Agency Report
Introduction
Brief Outline
The background of the agency report is to impose a community based order in place of the
custodial order on Mrs. Jen. For the Community based order the solicitor Berry Starr of the
Glenaurie Community Legal Service center advised me (social worker at the Marigold
Community Center) that Mrs. Jen who had visited me before on several counselling occasions
for her dysfunctional marital relationship with Mick, would be pleaded as guilty on a fraud case
of almost $ 70000. In this context the Glenaurie Community Center for Legal Service has been
seeking a report from me regarding the mitigation of her offences.
Need for the advice and Policy
The most significant need and reason for the advice and the policy that will be rendered by
me is to change the custodial based order into the community based order for Mrs. Jen. The
community based order will be more impactful upon the children and Mick in particular. The
solicitor Berry Starr has also advised me to cooperate on the social issues context of Jen that lies
at the center of the mitigation argument initiated by Berry Starr. The advices are also needed to
give a prior copy to the prosecutor that will have the records of the mitigation that Mrs. Jen will
want to present (Teixeira et.al 2018).

The key points that will be addressed by the advices and the policies will pertain to the
social justice issue that will be characterized by the past work of the agencies and the policies
of the past of Mick’s life and the relevant commissioning of the several crimes. The manager
and the management community also hinted at a full briefing paper on the agency policy that
will mainly encompass the legal matters in order to handle the information of the different
service users. Another aspect that will be addresses is the argument of the contribution of the
agency in general.
Rights of the service users and other to receive the quality services
Relevant aspects of law
The relevant aspects of law in this respect will be the laws of the duty of care and those
particular laws that will pertain to the administrative guidelines of the Marigold Community
Center. The relevant aspects of law in this context is to improve the effectiveness of the
information that will be provided by the Marigold Community legal service center to Berry
Starr. Secondly to enable the test for the lawfulness and the other merits that will be
associated with the decisions affecting the community in particular. In addition to this the
personal information that will be provided by our agency should be safeguarded by the norms
of the principles of the Information Privacy guidelines (Gürbüzer et.al 2018).
Principles of the administrative law pertinent to the Marigold Community Centre
The principles pertinent to the administrative law for the community service center are
first the concept and the existence of the measures of accountability that will be the central
notion of the efficacy of the sound public administration. The laws should also look after the
protection of the rights of the individuals (Mrs. Jen for example here). The feedback of the

different policies will pertain to the better level of the decision making process in both the
general and the individual aspects of law. Here in this context we can take the example of the
Marigold Community Service center which is trying to arrive at the decision making scenario
for Jen and her husband along with their children. The community center in accordance with
the administrative laws will be able to serve the family and report on the necessary aspect to
the solicitor Berry Starr. The private sector measures of the accountability standards has been
enshrined through the boards of the corporate boards and the shareholders present in the
organization (Tong at.al 2018).
Steps to ensure the quality of the service delivered
There are several steps that are taken by the Legal Center of the Marigold Community in
order to ensure that the quality services are delivered. For the first step, the individuals (Mrs. Jen
in this context) should be able to access the industry based complaint in order to handle the
schemes effectively. Further there is the provision of the law of torts that will provide the
required remedies for the loss incurred or the damage inflicted on the person as a result of the
actions taken by any particular private body. For the context of Jen and Mick, it is the
responsibility of our community to ensure rate of accountability in the service delivered when the
case will be taken by the solicitor general Berry Starr. In order to ensure quality service being the
social worker it is my responsibility to take effective feedbacks from both Jen and Mick on
periodic basis regarding the areas where they are facing problem with the legal process.
International conventions and the agency operations
The agency of the Marigold Community Service center can apply several international
conventions to add to the efficacy of the agency operations. The conventions that can be applied
in the functioning if the agency includes. The Convention of the Rights of People with

Disabilities are intended as the most effective instrument of human rights which has a broad
dimension for the social development. The dimension of social development can be applied in
the operation of our agency. It results in the effective exercise of the human rights and the other
areas where the human rights on an occasional basis. This factor will further enforce the
protection of the human rights. The UN convention of Human rights will also be effective for the
children of Mick and Jen who have been suffering in their childhood phase by scourges of verbal
abuse. So it sis the responsibility of the community center along with the legal body to take care
of their children as long as they are dealing with their parents.
The convention of the declaration of the UN on the rights of the individuals can be
applied in the agency’s operations. The convention affirms the provision for respect of the
human rights and their fundamental level of freedoms. Any discrimination which will be seen
can be properly interpreted in accordance with the principles enshrines like those of justice,
democracy, the measures of equality and non-discrimination along with the standards for sound
governance. The convention also speaks about the minimum and the basic standards for survival
of the humans. In the context of the mentioned cases study it can be said that owing to a
dysfunctional marital relationship, both Mick and Jen have the right for seeking their minimum
standards for human life. Their children also require a healthy surrounding of survival which
constitutes their basic human life standards (Coglianese & Lehr, 2016).
Legal Ethical and Organizational aspects of the agency in dealing with the client
and the service information
The most crucial aspect of the legal and the ethical aspects of the organizational
capability includes the legal and the ethical aspects of the organization is the sense of liability
that stands as the most crucial legal obligation for any particular entity that will be extended

