1. Introduction
The IT strategy documents helps in highlighting the major areas that needs to be covered
under the planning for implementation of a new infrastructure and further improve the services
being offered by The Camdale Hospital. The ICT Strategic Plan 2020-2025 thus would discuss
the major factors such as the mission, vision and objectives set by the organization. It would also
discuss the primary driving factors leading to changes within the organization (Smith and Wong
2016). This plan would also highlight strategic themes, capabilities and present a roadmap for the
achievement of beneficial outcomes supporting the hospital administration.
1.1 Executive Summary
The IT strategic document highlights the major prospects of the hospital that would be
followed after the document would be approved by the hospital administration. Thus, this new
strategic document would help towards preparing for an innovative change result for the hospital
and bring in improvements within their present scenario.
The vision, mission and objective set for Camdale Hospital to deliver services are:
Vision – The vision set for Camdale Hospital is based on designing a new system, which

these services would be aimed towards improving the daily operations at the hospital and bring
in efficiency within the services.
The objectives of The Camdale Hospital in their ICT Strategic Plan 2020-2025 are:
1. To comply with the national health records database system of the Government and
link the present systems.
2. To implement a facility for staff to track emails and work hours.

1.3 Background of the Organization
The Camdale Hospital is considered as a large and reputable hospital. They provide the
best kind of medical facilities to their patients based on locating their medical records and
providing the best form of medical assistance. However, there are certain processes within the
hospital, which needs to be improved within the hospital that would help them in increasing their
reputation in the global market (Yang et al. 2015). This includes the centralization of medical
data in a cloud repository for gaining a central access to all related data. Development of a
mobile application for patients would also be considered as to be important for patients as it
would help them in management of their medical appointments and reduction of chances of

making errors. The organization thus plans to bring in innovation within their working
procedures based on development of new procedures and implementation of a revolutionary
organization in the medical field.
2. Strategic Assessment
The main purpose of conducting the strategic assessment is to understand the current
situation occurring within Camdale Hospital and also discussing the major change factors that
would be implemented.
2.1 Drivers for Change
The major drivers leading to changes being imposed within the business processes at
Camdale Hospital are:
1. In the present system being used at Camdale Hospital, it can be seen that the data
experts within the hospital primarily store the data in their computers, which might lead to a
situation of getting hacked by external breaches. Hackers would have a major tendency to attack
over the present systems by gaining access to the computers (Silva et al. 2016). Based on
considering this aspect, data management could help towards collection, storing, analysis,
organizing, verifying, protecting and processing of essential data in need within the organization.
The hospital could employ the use of cloud storage systems, which would lead to convenient
access to information to all employees within the hospital (Yang and Lin 2015). Moreover, the
cloud based storage options would also provide major facility based on enhanced security,
disaster recovery, and savings for costs, accessibility and usability.
2. Deriving of useful information to gain insights about patient records is a critical
concern in the recent times. This is a major scenario, which might be lacking in the existing

systems. Reduction of wastes and theft of major resources from the inventory leads to
complications in medical processes and displays the lack of medical visibility (Nemtajela and
Mbohwa 2017). High error rates in prediction of medical outcomes from patient records would
lead doctors to lead towards negative recommendation to patients. This would degrade the
quality of medical facilities being provided from the hospital authorities further lowering the
reputation of the hospital (Vermeiren et al. 2016). Hence, the Camdale Hospital should develop a
management system that would help towards tracking of the records from the inventory while
developing the best procedures for increased and enhanced medical visibility.
3. The present system at hospital does not support the staff to track their work emails and
working hours from their mobile devices. This creates a problem for the staff to locate beneficial
information delivered to them and finally missing them. An absence of a mobile application does
not allow patients visiting the hospital to manage their appointments while registering
themselves (Ruiller and Van Der Heijden 2016). Missed appointments and loss of time creates a
hectic situation for patients to perform their health checks at the proper time and gain the
maximum benefits from the hospital. A mobile application would prove to be highly helpful as
each of the records of the patients and staff would be linked to a globally located cloud database
from where the hospital administration could locate each user. This application would also
deliver the best outputs by providing recommendation to patients regarding the choice of
appropriate doctors who would be able to support and assist them for their medical needs.
2.2 ICT Strategic Themes
The above discussion presents a clear form of understanding of the major needs of
Camdale Hospital based on development, improvement and implementation of their present
medical systems. In order to bring in strategic capabilities for the new system being implemented

