political infrastructure and real estate development.
Critical evaluation of the role of politics on infrastructure and real estate development
sector of Maldives
According to Bisaro et al. (2019) infrastructure is considered as the key elements of the country's
economy that is vital in the identification of properties value in the specified region. Lack of air,
road, and rail connectivity for any specified region outcomes in lower property rates as there as
compared to the region of having effective physical infrastructure. It is illustrated that
infrastructure is limited in making connectivity that exists by necessary precondition in the
development of different types of civic facilities. This is expensive for setting up as well as keep
basic infrastructure named as ports, airports, roads, harbors, as well as the accessibility of water.

On the other side, Menon and Paul (2017) examined that per capital cost of offering such
services is very higher. The government offers different services named as education, health
care, administrative services advertisements to cost. Besides, it is illustrated that a single
hospital, as well as a few clinics, could also affecting the growth of the business. Besides, it is
examined that the geographic nature of islands as well as the distance among them. In this, 200
health centers and close to 10 hospitals are required to accomplish basic health care requisites of
an individual. It is illustrated that the impact of such costs on a nation’s budget is severe.
On the other side, Ahmed (2018) examined that property in the Maldives is relatively scarce that
serves as a strong restriction on a country's growth. Therefore, it is important to revisit the
existing land allocation policy of allocating a piece of land on each qualified person caused by
effect causes various economic and environmental issues. It is illustrated that the government of
Maldives has taken different steps for managing this concern and taking an effective decision. It
must be stressed that high-quality connectivity is not only essential for stronger economic growth
but for ensuring inclusive growth. But sustainable growth would lead to alleviating poverty and a
growing of the nation's economic inequality.
Bateman (2019) depicted that the development of transportation services such as agriculture,
road building, highways, and road transport would encourage growth in agriculture and the
development of agro-processing factories. Such basic infrastructure facilities can increase yields
and manufacturing industry owners get the materials, pesticides as well as other product
specifications at a low price as well as help them get their goods to industries in large cities. It
follows above that expanding infrastructure capacities would ensure sustained wage growth in
farming and tiny-scale urban industries, and bring development to rural areas, thus ensuring

inclusive growth. Besides, this would also help avoid rural people's mass migration to urban
areas as we cause urban pollution, slum development, and severe housing shortages.
On the other side, Das, Aroul, and Freybote (2019) illustrated that lack of suitable infrastructure
does not hold lack of economic development as it causes additional costs with respect to time,
capital, as well as efforts of an individual for evaluating effective social services named as
education as well as healthcare. It is illustrated that the significance of suitable infrastructure
could be vital for getting higher competitive advantages. On the other side, it is illustrated that it
is a challenge in ensuring strong and sustainable as well as balanced development by integration
of the economy with the ecologically sustainable development of infrastructure. Besides, it is
examined that the availability of effective quality infrastructure increases productivity level in
the economy as well as brings down enterprise cost.
Fulhu et al. (2019) examined that accessibility of suitable infrastructure supports to expand trade
not only in the state by enhancing transport enables but also promoting foreign trade by
improvement in airports. This supports diversification production by organizations as they are
capable to obtain needed supplies of raw materials as well as other inputs by place wherein such
available in profusion. Moreover, it is vital for improving the infrastructure as the organizations
can produce goods concerning people's demand for diverse countries as well as regions.
On the other side, Das et al. (2019) examined that the implementation of first land law in 2022
and the implementation of individual group register in a property (condominium registration or
strata titling) whereby single unit may be refinanced, sold and/or handed over with title has
encouraged possession in the nation. The government has enhanced property accessibility and
user-friendliness by opening the housing development corporation. It should be remembered that
at the period of its enforcement, the Land Act (2002) lacked legislation supporting the protection

of tenure and rights that are essential conditions for the development of housing as well as real
estate markets. This act is effective for the development of Maldives.
McNamara and Clissold (2019) depicted that major impediment to the advancement of home
construction in the country was the limited demand for housing financing and accessibility. To
resolve this question, the Housing Development Finance Corporation (HDC) was developed as a
government-owned entity in March 2004 to provide residential funding with terms more
favorable than commercial banks. In the initial stage, Housing Development Finance
Corporation, Maldives has limited capacity to cater to improving requisite for financing caused
by limited financial resources. On the other side, Pattanaik (2019) explained that HDFC re-
entered the mortgage business for people and families during February 2009 after its
privatization in July 2008, with country share reduced to 49 percent and real long-term lines of
credit. With these reforms, HDFC provides either builder or middle-user funding with attempts
to provide exposure to the services provided to the poor and working class.
In support of this, Deori (2017) illustrated that private housing developments (mostly
individuals) dominated residential building activity. Nevertheless, the government recently
expanded its participation in the direct provision of social housing intending to provide
affordable accommodation for its residents. It is geared to the contemporary society's most
insecure and deprived classes as well as too many of the groups of lower to upper-middle
incomes. Many housing schemes were implemented in Hulhumale, while some major projects
were launched in urban centers. Such ventures were funded either from the HDFC, international
loans, privately managed agreements, or specifically from budgets of country.

