Introduction
In the last few years, several changes can be seen in information and communication
technology (ICT) which provides technological development. The use of information technology
has been there at a fast pace. Providing support for dramatic increase can be defined as the power
and use of ICT which is considered to be a declining cost (Tong, Tak and Wong 2015). This is
the result of a huge number of technological development and enhanced competition. The overall
development aims to provide a huge number of benefits but in addition it provides huge number
of challenges. Innovation in information technology tends to have a range of effects on different
domains of society and policymakers (Murata, Adams and Lara Palma, 2017). One of the biggest
issues in the development of ICT is electronic commerce on internet platform.
In the coming pages of the report, an overview has been provided with respect to both
positive and negative effect of ICT. The overall effect is seen on business, society and culture
after the invention of Internet. The next section of the report deals with overall responsibilities of
system professionals for ensuring the use of ICT application in upcoming days.
Discussion
Positive and Negative impacts of Information and Communication
Technologies
One of the biggest impacts of ICT is all about affecting the work by minimizing the value
of distance. In most of the industries, the geographic distribution of work is changing at a rapid
rate (Biucky and Harandi 2017). Most of the software firm has analyzed that they can tackle
local market of software engineers by giving project to countries where wages are lower.

Arrangement can have advantage of difference in time where important projects can work in a
clock (Bohari, Hin and Fuad 2017). There are many firms who can easily outsource its
manufacturing to other countries and depend on telecommunication for marketing.
Technology has resulted in a much finer distribution of labour in most of the countries
that can have relative demand for a different skill. Technology has ultimately helped different
kind of work and employment for being decoupled form each other. Firm has ultimately helped
in providing much better feedback for locating economic activities and creating competition in
different zones (Dezdar 2017). ICT aims to promote many markets which is needed for
production and distribution. ICT aims to provide easy access on a 24-hours basis at minimum
cost for different price and product. This will merely reduce the overall information barrier for
various market operation. This particular infrastructure has ultimately provided proper real-time
transaction making intermediates like stock brokers and travel agent. These people generally aim
to provide required information which establishes link in between two that is buyers and seller
(Piedrahita et al. 2017). This particular step has ultimately has minimized the overall production
cost and distribution of value chain.
With the advent of internet, e-commerce is expanding at a rapid rate and participants are
increasing in global market. E-commerce has resulted in increase in the size of market and
change in its structure with respect to size and number (Hoque et al. 2016). E-commerce has
created a platform where customer can shop almost anything at any time. Internet has helped in
expanding the current market by removing the barriers of distribution and marketing which
prevent the market from gaining access to foreign markets. E-commerce has minimized the
overall cost of information and transaction cost which is needed for operating in oversea markets

(Pimmer et al. 2016). It aims to provide a cheap and efficient method for improving the customer
relationship.
ICT has created a platform where individual can easily communicate with each other
easily. It has helped in collaboration of work that requires distributed communities. The
technology makes use communication infrastructure which is for global platform (Lee, Son and
Kim 2016). This has merely helped in synchronous and asynchronous interaction in between
individual, group and organization. In different firm, social interaction will be completely
affected by use of ICT. In different department, peer-to-peer relation will be improved by
information sharing and coordination (Baldassar et al. 2016). E-mail services will ultimately
reduce the issues to communication in different status level which will smoothen the
communication in between supervisor and their sub-ordinates.
A number of industries around the globe are directly affected by electronic e-commerce.
The overall distribution sector is affected as e-commerce will affect as a result of the supply and
delivery of goods. E-commerce has also created a new kind of market where which is beyond the
reach of traditional market (Bhardwaj, Avasthi and Groundar 2017). The second of issues is
related to issues of interlinkages for activities that are affected by e-commerce. With an increase
in size of market, there will be positive impact on the effect of job. Another kind of issue which
is related to interlinkages are the activities which are directly due to e-commerce (Romero-Ruiz
et al. 2017). Overall expenditure of e-commerce is completely related to different goods and
service will create jobs on the basis of electronic transaction and their effect on price and
productivity.
Jobs are both created and destroyed by the help of technology, trade and organizational
changes. This particular process aims to underline a huge number of changes in employee skill

(Tong, Tak and Wong 2015). After the net employment for both gain and loss which is brought
as a result of these factors. It has ultimately resulted with workers of different skill level to be
affected in different way. E-commerce has resulted in increase in demand of IT professionals
which requires IT professionals to the with strong business application.
Responsibilities of professionals to ensure the ethical use of ICT applications
System professionals aim to carry out a wide range of task. They aim to write some
specification for new system and designed instruction for pipelines. Computer professionals are
generally inclusive of software engineers and hardware engineers (Murata, Adams and Lara
Palma, 2017). The professionals come up with a variety of responsibilities like
Role Responsibilities: An individual who is given a task or function is considered to
responsible person for that particular role. A foreman of the chemical plant has the responsibility
of disposing the drum of toxic waste (Biucky and Harandi 2017). Software developers and
system engineers are given the responsibility of designing hardware and software of any
machine.
Legal Responsibilities: Individual or even a firm can be legally responsible or liable for
any issue. It would give individual for being a charge of crime and organization will be liable for
any kind of damages. If a manufactured product is found to be liable for any kind of damage in
lawsuit. Although the product is found liable for damages in lawsuit for product to meet the
safety standard and manufacturer did nothing (Bohari, Hin and Fuad 2017). As per, principle of
strict liability emphasizes the manufacturers for being careful as it works as a method of
compensation for victims.

Moral Responsibilities: Casual and legal responsibilities are considered to be exclusive
in nature. If an individual is responsible, then surely the second one is not. A wide range of
engineers are responsible for overall product safety which is designed and designated for safety
engineers (Dezdar 2017). Responsibility is shared when different individuals aim to collaborate
in a group similar to software development team. When morality is shared, the overall
responsibilities is not atomized at this particular point which group is responsible for this. If a
team of system network monitoring has committed mistake in statistical analysis of network
traffic, then these mistake will ultimately change the interpretation report (Piedrahita et al. 2017).
Moral responsibility for both recklessness and negligence is not completed overcome by using
good intention or bad intention. If a software tester ignores the test for a new module for
telephone switching system, then this particular module will fail. Software tester is completely
responsible for causing harms which is due to outages. If a hacker aims to install a keystroke of
logging program for stealing password at the public system (Pimmer et al. 2016). If the program
fails, then hacker will be responsible for invading the privacy policy.
Responsibilities of client and User: For different system professional, consultant aims to
provide individual or employees in most of the organization. The professionals are generally
obliged for performing the given task in complete way (Hoque et al. 2016). The professional
standard is not only based on technical excellence but also the social effects of different system
operators. The professional need to provide detail information in accurate and honest way. At the
time of designing a new system, professional need to take into account the client specification
(Lee, Son and Kim 2016). In addition, how the system will affect the life quality of users.

6ISY10212: CONTEMPORARY ISSUES
The above pages helped us in concluding the fact that this report is all about positive and
negative of ICT on business, society and culture. It has merely come into picture as a result of
invention of Internet and responsibilities of system professionals as a result of growing ICT
application in near future. The current development in ICT has a revolution which has various
economic model and social impact for current society which require investigation in social
science. It is generally needed for managing a different kind of risk and dangers which are
associated with it. This kind of work is considered to be important for both society and
technological design. All the required decisions are required to be taken with care. With the
development in computing and computation technology, there has been huge number of concern
with respect to privacy in private and public domain. With the overall reduction in cost of data
storage and information processing has created a space where government can easily detail
information of citizen.
