1.0 Introduction
In the present era where internet, mobile phones and electronic devices has
effectively occupied the spaces, the need of electronic governmental services must also
be revised. Thus, the report aims to provide the importance of connected government
and how electronic government can be advantageous for the citizen. The E-government
operates with Information and Communication Technologies to provide extra benefit
for public sector organization. The E-government attempts to improve government
processes and conning citizen with electronic services. The E-government utilizes the
applications of ICT as a tool to improve the quality of services provided to the public and
for effective communication (Anshari and Almunawar 2016). Electronic government can
be seen as digital government which uses internet technology to delivers online services
to the citizen. This helps the government to increase the participation of citizen in
democracy and to amplify their responsibilities towards the citizens. The E-governance
attempts to eliminate the traditional use of paper based system as it has considered to
be old and obsolete. It provides government transparency since it enables the citizen to
be well educated about what are the government polices and what is to be
implemented further.
The Management Advisory Committee (MAC) released the concept of connected
government on April, 2004 of the Australian Public Service (APS). The agenda of
connected government is linked with those of the E-government. It can be viewed as a
combination of government and technology in order to promote flexibility and
cooperation between the public and the legislature. The purpose of the connected
government was to allow the administrator to connect effortlessly across any
jurisdictions and functions to supply efficient and enhanced services to the citizens.

2.0 Intelligent Enterprise Design
The Intelligent Enterprise Design feeds data intelligencewhich successively feeds
innovations and automation processes. The intelligence enterprise can overcome the
challenges of business by transforming them into intelligent enterprises. The goal of
intelligent enterprise is to assemble business applications using intelligence data to achieve
business opportunities(Srinivasan 2016).The intelligent Enterprise is based with the
intention to provide company the idea to us intelligent technology such as ICT, internet of
things to enhance the working experience of the employees. Using such technologies and
tools will help the organization to access employee’s details.
Benefits:
The E-governance builds faith between citizen and government which is a crucial factor to
develop better strategies (S.R., 2015). By eliminating paper work and adapting E-
government, system will help in eradicating the loss of time and effort. Any important notice
or information can be send between all the agencies and department. It is important win
the trust of public in order to gain control and maintain its reputation. The improved service
will help gain the positive feedback and essential trust from the public. The electronic
system of governance will also help in reducing the cost. The use of cloud solution will help
in taking surveys and to find public issues easily and at extremely less cost (Giachetti
2016).The E-government approach not only minimizes the use of resources but also
increases the quality of service. Electronic Portal is one of the dimensions of E-government.
E-Portal is a webpage that is specially designed to conduct all the information related to any

particular industry or field of interest. The E-portal helps the users to access easily any
government related information and structure of the services.
The two example function which will be used from the “Focus Area” are Metadata Domain
in Function 1 and Master data domain in function 2 which will further explain the befits of
evolving from “Historical Reporting” to “Anticipate and Shape”.
2.1 Function 1: Metadata Domain
Metadata Domain is used to store all the business objectives using metadata layer. It
generally consists of tables, business strategies, authenticated information, connections and
models. Meta data was created so that humans can use an advanced version of data hiding
and securing information. This will help in implementing business strategy as metadata is
capable of storing important business information that cannot be accessed by the
competitors. Metadata is a type of data, which comprise of other data in itself. Metadata
must be managed carefully in order to obtain data clarity. From the business perspective,
meta data is useful in providing important characteristics such as the place and location of
the enterprise. Metadata consists of various knowledge regarding the employee details,
organizational structure, physical data and processes. Metadata can be shared and give the
idea of quality and product generated by the enterprise (Bilalli et al. 2016). It can be seen a
strategic plan of any company to share, secure, distribute and capture the resourcesfor the
betterment of company’s future. This framework is required to generate and filter data
model. However, to ensure that the metadata domain is effective and efficient for the
company’s productivity, an enterprise must understand the management strategy as well
(Baca 2016). It should be noted that cost and time is the main concern of any business,
therefore total commitment by the management committee is required to enhance the
business profitability. It should be also mentionedclearly that in whichfield metadata is
required and what is the role of each data type. The metadata is considered a vital part in
expanding the quality of business information system as well as data governance.Thus, the
enterprise must highlight the importance of metadata within the enterprise and promote
the use of techniques and data management tools.
Important areas where metadata domain is used:
Finance department: The development of finance Domain Task Force has
helped in sustaining technological and business standards. The objective was
to make sure that every user has effectively contributed in proving the
structure of the business entities (Joseph 2015).
Healthcare department: The metadata domain focuses in providing access to
share the medical report of a patient electronically. The doctor uses

