The Authors highlighted the fact that how more than four million illegal immigrants were
expelled from United States since 1990. The Authors rightly emphasized that most of the
immigrants were detained after the procedure of formal hearing before the immigration judge
while others were expelled by an administrative authority. Therefore, the number of immigrants
detained in the immigration detention system in FY 2001 who were serving in the Federal
Bureau of Prisons facilities increased overtime.

Immigration is a major issue of the contemporary world involving the intervention of
politics and public policies. A comparative study of immigration policy has been presented by
the Authors involving the fifteen industrialized democracies. The Authors examined that the
major concern of the nation is to control issues regarding migration. In their perspective, there
exists a gap between the objectives and outcomes of national immigration policies formulated by
the major industrial democracies in controlling immigrants.

The author intended to highlight the fact that all the privileges of citizenship are not
enjoyed by Aliens. In this regard, the Author pointed out the concept of illegal alien or
immigrants is governed by the principles of positive law. The Author deeply examined the fact
that an illegal immigrant can become eligible for citizenship after the completion of certain

formalities. However, in some cases these legal aliens violated the laws and were therefore
detained.

The Author was commissioned to examine the outlook and preferences of the Americans
towards the immigrants and policies of immigration. There is an existence of both hypothetical
and theoretical argument regarding the concept of immigration.. The hypothetical argument
emphasized on the issue of threat among the citizens of America from the emergence of
immigrants. The theoretical argument is based on the concept of Hispanic immigration which
posed as a major threat to the white residents.

The Authors determined the fact that how the utilization of health services are affected by
the enforcement of immigration policies among the immigrant Hispanics. Therefore, interviews
were conducted in order to determine the impact of immigration policies on the immigrants and
on their employment of health services. According to the Authors it is essential on the part of the
immigrant Hispanics to know their rights and therefore should make proper use of their health
services.

The authors determined that whether the analytical power of resource mobilization and
the theories of social movement had an impact on the policy outcomes. In this regard, the
Authors emphasized that the enactment of pro-immigrant ordinances were promoted by the
immigrant communities and the local political authorities. The enactment of anti-immigrant
ordinances was as a result of the structural changes and as a result of increase in Latino
population which posed as a major threat.

Since time immemorial, various researches were conducted on the relationship between
the concepts of crime and immigration. The Authors emphasized that immigrants do not commit
serious crimes and it is applicable on the part of both legal and illegal immigrants. However, the
policies of immigration were formulated in such a way that it shaped the characters of the
immigrants as criminals. Immigrants are criminalized and therefore they are punished for
offences not committed by them.

The Author intended to analyze the perspectives of public opinion about the concepts of
immigration policies. Therefore, the Author examined various other perspectives of immigration
policies which were distinct in nature. With the emergence of immigrants in United States there
was a concern regarding employment rates and border enforcement. However, the detention
schemes of illegal immigrants are comparatively low in US. Survey questionnaire was developed
for understanding the trends of immigration in an efficient manner.
