1. Introduction:
Considering the rapid growth of technology it is identified that information technology
has majorly impacted the operations of several sensitive fields which includes the health
care industries. Considering this aspect it is identified that Worthington healthcare system
is one of the practical application of Information Technology into the healthcare industry.
Followed by a detail analysis of the nominated case scenario of Worthington health care
system this study will provide a detailed understanding on the every essential aspect of the
nominated issues. While analyzing the case scenario it is identified that the chief
information officer of the Worthington Health care system has taken imitative for
enhancing the IT governance (Schultze 2014).
Followed by this consideration the paper will focus on the identification of issues
that are faced by the nominated organization. Along with this it will also focus of the
effective approaches that will help to enhance the IT governance into the infrastructure of
Worthington Healthcare system.
1.1. Identified issue-
Followed by a detailed analysis of the mentioned case scenario it is identified that
the chief information officer as well as the vice president of the Worthington healthcare
system has taken an initiative to improve the IT governance for the present information
system. Followed by these considerations it is identified that due to the occurrence the
disruption into the operations of the current system, the Chief Information Officer has
given the responsibility to improve the Information Technology management of the system
which will also help to deliver best results to its customers (Zhang, Zhao & Kumar 2016).
Currently with the present infrastructure of the nominated system the employees as
well as the managements are facing several problems to operate the IT functionalities of
the nominated system which is impacting the effectiveness of the nominated system.
Followed by these considerations it is identified that the Chief Information Officer is now
facing a huge dilemma between three situations which includes the decision of continuing
with the current system, improving the current system with major modification and altering
the current system with a new IT system (Al-Hila et al., 2017).
Thus, it can be stated that this paper will focus on the discussion of the factor to
improve the IT governance of the IT system of Worthington Healthcare.
1.2. Background-
After completion of a thorough investigation of the Worthington healthcare system it
is identified that this is an US based organization that consists of 27 healthcare amenities.
This US based company has taken the initiative to serve effective medical services to its
users. Those services includes the treatment of cancer, diabetes, cardiovascular services
and many more. This company is currently capable of serving almost 3500 patients at a
time and has the capabilities to manage near about 600000 admissions each year. Along
with these facilities the organization consists of 21000 staffs among which almost 4800
staffs are doctors with good expertise (Joshi et al., 2018).
1.3. Overview of the analytical tool-
While analyzing the background of the organization it is identified that Worthington
healthcare system is such information system that will manage the infrastructure as well as
the IT enabled projects of the organization. Primarily the organization utilizes the
application services and enterprise project management to gather the data and
management the operational activities of the organization by using those data (Gregory et
al., 2018).

2. IT project governance in Heath care system:
Followed by the above discussion it is identified that the in this case IT governance
holds a significant impact. Thus, a detailed investigation has been conducted on the
essentiality of the IT governance into the healthcare industry with the purpose to get an
idea about how the organization might get impacted by the improvement of the IT
governance into the operational infrastructure. The prose of healthcare system governance
reflects a broad governance style which includes several definitions and frameworks as
well (De Haes et al., 2016). Followed by these identification it is observed that governance
practice is consists of the actions to set strategic goals and paths to manage the operations
of the organizations, preparation of effective laws that will help to regulate the goals and
actions of the nominated organization with the purpose to improve the governance
practices of the organization. Along with this effective governance also consists of the
practice to make sure that all of the above mentioned rules and regulations are
implemented successfully and being followed as well.
Followed by these identifications a study of World Health Organization (WHO) has
incorporated leadership into with the concept of governance with the purpose to make sure
that the developed strategies are being followed effectively and the developed policies are
showing the expected results as well. Now analyzing these identifications with the
healthcare industry and from the analysis it is observed that the healthcare system does
not consists only the internal operation but consists the public systems as well (Bianchi &
Sousa 2016).
Considering this aspect WHO has mentioned that the governance into the
healthcare system requires several components those includes strategic vision, analysis of
the consequences, transparency of the developed law, equity, responsiveness,
participation, effectiveness, accountability, ethics, information, intelligence as well as the
inclusiveness. Followed by the above considerations it is also recognized that there are
several formulations as well as several functionalities are present which will impact the
effectiveness of the healthcare services. Along with these identifications it is observed that
It governance in to healthcare system will demand accountability with highest priority. Due
to this action this will encompass effective decision making approaches, more structured
work flow, effective service deliveries, improved accountability of the healthcare
organization as well as helps to balance the work flow of the organization (Fusheini, Eyles
& Goudge 2018).
While relating these findings with the nominated case scenario it can be stated that
enhancement into the IT governance of the healthcare organization will majorly impact the
success of the organization. Followed by these considerations it can be stated that
incorporation of effective IT governance will improve the organizational strategies that will
also impact the operational capabilities of the healthcare sector (Lock 2019).
Along with the above discussion a detailed study on the Worthington’s Healthcare
system and a detailed analysis on the information system is provided in the below section
that will help to get more understanding on the targeted area of this case scenario.
2.1. Worthington’s Healthcare system:
Followed by the above discussion a thorough investigation has been conducted on
the Worthington’s healthcare system in order to gather detailed information about the
current system. During the investigation it identified that at the initial stage of this
healthcare organization into the business field has developed servers, data centers, help
desk, biomedical equipment, application support portal as well as other effective features
for its customers. Although due to the organization’s operational infrastructure the
organization has faced several limitations with relation to less effective data management
and decision making approaches. Decentralized nature of the organization was the primary
reason behind this failure, due to which the organization was unable to keep the data of