for Camdale Hospital, some of the ICT Strategic themes that would be developed and
implemented are:
1. Digital Innovation – With the increase in the use of technological products and
services being used by customers, there is an increase in demand for innovating new ways for
consumption of services. The vision that could be focused with the impact of this theme is based
on embracement of a new technology for delivering beneficial changes to the hospital as well as
the patients. Risks are also involved with the impact of digital innovation and their included
services (Jung and Padman 2015). Hence, with the application of improved tools and
infrastructure, the Web Development Manager would create a new culture based on innovation
and improve the strategies of communication with all involved stakeholders.
2. Customer Engagement – The administrative staff within Camdale Hospital should
change the perception of staff and patients regarding the type of services being provided and the
ways it would be provided. Recent developments in the field of ICT are offering several
opportunities towards all sectors. Thus, the vision of the proposed theme would be to deliver a
fully self-service and digital experience to customers over their platform (Menguc et al. 2017). In
order to support this theme, the hospital aims to deliver a mobile application and a cloud-centric
database, which would help customers to interact with the hospital administration through a
central system. This could also be supported with a CRM system, which would further enhance
the relationship between the hospital administration and patients being served at the hospital.
3. Technology Infrastructure – Under this theme, the major focus of the hospital would
be underlining the core technological infrastructure that would be helpful for supporting the ICT
service. This would thus provide the blocks of foundation and building for each of the

technological services that would be used within the hospital. In the present form, the major
technological services that would be put in action are a mobile application for handling patient
and staff requests (Carvalho, Rocha and Abreu 2016). Other infrastructure also includes the
implementation of a cloud infrastructure-supported system and MDM that would store medical
records of patients and staff in order to be handled by the administration staff within the hospital
while also handling the mobile application being implemented within the systems.
The above discussion focuses over the major ICT themes that need to be applied for
developing the new and improved services that would be offered for Camdale Hospital.
However, in order to fully implement the ICT themes and put them in action, some major ICT
capabilities need to be incorporated within the organization.
2.3 Relevant ICT Capabilities
Based on the discussion of the major ICT themes, the ICT capabilities that would be
required to implement in place are:
1. Communication capabilities with ICT – The staff and patients who are in
collaboration with the hospital should provide feedbacks regarding the kind of services being
provided (Nandyala and Kim 2016). According to the discussion of the present scenario, staff
and patients had shared the ideas regarding the lacking areas within the hospital, which needs
further improvement.
2. Management and operation with ICT – This capability provides a sense of
responsibility to the web managers to perform investigation, create and then communicate those
ideas to the hospital administration team (Masrom and Rahimly 2015). This capability would

8DESIGNING AN ICT STRATEGY FOR CAMDALE HOSPITAL
help in developing the technological infrastructure that would be planned for the inclusion of
new computing infrastructure.
3. Investigation with ICT – Based on this capability, it could be discussed that web
managers who would be responsible for planning over the infrastructure, should investigate over
the current hospital administration system. This could be in the form of presenting questionnaires
on certain problems or topic areas (Arvanitis and Loukis 2016). Based on the information
gathered from the questionnaires, the planning and defining of next stage of actions would be
discussed and developed.
3. IT Strategy
The IT Strategy would help in presenting a roadmap for the implementation of new ICT-
based strategies for Camdale Hospital. Different ICT initiatives would form a leading factor and
contribute towards better outcomes for the organization. Further, the IT Strategy would also
highlight the IT governance factors that would help in governing the various operations being
performed within the hospital.
3.1 Roadmap and ICT Initiative
1. Current Status of Organization – The current status and functions being performed
within the organization can also be considered as the major drivers leading towards change.
These are discussed as follows:
i. The current situation at Camdale Hospital is based on a traditional data recording
system, which stores data at local database records within the hospital (Andreassen, Kjekshus
and Tjora 2015). This creates a probable challenge being posed towards the organization based
on hacking of such form of digital assets.

9DESIGNING AN ICT STRATEGY FOR CAMDALE HOSPITAL
ii. The present situation at Camdale lacks a certain level of visibility on inventory levels
and the kind of resources being utilized. This creates problems based on medical outcomes and
higher error rates.
iii. Staff are not able to track emails and work hours from their mobile devices due to a
lack of a centralized mobile application. Moreover, patients are unable to manage their personal
appointments and register themselves to the hospital.
2. Steps required for achievement of future state – The steps that would be required
for achieving the required future state of the technological infrastructure being implemented at
Camdale Hospital is being presented within the timeline plan.

3.2 IT Governance
IT Governance is defined and considered as the certain set of acknowledge practices,
processes, control and measurement systems and control metrics that would be highly required to
be implemented based on governing of a certain system being implemented. In case of the
technological infrastructure that would be implemented within Camdale Hospital, the
governance systems that would be implemented is COBIT (Control Objectives for Information

and Related Technology) (Andry et al. 2019). The use of COBIT within the administrative
processes would help the web managers to address the business risks, technical issues and
prepare for control requirements that would be needed for deciding whether the implementable
action is successful in nature.
Some of the specific domains that would be primary focus within the process-based
model of COBIT are:
1. Planning and organizing the requirements
2. Delivering a planned infrastructure support
3. Acquiring requirements and implementation of technological aspects
4. Evaluation of prepared architecture and monitoring of implemented processes
