1. Overview of the selected project
Hyderabad metro railway project is one of the largest metro railway projects in the world. It
is the largest metro railway project ever taken in India through the private public partnership mode
(Limited, Rail & Overview, 2019). Demand for seamless transportation system is rising in the urban
cities and it is difficult to achieve for various reasons. Proper management of transportation in
major developing urban cities is complex because of the continual growth that is being experienced
by the urban population, congestion, ownership of the private vehicle, and the fragility that the
public transportation systems are having (Kulshreshtha et al., 2017). These complexities and issues
are having a significant impact on the households, businesses and urban community at large which
hampers growth in the economy along with hampering the social development in a proper and also
affects the health and environment as well.
2. Analysis of the project
2.1 Demand, Projected Benefits and Stakeholder expectations
2.1.1 Demand for the project and the projected benefit(s) to stakeholders
Hyderabad, being a major technology driven city in India requires robust infrastructure for
managing traffic and associated environmental issues. Population of Hyderabad city is estimated at
around 10 million which is projected to 13.6 million within 2021. In order to address transportation
demand of the huge population, the implementation of the Hyderabad metro railway project is in
demand as it promises to deliver a fast, secure and economical transportation solution to the public.
The possibility of the Hyderabad metro railway project to offer an urban transport system that is
ecologically sustainable increase the demand for the project.
Projected benefits to the stakeholders:
Reduced cost for travel
Increase of safety for the travel
Increased connectivity (Pilaka & Nallathiga, 2015)

As discussed in the benefits of the project, the project is intended to provide strategic value
in terms of economy, social and environmental aspect with enhanced life quality through improved
transportation, improved environmental conditions through less pollution due to traffic and offer an
overall improvement for the people of Hyderabad (Kaul & Chaudhri, 2018). It will also offers
people from other part of the country to avail various benefits as it will offer employment
opportunity as well.
Stakeholder satisfaction: There were various conflicts between the stakeholders and the
project owner. Public and trade organizations in various places were against the project due to land
acquisition, increase of pollution due to construction as raised by various environment association
(Panda, 2016). There were contract issue between the government and the L&T metro rail
corporation for lack of fund and transparency which has affected stakeholder satisfaction.

2.2.2 Role of project leadership to address the impacts
In addition to the traffic congestion, some environmental organization raised complaint
against the project as there was no proper plan for addressing the increased pollution level sue to the
project. They also made complaint that neither the contractor agency, nor the government was
interested about the public health (Whitworth, 2015). According to Ramachandraiah, who was close
associated with the project mentioned that “What people should expect in the next few years is
increasing respiratory problems and overall degeneration of health by the time the project is
completed in 2017”
2.3 Environmental-impact or other factors being overlooked in the planning stage
The metro rail project in its construction phase not only created traffic issues in the city, but
was also responsible for extensive increase in air pollution in the last two years becuase the project
was bring executed in the city. These issues were raised by the AP Pollution Control Board
(APPCB) scientists
Emission of particulate matters because of the metro rail construction project, which
contained toxic metals exceeded by 45% compared to the standards that was set by the government
of India both during 2012 and 2013 (Kulshreshtha et al., 2017). APPCB confirmed this after
analysing data collected that time.
Although no specific survey was carried out to measure the quality of air, according to the
APPCB officials, ambient air quality was definitely damaged due to metro rail construction
(Kamarudeen, Sundarakani & Nabhan, 2018). This has led to drastic change in the amount of
particulate matter, confirmed by officials.
“We cannot deny that Metro Rail construction has led to increase in pollution levels,” said
Ramesh Chandra, senior environmental scientist, APPCB.

definitely no alternative plans to address this issue properly. These issues were raised by professor
C Ramachandraiah of the Centre for Economic and Social science.
2.4 Scope for improvement in project execution
Even though metro rail corporation confirmed that there were no environmental issues in the
project and construction was following highest qualities and standards, there were lack of
planning for sure. Extensive environmental assessment was not conducted before the
project. Hence this is an important area where the project could have improved
(Kulshreshtha et al., 2017).
Land acquisition was another major issue for the project and it only delayed the project. This
should have been identified while planning was made for the project and this was another
area where improvement could have been made.
Stakeholder management was not proper either and this was also responsible for delay in the