Research methodology
This section permits the researcher in choosing effective tool for getting favorable data with the
favor of particular scenario. Certain methods are considered in the study these methods were
known as research philosophies, research approaches, data collection methods, and data
evaluation methods (Quinlan, et al., 2019). This study supports collecting data towards the role
of politics in infrastructure and real estate development of Maldives.
Research Philosophy
The researcher will use the interpretive philosophy for investigating the role of politics in
infrastructure and real estate development of the Maldives, which is operative to resolve research
issues by developing an individual understanding. This also assisted the researcher to respond to
the research topic and also effectively attain the study objective. This also helped the researchers
to describe the result using people's beliefs. Due to the research nature, the theory of positivism
is not included as it permits to get real data but this method could be more complex and time-
consuming. Hence, this method will not be considered. For this analysis, the correlation between
two or even more quantities is not needed. Besides this, there is one more reason for avoiding the
realism philosophy because it focuses on the present environmental beliefs which develop the
effect-and-cause relation between variables, which is unsuitable for the research (Gray, 2019).
Research Approach
The researcher will practice the deductive methodology to perform this work efficiently as
opposed to the inductive method. This is because a deductive approach will allow the researcher
to define the relationship between politics and the development of infrastructure and real estate.
The researcher also allowed the development of hypotheses, which would not be possible with
the use of the deductive approach. From the application of this tool, the investigator will be

capable to effectively make the research hypothesis based on the collected information. This
supported to resolve the issues effectively (Snyder, 2019).
Research Strategy
The researcher will use survey methods to attain the research goals for performing this literature
review. The survey method is useful for the researcher to collect relevant, reliable information
and knowledge concerning the role of politics in infrastructure and real estate development of
Maldives. The survey by questionnaire allowed the researchers to gather participant views
regarding the role of politics in infrastructure and real estate development of Maldives. The
researcher by the case study approach collected the organization's actual-time information
concerning the research matter (Reilly and Jones III, 2017).
Data Collection Method
In this study, both primary and secondary data collection will be considered by the researcher.
This is because the researcher will be able to fill gaps between relevant data and real data needs
by using the data collection methods. This secondary data will be gathered by accessing existing
tools such as papers, books, journals, official reports, authentic websites, and annual reports.
The primary data will be obtained by using the questionnaire approach while applying a survey.
This allowed a researcher to acquire enormous data and knowledge from the specified participant
and examine this information to produce accurate and reliable research-related outcomes (Basias,
and Pollalis, 2018).
Sampling Method
Probability sampling including a random selection approach that is used for this research project
as contrasted with non-probability sampling. This is because the researcher allowed the
participants to be chosen randomly through probability screening, which also removed the biases

towards choosing respondents for the study. The researcher will select 20 politicians from the
different regions of Maldives and understand the role of politics in infrastructure and real estate
development of Maldives. As a result, the researcher allowed the validity and reliability of
research to be improved as the chosen samples helped significantly in completing research goals
and objectives (Taherdoost, 2017).
Data Analysis Method
Analysis of data is a method used to view and analyze data to discover useful information. It is
important in the successful attainment of the study goals. The researchers could use various
methods of data analysis like statistical analysis, verbal analysis, conceptual/content analysis,
and divulgation analysis to better analyze the collected data and produce accurate and consistent
results (CuervoCazurra, et al., 2017).
The researcher will consider statistical methods for investigating the role of politics in
infrastructure and real estate development of Maldives. Under this methodology, the accurate
results are obtained with SPSS with MS-Excel tools. To obtain the findings, the correlation test,
t-test, regression, and other statistics are carried out during the context of data mining. The SPSS
program allowed the researcher to make the analysis more efficient by generating an innovative
outcome presentation.
Ethical Consideration
In the sense of this study, ethical consideration relates to researching an ethical and meaningful
manner, concerning the university research regulations. The researcher adopted an ethical
approach to achieve the research analysis to prevent ethical problems, which allowed the
researcher to perform the work securely. The researcher often concerned with proper referencing,
exclusion of plagiarism and misuse of data throughout this research report, etc. The researcher