their projects, workers as well as about their past operational data. Since, the organization
has faced several limitations while working thus, in the year 1999 a new CIO has been
appointed with the purpose to enhance the operations of the organization. At first the CIO
has taken the initiative to centralize the operations of the organization by segregating the
data centers into two sections one is for patients and another is for the staffs of the
organization (Rehman 2017).
During the investigation it is also identified that initially the organization used to
store their information by using spreadsheets and work documents and after storing those
records the staff will then summarize those documents into one with the purpose to send in
to the project manager. This process is very time consuming process thus, the CIO has
implemented the effective tools for project portfolio management with the purpose to
manage all the data and projects of the WHCS. Along with this a project management office
has been developed for the effective management of project and this department has then
restructured the project management and clinical process of the nominated organization
(Aalikhani, Rasouli & Aliahmadi 2019).
However, in the year 2006 the project management office has been closed due to its
failure to achieve the target made by the organization. While analyzing the reason behind
the dispersed it is identified that due to lack of communication and co-ordination between
the staffs of the PMO it was very difficult to achieve the set target of the organization.
Along with the above aspects it is also identified that WHCS has faced several issues
related to investment, involvement, co-ordination and the management of the operational
activities of the organization. In the year 2007 the new CIO Henry Richmond entered the
organization and initiated the approach to alter the project management process (Nuti et
al., 2016).
Followed by the above identification it is observed that soon after joining the
organization the new CIO has structured a whole new project management office with a
whole new team and the leader of that team was Charles King whose primary objective was
to improve the project management capabilities as well as the IT infrastructure of WHCS.
Following the above mentioned objective of King, the PMO team has implemented the
enterprise project management system which has majorly influenced the action plans of the
organization. However, in this case also the organization has failed to address the goals of
WHCS (Xesfingi & Vozikis 2016).
2.2. Information system:
After completion of this it is identified that in the case scenario of Worthington’s
Healthcare System effective management of information is very essential. Thus, a thorough
investigation has been conducted with the purpose to gather depth idea about effective
information management practices and its impact. During the research it is identified that
data governance is one of the trending topic now a days which primarily stands for the
practices to achieve data communication strategies, effective IT infrastructure, implement
effective data security and management policy, develop effective monitoring policies,
identify the issues as well as to mitigate those issues with effective strategies (Tabrizi,
Pourasghar & NIKJOO 2019).
Followed by these identifications it is identified that the key deliverables of an
effective data governance includes the development of data policies, creation of data
standards, development of project management services, improvement of data quality,
identify the data value as well as to develop the plan to mitigate the limitations present in
the organizational infrastructure. Considering this aspect it is identified that the improved
operations of the Worthington’s Healthcare System is required effective information
management process (Dueñas et al., 2016). While analyzing this aspect it is recognized that
information management process is nothing but the practice to handle the organizational
data as well as the data assets of the organization. The handling process of information
includes the process of data structuring, accessing, processing as well as destroying.