even beyond the provisions of the criminal and the contact law. The agency of the Marigold
Community Service center will increase its measures of liability if it ignores taking the effective
measures for the due care of the people and their rights. Marigold Community Center for legal
services must also ensure the security and the privacy standards for the information collected
from the people. This factor has been referred to the long term jurisdiction mechanism where the
long arm of the law will be extended across all the people (McDonnall & Cmar, 2019).
The policies and its associated guidelines will describe both the acceptable and the non-
acceptable behaviors of people in the workplace unit of the organization. The Community center
must be able to clearly demonstrate the relevant aspects of the policies that can be easily
reviewed. The community center must be able to analyze the different requirements of the people
and their human rights issues through the assessments. The Marigold center should have tools to
effectively analyze the requirement of both Mick and Jen and how they van be provided with the
help Jen to come out of the fraud case and Mick from his mental stress and family issues. The
significant aspect of the legal and the ethical standards are the measures of privacy that should be
enhanced for the information collected and evaluated in the process. Privacy is important as the
information collected have different combining pieces of the private data of the individuals
(Reim, Sjödin & Parida, 2018).
Information to be included in the referral parts of the report of the agency service
user/client
The referrals that should be included in the different parts of the report include the
specialized information or the function that the client has asked our agency to perform. The
process of the assessment and the realization of the special assistance that will be required in
order to address he needs in the most efficient manner. The ethical concerns in this context can

be that of the working level of the individuals and the belief that there are provisions for more
suitable service that can be rendered. The referral aspects in the report of Mrs. Jen includes a
thorough discussion with her. An open and an honest discussion will enable Mrs. Jen to feel
more in control with the prevailing situation. The referrals should be aware of the different
confidentiality issues that will be related to the client (Mrs. Jen for this context) consent of the
consequences of the referrals made (Amuna, Shobaki & Naser, (2017).
Detailed analysis of the administrative and the professional decision making process
of the agency
From the discussion made from the particular case study it can be started that the decision
making process lies at the core of the administrative efficiency standards. The rational model of
the decision making framework encompasses the decisions that are taken on the different
normative and the empirical facets of the value premises. The decision making process in the
case of the Marigold Community for Legal Service can be defined as the most intellectual
process for the selection of the optimal option among the several other alternative choices
present. It will help the community to evaluate the performance of the management. It paves the
way for efficient and capable system of functioning of the community (Bhattacharya & Singh,
2019).
The administrative process of the decision making framework have different levels of
motivation. In the administrative setup, the decision makers have different levels of motivation
and the other provisions that will enable the decision maker to focus more on the optimization
measures rather than yielding out the information only due to the lack of time. Therefore the
administrative decision making process comprise of the loosely defined subunits that have their
distinct goals and priorities (Pakkala & Spohrer,2019).

Report to the Solicitor
Subject Matter of the Report
In the report that will be prepared by me (social worker in the Marigold Community for
legal service) will prepare a report that will be presented to the solicitor Berry Starr of the
Glanaurie Community. I had to think of the aspects that will be included in the report and those
sections that will be excluded or that should be kept confidential from the report. In the context
of the social development considerations I have to include a significant part of the past life of Jen
and Mick foe which they came to me for the counselling sessions, I had to report on the welfare
of their two children Hannah and Bessie. The second important point that will be included in my
report is regarding the gambling activities of Mrs. Jen which led to a fraud of significant amount.
Which initially I was hesitating to reveal as it may include the emotional repercussions on Mrs.
Jen. Their children Hannah and Bessie have often been a part community playgroup of Marigold.
It is important for Mrs.Jen to reveal these facts to the solicitor as the Glenaurie Community
center are already aware of Jen and the children attending the Marigold Community center
(Mack, Anleu & Tutton, 2018).
Demographic details of Jen and family and the details of the programs and the
services of the agency
The demographic details of the family of Jen and Mick include their dysfunctional
marital relationship status. The increasing issues in their relationship status has often made Jen
