Introduction
Policies refers to the the guidelines which helps the company in managing the internal
management of the company whereas strategies refers to the plans made by the company in order
to achieve their goals and objectives. It is important to understand that policies and strategies are
highly interrelated and plays an important role in the success of the company in the market. The
success or failure of the company in the market also depends upon the various functional areas
which are working in order to produce and deliver value to the stakeholders of the company
(Medvedev., 2018). It is important for the companies to continuously change and modify their
strategies and policies in order to cope with the changing markets and environment of the
industry. In case of Shelter, the company provides support to rough sleepers. In the past five
years Shelter has supported more than 22000 households in England and the company provide
support to people who are homeless and are living on streets of England. In this report, the aim
of the organisation is provided along with its its scope of work in relation to service provision,
and policy research and campaigning. Along with that, social problems identified and the
objectives. The report also covers principle arguments and findings in the document.

Shelter has been the voice and support of homeless people since the year 1996. the
company strongly believes that everyone must have a home to live and to make precious
memories. It is a voluntary organization providing support to homeless people and helping them
in finding a home (Panagos and Montanarella., 2018). They provide assistance ad advice to the
homeless people through which they will be able to be back on their feet and can also be able to
have a home. The company has helped more than 22000 people and even in the times of crises of
COVID 19 the organization was working effectively and was helping people in finding their
home.
The Homelessness Reduction Act (2017): the aim of the act is to prevent more people from
becoming homeless and to provide benefits to homeless people by taking adequate steps and
measures into consideration. It also helps the homeless people in getting back on their feet
and will make sure that their are less homeless people in the society. It helps the people in

getting meaningful advice and will also make sure that they are getting adequate assistance
as well. The aim of the act is to improve the quality of advice and refocusing the local
authorities in the prevention work. It will also help in increasing the support for single
people who wants to work but are unable to do so without any support or references.
The Homelessness Act (2002): it refers to the act of parliament in the United Kingdom. It is
an amendment act of Housing act 1996. The acts sets out duties to someone who is homeless
or to someone who is threatened with homelessness from local housing authorities. The act
states that all the housing authorities must have in place a homelessness strategies which
helps I reviewing all the forms of homelessness in he district (Cordesman and Hashim.,
2018). The policy must be reviewed in once in every five years. The act was passed in order
to provide support and assistance to the homeless people specially after the incident of 2010
where a large amount of people in great Britain become homeless or were not having enough
finances to pay out their rents. The act will also provide sufficient accommodation facilities
to those who are homeless or to those who are on the edge of becoming homeless. It is
important for the housing authorities as well to make sure that they are reviewing all the
applications with utmost care and must make sure that the benefits are actually reaching out
to needy otherwise the system will become corrupted and no homeless person will be able to
get home under the scheme of government and the government will also waste their money.
Campaigns launched by the organisation in order to helps more people:
Inspiring change Manchester: it refers to the program funded by Big lottery. The
duration of the program was from the year 2014 to the year 2022. The programme works with
people with three or more complex needs including problem drug or alcohol misuse, mental
health or emotional well being, homelessness and offending. Most of the people getting benefit
from the scheme was the one who didn’t obtained any benefit before or people who are having
chaotic life. From the year 2016 the aim of the program is to provide accommodation to the
people who are in need of it.
Dorset housing first: most of the area of Dorset is rural and the project helps the people
of Dorset in fulfilling their needs and provide them intensive support which can help them in
making sure that their complex needs are met as well (Lacy-Nichols, Scrinis and Carey., 2020) .

Birmingham Changing Futures: the aim of the project is to enhance the lifestyle of
people along with their complex needs. It works with people who have two or more complex
needs including homelessness, offending behaviour, substance misuse and mental health
problems. The project provide support of individual basis and helps the clients by making sure
that their all needs and preferences are fulfilled.
Pathways Norwich: Shelter Eastern Counties are one of the delivery partners which
through their program helps people in need and provide them support specially to rough sleepers

support to people in their mental as well as physical well being. They provide training facilities
to people which helps them in having employment opportunities in London and will make sure
that they are back on their feet and are earning well enough income which help them in fulfilling

Poverty: it is an important aspect of the society. People needs to have money and financial
stability in order to spend it on their basic needs and preferences but if the people are not

will not be able to spend it. It is important for the government to make sure that people
living under poverty line is having adequate resources and are not suffering.
Lack of housing facility: one of the major reason of increasing homelessness in the country
is due to the lack of housing facilities (Rivera-Gómez and et. al., 2020). If the companies
area able to provide housing facilities for each type of preference or budget then the people
will be able to purchase their long term accommodation and their will be less number of
people who are rough sleepers or homeless.
Lack of actual and beneficial advice: the aim of the organizations working in order to
help homeless people ad who are willing to provide support to people who are looking for
accommodation is to provide them efficient advice and to make sure that they are getting
appropriate assistance. It is important for the people to look for correct advice which can
help them in finding their dream accommodation within the budget and on their preferred
location. People generally not able to buy their accommodation as they are not having
effective advice or assistance.
Unemployment: another social problem which is a major reason for homelessness is
increasing rates of unemployment due to recession or instability in the economy. It is one of
the major reason why people are suffering the most as they are not having enough source of
income and were unable to fulfill their needs of shelter or accommodation (Smallwood.,
2019). It is important for the organization to make sure that people are getting appropriate
employment opportunities according to their skills and are coming back on their feet which
helps them in earning enough income which is appropriate for their living and will help them
in fulfilling their needs and demands. It is one of the most concerning factor for government
as well. It is important for the government to make sure that their is low rate of
unemployment in the country so that economy can become stable.

The main reason why people ares suffering from homelessness is due to lack of financial
stability which increases the need of education and awareness among the people. One of the
major reason why people are unable to get accommodation according to their preferences is due

2018). It is important for the people to make sure that they are having adequate amount of

voluntary organizations which help them by providing them adequate advise and assistance in
finding their accommodation.
The aim of these organization is to provide options to the homeless people in getting their
preferred accommodation at their preferred location and budget. They also help people in earning
adequate amount of income which helps them in fulfilling their needs and demands and will also
help them in having employment according to their skill set. It will help people in getting home
and will also decrease the problem of homelessness in the country (Hisschemöller and Hoppe.,
2018). The Great Britain is suffering from the issue of increasing homelessness since the year
2010 and the government as well as voluntary organizations are making sure that they are
decreasing this issue and are helping people in finding accommodation.

From the above report it is concluded that, homelessness is a major issue in the country
such as Great Britain. Certain organisation are working in order to provide better opportunities
and facilities to their citizens so that they will be able to have accommodation according to their
needs and preferences. It is an essential factor which is needed to be considered as homeless
people are suffering. Organizations are launching several programs which helps them in
providing assistance and advice which is actually beneficial for them and will help them in
finding out a long term accommodation according to their budget or their preferred location.