Followed by these considerations it is identified that in effective information management
data governance holds a major impact on it (Eckelman & Sherman 2016). While analyzing
the relationship between data governance, information management and IT governance it
is identified that data governance consist of several elementary components which are very
essential for any organization to incorporate enterprise information management and to
implement effective IT governance in to the organizational infrastructure.
Making allowance to these concerns it is identified that the primary focus of the
data governance includes the development of policy, strategy and standards. While
elaborating this aspect it is identified that the primary objective behind this activity is to
determine the stakeholders, analyze the role of the stakeholder, maintain the
accountability, develop new rules, and implement those developed rules as well as monitor
if those rules are being followed or not (Callander, Fox & Lindsay 2019). Along with the
above mentioned factor it also focuses on the quality of the organizational data which will
effectively enhance the effectiveness of the impact of data governance. While analyzing this
concern it is identified that in order to achieve a standard data quality it is very essential to
followed several steps which includes the identification of the important stakeholder,
establish effective decision making rules, develop the direction of the information quality,
supervise the data quality and report the prominence of the data quality (Nelson et al.,
2018).
Along with the above identification development of effective information
architecture and integration will help to improve the effectiveness of data governess.
3. Recommendation:
After completion of the above discussion it can be stated that for Worthington’s
Healthcare System it is very essential to implement effective IT governance strategies that
will help to address the identified problems present into the nominated infrastructure.
However, according to studies before implementing effective IT governance policies into
the infrastructure of WHCS it is very essential to assess the maturity of the present IT
governance capabilities. Followed by this recommendation it is also suggested to WHCS to
enhance the maturity of the IT governance by adopting strategic objectives that will
directly impact the effectives of adopted IT governance strategy (Gonczi et al., 2019).
Considering the identified aspects from the above discussions it is observed that
rather than changing the entire IT governance structure of the organization it is more
effective only focus on the problematic areas as complete restructuring may significantly
impact other functionalities of Worthington’s Healthcare System (Zhai et al., 2017). As it is
determined from the analysis that in the Worthington’s Healthcare System the current
infrastructure is facing several limitations due to its less effective communication, less
effective staff co-ordination, strategic alignment of operational activities of WHCS,
resource management, delivery of IT values into the organization and many more. Making
allowance to this concern it is now recommended to WHCS utilize specific strategies for
implement effective IT governance which are listed in the section below:-
IT & objective alignment-
In order to get effective IT management and objective alignment it is recommended
that the adoption of effective IT score card and a well-structured KPI rules will be very
operational. Along with this restructuring the WHCS architecture based on the objective of
the nominated organization.
IT resource management-
In order to implement effective IT governance into the infrastructure of WHCS it is
very essential to manage IT resources. The primary reason behind this action is to make
sure that the human resources present in the nominated organization is being effectively
utilized in order to achieve the targeted goal (Ladley 2019).

IT performance management-
Along with the above techniques it is also very essential to manage the IT
performance with the purpose to incorporate effective IT governance in to the
infrastructure of WHCS. This process will help to get effective knowledge about the
performances of the employ and the IT systems. Followed by these identification it will
develop the standard of performing operational activities of WHCS.
Development good leadership style-
Incorporation of effective leadership management will help to enhance the operation
of WHCS. During the discussion it is identified that due to less communication and
collaboration WHCS has faced such limitations, thus it is identified that adoption of
effective leadership style help to collaborate the staffs which will help to follow the IT
governance strategies as well (Alhassan, Sammon & Daly 2018).
IT Risk management-
Along with the above recommendation it is suggested to the organization to adopt IT
risk assessment technique which will help to identify that possible threat in the mentioned
infrastructure and will also help to determine effective strategies to mitigate the identified
problems (Alhassan, Sammon & Daly 2016).
Thus, after completion of this study it can be stated that the adoption of above
mentioned strategies will help to improve the IT governance practices into the
infrastructure of WHCS.
4. Conclusion and Discussion:
After completion of this discussion it can be summarizes that this paper has been
developed with the purpose to discuss about the case scenario of Worthington’s Healthcare
System in order to discuss about the conflicts faces by the system due to several less
effective operations into the organizational infrastructure. Making allowance to this
concern it is identified that in this case a significance of miss-communication and
collaboration has been identified that has majorly impacted the operations of the
nominated system. Followed by these considerations this paper has aimed to analyze the
importance of effective IT governance into the infrastructure of WHCS and how the
adoption of effective IT governance strategy will help to enhance the working capabilities
of WHCS.
Thus, it can be concluded that this paper has effectively analyzed all of the possible
aspect related to case scenario. Making allowance to this concern it is identified that in
order to support the above statement this paper has included a detailed discussion on the
background of the organization as well as it has identified the limitation present in
nominated case scenario. Followed by this discussion it is also discussed about the
importance of IT governance into the healthcare system and how these strategies helps to
address the identified problems. Along with this discussion the paper consist a detailed
elaboration on the Worthington’s Healthcare System and the operations of the current
operational infrastructure. Followed by this discussion it has helped to gather a detailed
knowledge on the impact of data governance in IT governance. And after completion of this
strategy it has also provided several suggestion to effectively implement the approached
strategy which will help to mitigate the identified problems.
5. Future Work:
After completion of the above study it is identified that subsequently after implementing
the recommended strategies into the infrastructure of Worthington’s Healthcare System it
is also required to effectively monitor the effectiveness of the implemented strategies.
Hence, it can be stated that the above mentioned strategies has been recommended with
the purpose to successfully implement the IT governance into Worthington’s Healthcare
System as the CIO has primarily intended to implement such strategic regulation that will

help to address the identified problems of the organization as well as to enhance the
operational capabilities of Worthington’s Healthcare System. Making allowance to this
concern it is also observed that in future the supervision of implemented strategies are
essential as this will help to get an idea about the effectiveness of the implemented
strategy and if the strategies are meeting the expectation or not (Schultze 2014).
Thus, in is recommended to focus on the monitoring and reporting process of these
approached strategies in future which will help the CIO of Worthington’s Healthcare
System to get an idea about the effectiveness and about the upcoming threats as well.
