making outstanding developments and as a result growth. One of the features that define the
advancements the company is doing is the website development project.

Government policy and process are set and documented procedures put in place by governments
to ensure proper management of various organization’s data or information (Nicholas 2017).
Government policies are helpful since they enhance universal service delivery to citizens.
Government policies boost economic growth and fair distribution of resources.

The BHP Billiton government has adopted a new policy entitled ‘Provision of Audit and Other
Services by the External Auditor’. This policy covers the organization’s Risk and Audit
Committee’s pre-approval policies and procedures in order to keep the external auditor’s
independence. Among the pre-approved policies are;
a. The Audit services which involve agreed scope of statutory audit of groups and the
group’s entities. This will grant the Risk and Audit Committee legal permission to
monitor the work of the auditors.

b. Assurance services - this policy will include work carried out outside the statutory audit
scope, this policy also includes reasonably related to the performance of a review and its
logical extension.
c. Tax services - in this policy, the tax nature does not in any way compromise external
auditor’s independence.
The organization has also adopted another policy, ‘the provision of other services by external
auditors’, the purpose of this policy is to cover the Risk and Audit committee’s pre-approval
policies and processes. It serves to maintain the independence of the external auditors. The other
work of this policy is to ensure the external auditors will be allowed to offer non-audit services.
The pre-approved policies in the organization must be approved regardless of the finance value
involved.

Project documentation is essential for referencing and following of procedures towards achieving
the goal of the project (Mir 2014). Good projects need to have an objective, scope and problem
statement. It this project, the main problem to be solved is paper advertisement costs and
reducing emerging competition. The main objective is to increase customers’ access to available
information online from wherever they are. Since the organization has global customers, they
need to even give orders online for services and goods.

a.) Project scope constraints may include unachieved goals and limited resources. Time
constraint may come from poor project scheduling and poor project management activities.

When it comes to costs, a project may stall if there was poor cost estimation; this is the main
constraint that has disqualified almost half of what makes projects stall.
b.) The scope constraint for this project might originate from competition. If the other
organizations have taken root on online marketing and business, then the objective of this project
will hang in balance. Time constraints might from cooperating staff and having to redo and retest
the website which is not up to the requirements of the owner of the project. Cost constraints may
arise from the organization not paying in time or doing partial payments.
c.) The main objective for creating a website for Bazaar Ceramics is to increase market coverage
and have an online presence for better and efficient advertising of the products they have to far
customers. The constraint to this objective may be competition. If the other organizations have
picked most of the far away customers, then Bazaar ceramics will have to wait longer for the
objective to come to practice.

In the recent times, online businesses have had a field day since online business reaches a wide
variety of potential customers and hence a need to adopt online advertising and customer
engagements. Creating a website for Bazaar Ceramics will make the organization have a better
online presence through adverts. This will bring more customers on board hence more profits.

Information gathering is the center of all projects (Papke-Shields 2017); one cannot start a
website creation project without proper information of what the website will serve. Information
is power. In this project, interviewing the Bazaar Ceramics staff, frequent customers to the

organization and more especially the owner of the organization will be the information gathering
technique. The data collected will be analyzed and stored for use during the requirements stage
of project design.

This project is not for JAD, it is web-based. It is easier for clients to get information from the
web that from just an application.

SYSTEM Development Life Cycle is the step by step procedures followed by system developers
in order to come up with a functioning system. In system development, developers have to
follow laid down processes in order to come create operating software. The SDLC include
requirements stage, gathering of information and system delivery among others.

Waterfall model is a system development methodology where all the processes for system
development must follow a step by step procedure to system delivery. Spiral model involves
system development following the procedures on a circle manner, the development stages can be
reversed unlike the waterfall model. Fountain approaches involves system development with the
stages spreading from the center. It does not need a strict step by step procedure.

The iterative system development model can be used in the project to implement coding. The big
bang model will be used to develop the HTML files for the system.

This project will be done using the spiral model; the website development will be divided into
modules which can be reversed for error detection and fixing.
