increase in the number of homeless families is one of the major concern in
the Waterloo region. Common factors that are responsible for this concern
include high economic condition because of which low-income class are unable
to afford the rent of housing. Also, poor employment opportunities and high
daycare cost affect the housing strategy of community members. Furthermore,
Federal administration is only investing in increasing the number of shelters.
However, the concern is required to reduce the wait time for affordable housing
and offering opportunities for employment to support families (Robinson, 2016).
5. Cite Paraphrased Main Point: Add the in-text citation to the passage above.

6. Identify Support: What support does the author provide for their main point?
Paraphrase and cite these points below:
a. Point 1:
Considering the statistics of available shelter since 2011, there were
more than 2000 motel nights available, however, the running capacity is
more than 200%. Furthermore, the Waterloo region is spending more
than $10-12.8 million annually, yet the situation of many families
remaining homeless is continuing. It was argued that emergency shelter
is not resolving the issue, rather is it only a temporary solution. The
requirement lies with employment opportunity, availability of daycare,
and other moderate requirements that can help community members to
maintain well-being state (Kennedy, Arku & Cleave, 2017).
b. Point 2:
Affordable housing is another important concern that enhances the
severity of homelessness condition. Firstly, the rent of home is very high
and medium to low-income class people cannot afford it. Secondly, the
Federal government aided houses are not being available to community
members after a short wait time (Robinson, 2016). Instead, the high wait
(2 – 4 years) time for affordable housing makes the community member
suffer more.
c. Point 3:
Community members are also suffering due to poor employment
opportunities. Additionally, families having children, are helpless, as
they cannot afford high charges of daycare facilities and instead are
quitting their job. As a result of this, the economic condition of the
community members is further deteriorating, making them unable to
afford the home rent and lead a good life (Robinson, 2016).
7. APA Reference: Write down the publication information for the article exactly as it
would appear in a reference list (following APA@Conestoga documentation
style).
