treatment. The patients who would reach to the hospital to get the healthcare assistance would be
benefited from the project. They would be highly valued from the completion of the project as
they would gain better form of assistance from the doctors. They would gain help from the new
and advanced medical equipment that would be procured within the hospital. After the
completion of the project, the patients would receive high form of convenience and comfort at
the hospital. They would also receive state-of-the-art medical technology and thus they would be
highly benefited as the doctors would also be able to serve them in a better manner.
2. Stakeholder Identification and Analysis
The different stakeholder who are involved with the construction project of Burnaby
Hospital are:
1. Burnaby Hospital Management Team – The hospital management team would be
considered as the primary stakeholder who would be assigning the work to the project manager,
construction specialists and other project sponsor. They would be made to understand about the
need for the development of a new hospital that would include the better forms of medical
equipment in order to serve the patients in the best possible manner. They would have the
maximum amount of interest based on developing the project and seeing into each of the affected

1. Building of a new hospital situated at Willingdon and Canada Way – The
Government of Canada would have to understand the necessities of the patients based on the
present condition of healthcare. The management team of the hospital would have to analyze the
present situation within the healthcare sector, make a list of the certain equipment and medical
facilities that are provided by the hospital. Based on the certain emerging needs, the hospital
would be built that would comprise of the necessary amenities. The Government should also
select the proper location based on which they would plan for the entire construction project. In
the initial position, the Government should select the proper site over which the construction
would be set.
After the selection of the site, the management team would be informed and based on that
they would take appropriate steps for performing the future works over the project. The
construction manager would be made to understand about the high-level needs of the hospital.
The time period of the completion of the project would also be set during this time. The

2. Upgrading of hospital and surrounding infrastructure – The primary aim of the
construction of the new hospital would need to include each of the factors that were lacking in
the old infrastructure of the hospital. The new hospital would thus be equipped with each of the
facilities that would be highly needed for providing the best kind of benefits based within the
healthcare department. The supporting infrastructure within the hospital includes the sewage
system, water facilities and other facilities such as gas and electricity. These are defined as the
basic and most useful amenities that would be extremely needed for proper running of the
hospital.
The hospital management team should undertake proper measures in order to contact
with the proper suppliers of such kind of necessary materials. During the building of the new
Burnaby Hospital, it should be highly ensured that each of the upgraded materials should be

necessary in order to deal with such kind of ailments. The old hospital did not have the advanced

medical equipment and thus due to the lack of such kind of equipment they could not afford to
provide such kind of high medical treatment to their patients. This would in turn lead to a bad
reputation for the hospital. Thus the hospital management team should conduct a meeting with
the different healthcare specialists, doctors and nurses who are efficient in dealing with the
patients, understand their concerns and thus recommend the management team to bring special
kind of medical equipment within the hospital infrastructure. The hospital should also be
provided with wheelchair facility for the convenience of certain group of patients.
The Burnaby Hospital would comprise of 400 beds, 2000 staff and 150 hospital
specialists that comprise of doctors and nurses. In an approximate estimation, 90% of the total
number of beds would be situated in singly occupied rooms. The hospital could thus be expected
to handle almost 150,000 exams based on medical imaging, 4150 births, 7000 surgeries and 1900
urgency related pediatric visits on an annual basis. Different other kind of healthcare services
included within the Burnaby Hospital include operating rooms, surgical services, diagnostic
imaging, intensive care units, ambulatory clinics and various forms of acute care units in order to
prevent the spread of various form of infections. The hospital would also collaborate with
leading healthcare service providers in the international market. They would thus provide the
layout of the design for the rooms, perform advanced diagnostics, predictive analytics, alarm
management system and other services based on medical technology. Thus the different form of
managed services that would be described within the contract are procurement of medical
services, installation of those services, integration of medical systems, maintenance and in-time
updates for the medical systems.
4. Purchasing of new furniture and office equipment – With the construction of the
new hospital, the hospital management team would have to strongly think about the basic

infrastructure that would support the entire hospital. New furniture would need to be procured
within the hospital for supporting the patients and the people who would come to hospital for

The new hospital should also be supported by new computing equipment based on the
merging needs of medical and healthcare systems. The different kind of healthcare equipment
that are primarily required within the hospital systems are – exam tables, exam lights,
electrosurgical units, laboratory microscopes, surgical headlights, ECG machines and many
others. Such kind of equipment would incur a high cost for the hospital management team and
thus they need to heavily invest for procuring such kind of items. Other kind of equipment for
treatment of patients and which are highly in need for doctors should also be procured before
setting up the entire hospital and opening the hospital before the patients.
5. Acquisition of construction site and choosing of the contractors – In order to
construct the hospital, a proper construction site need to be chosen by the hospital management
team. A certain hectare of land needs to be procured. However, during performing this phase,
different groups of people and other organization could raise disputes against the building of the
hospital. Thus, the hospital management team should take proper support from the Government
of Canada and the Ministry of Health for proper proceeding over the construction phase of the
new hospital. An official approval should be seek from the government officials. The
Government of Canada should fund the entire project for the entire development phase,
procuring of furniture, performing the sanitary works, servicing of materials and procuring
advanced medical equipment within the hospital.

7. Work Activities (from WBS)
The different work activities that would be performed for the construction project would
be explained as under:
1. Signing of Agreement and choosing of hospital site
1.1 Preparing a team meeting with the different higher officials – In this stage, the
different higher officials responsible for performing team meetings with the government would
accumulate together. They would discuss about the major needs for the constructing of the new
hospital.
1.2 Discussing about land acquisition matters – In this phase, the government officials
would meet with the land owners and discuss the plans for the construction of the new hospital.
They would need to discuss the issues based on the problems that are faced without a new
hospital.
1.3 Preparing an initial document based on court approval – After the land owners
have given a proper approval from their end, the management team and the government should
prepare a certain proposal paper. This paper would detail out the entire set of plans that would be
put forward. This paper would then be forwarded to the court in order to gain proper approval
from the higher officials.
1.4 Approval from the court – After the paper has been received by the court, they
would understand the motive of the hospital committee and based on that they would approve the
plans for the construction of the hospital.

10. Project Gates
The project gates should be set in order to check the status and progress of the project.
This review would be done with the upper management team that would look into each of the
details of the project.
The first project gate would be defined during the initial defining of project plan and
financial plan for the project. In this phase, the plan of the project would be prepared for review
by the hospital management team.
The second project gate would be made during the middle phase of constructing the
project. The project management team would ensure that the construction has been progressing
as per the design layout of the project.
The third project gate would be set after the medical equipment have been fixed in proper