2.2 Function 2:Master data domain
Master data domain depicts the objectives of business and the information that
must be shared between other organizations. It mainly focuses on the employee domain.
Master data contains all the essential knowledge regarding the customers, suppliers,
products and materials (Zúñiga 2018). A master data can be can be valued as a collection of
principles and technologies that can assist in determining the accuracy and consistency of
an enterprise data. The processes and methods are used to ensure the quality, production,
and completeness of the data in any company. Master data domain helps in maintaining the
consistency of business entities and then servers them to different IT system through
integration techniques within an enterprise. It is important that one should not get confused
between master data and reference data. Reference data is a type of external data whereas
the master data are the business data objects. It is not necessary that the data of the
employees be always secured in a particular location. Sometimes it might get scattered
around in various business applications and reports. Managing the master data is important
so that the business processes are well defined. As it is a well-known fact that every
organization faces issues in the growing phase. According to researches, it is believed that
91% of data resources has been used which badly affects the business efficiency and
money(Rivas 2017). Hence master data management is necessary to coordinate the service
in order to gain fully consistent and compatible enterprise environment. Master data allows
an enterprise to experience to provide high quality service and experience to the customers.
It intends to eliminate all those factors that is responsible of draining the valuable time and
resources of an organization.

Impact in business: master data is helpful in fixing any issues pertaining in the
business organization. A business is incomplete without its product, employees and
customers. Master data domain has efficiently increased the competitive advantage
of the business.

the products. It helps the organization to cope up with the customer’s views and

3.0 Enterprise Information Architecture Reference Architecture
Enterprise information architecture (EIA) is a basic approach to implement and plan
the functions, which will help the business to understand the strategies of the organization.
The purposeof enterprise architecture is building a unified software and hardware
environment. This approach is necessary for enterprise coherence that leads to rapidness,
commitment and alignment(Mo and Lorchirachoonkul 2016). The main aim of EA is
improvement of delivery services and robust performance within the organization.The EIA
consists of three components: Business architecture, Technical architecture and
Organization architecture. In the first section, the business architecture gives an integrated
sight of data from a view point of business. The Technical architecture gives the view of
recent technical environment and how the further technologies will be implemented in the
present environment. Lastly, the Organization architecture works with the higher-level
organizational structure. It deals with the processes in the organization that is performed by
each individual unit in the company. The chronic use of EIA will help reduce the cycle time of
software development and enhance the productivity via managing and reusing. It also
minimizes cost and data redundancy thus, promoting data sharing (Rouhani 2015)
Reference architecture (RA) is used in information technology to choose an optimal
delivery method for any specific technology from an IT organization (Fremantle 2015).The
potential use of reference architecture can help in time an resource conservation.
Benefits of Enterprise Information Architecture Reference Architecture(EIA RA):
It provides a blueprint for evaluating data structure operations through corporate
data model.
It eases the growth of understanding business lines since the model has been
developed from the perspective of enterprise(Han 2017).
It provides a better clarity as the information is independent from the user interface,
application implementation and application specification.
EIA RA considers all the requirements and information needed by the enterprise
business.
It effectively recognizes any conflicts, inconsistency, overlaps within the enterprise,
and tends to resolve them quickly.
The EIA avoids any kind of data duplication by sharing and reusing the informational
assets, which eventually minimizes the service cost.

Lastly, the paper concludes by providing some disadvantages of electronic
government system and Enterprise Information Architecture Reference Architecture.

impact on social, political and economical factors can adversely affect the citizen.
Hence, it is important for the organization to consider the key element in the focus
area. The organization must adapt the enterprise Information approach to guide the
Electronic government system. It is recommended to use the metadata domain and
master data domain for the positive production of the enterprise. It is also required to
develop comprehensive strategy for the organization to grow the data value.
Establishing high level of strategies will help the organization to navigate through the
difficulties while implementing these processes.
