ATTENTION: Narendra Modi, Prime Minster of India
RE: Chinese border shenanigans and the implication of Beijings belt and road
strategy
BACKGROUND
The be BRI (China belt and road initiative) is mainly an ambitious plan which came to construct
2 new trade routes which connects China with the rest of the world. However this initiative is
much more than the infrastructure. This is basically in effort to develop an expanded and
interdependent market for China which further aim to grow China’s political as well as economic
power and develop the right conditions for China to formulate a high technology economy. It has
been analysed at Chinese border shenanigans and the implication of Beijing’s belt and road
strategy as well as Beijing’s growing collaboration with neighbours of India has developed a
sense of unease in India. China is mainly looking forward to make expansion of their presence as
well as enhance their profile and political power. In addition to this, it has been analysed that Out
of the proposed six global halls (Hong Kong Trade Development Council [HKTDC], 2018,
National Development Reform Commission [NDRC], 2015), four passages, specifically, the new
Eurasia Land Bridge, China-Central Asia-West Asia Economic Corridor, the China-Pakistan
Economic Corridor (CPEC) and the Bangladesh-China-India-Myanmar Economic Cooperation
(BCIM), straightforwardly influence India's financial and key linkages with these areas. The
overall Indian perspective on about the idea of the BRI right all along addressed in both the
scholar and vital local area as well as the public authority was that the BRI was less about
monetary turn of events and more about bigger political and key objectives. This is creating
number of challenges for India to manage its relationship with one of their biggest neighbour
China in order to maintain peace. China belt and road initiative has duly gained much attention
in both positive and negative manner. This also lead Indian government to develop a policy
response. The BRI weaves together this large number of previous drives into one thousand
arrangement, while the discussions on the undertakings with partaking countries remain for the
most part respective. The BRI was first officially declared as One Belt One Road by Chinese
President Xi Jinping in 2013. Xi discussed the Silk Road Economic Belt during a visit to
Kazakhstan in September 2013. After a month in October 2013, Xi proposed the MSR while

talking at the Indonesian parliament. China's proposition to restore the Silk Road is an aggressive
thought in view of multilateral collaboration. The drive has two parts. To begin with, there is a
mainland street (or the monetary belt) interfacing China to Europe through South and Central
Asia. Second, the MSR plans to make an ocean passageway among China and Europe via the
Indian Ocean. With respect to mainland course, India's essential concern is the CPEC and
expanding anxiety about Chinese network interests in Nepal. The MSR is a more extensive issue
for New Delhi, as the Indian Ocean is an essential area of interest for the Indian Navy and is
straightforwardly connected to the country's sea security and vital interests It has been underlined
that China is significantly emerging as economic and regional strategic actor which has duly
reshaped the prospect for connectivity in Asia. This is leading India to face challenges so
significantly manage their relationship as they are not mainly related to India’s interest. This is
also creating number of political teams between the to countries which has significantly attract
the attention of many international powers.
Number of meetings and in depth talks has been conducted between both the countries but
the relationship between them is still complicated. In this it has been underlined that for this
consideration the present briefing paper duly provide policy options as well as certain changes
that need to be implemented in order to duly deal with the concern of Chinese border
shenanigans and the implication of Beijing’s belt and road strategy.
OPTIONS FOR CONSIDERATION
1. Need to collaboratively work with it’s partner and provide alternative connectivity agreement
to their other neighbours. It is also needed to make identification initiation an implementation of
coherent approach to initiate connectivity with countries such as Japan. Accommodate seeking
help from partners like Japan in order to develop an upgrade India’s infrastructure and develop
alternative to watch Chinese lead connectivity infrastructure and corridor project.
2. India need to have structured framework to provide an alternative to Chinese led connectivity
initiatives in order to duly protect countries strategic goal and remain a dominant power in the
Indian Ocean region and South Asian. Along with this India can also undertake steps on their

own to effectively sharpen their response. The Narendra Modi government critically understand
the urgency of significantly acting in such as burden-sharing concept and develop strategic assets
such as Andaman and Nicobar island for example to project power across the Indian Ocean
3. It is essential for India do not only effectively respond towards the changes Chinese
engagement is promoting in their neighbouring countries but it also essential to collaborate with
partners to further have a vision of regional connectivity for their own resources and capacity
limitation.
RECOMMENDATION(S)
Option 1 seems to be effective as it not only helps in enhancing collaborative ties with
neighbouring countries but also helps India to develop infrastructure capabilities but further
allows to expand growth on international scale in effective manner. While it has been underlined
that option 2 can be least desirable and can create many risks and challenges. Furthermore,
option 3 is but would likely be very difficult to achieve and may hurt national security. Therefore
1 is recommended to significantly accommodate the issue and further manage this on effective
scale.
