INTRODUCTION
The current study is based upon the case study of Jen and Mick who are facing many
issues related to different areas. That is why, they need a support from the solicitor. The report is
divided into two parts such that in agency report, entire information related to Jen is presented
and different roles and responsibility of an agency is also discussed. the next part of the study is
report to the solicitor in which legal advice is provided to Jen in order to deal with the problem
which she faces.
Agency report
Introduction
As per the case study, there are many charges against Jen such as Fraud, Obtaining
money by Deception and against fogery etc. As the mental condition of Jen is also not so strong
and that is why, she hire a solicitor. But on the other side, she prefer to take help from agency
because they provide proper care and by determine the actual past and reason why she had to do
these kind of wrong deed, they provide proper assistance. The solicitor also wondered how Jen
was getting all the money for gambling, but he did not dare to ask because it may look in an
awkward way because it may creates wrong expression in front of Jen (Khenfer et.al., 2017). As
the agency is also require the advice, also seeking to address the problem which Jen face in order
to solve the issue. While on the other side, solicitor provide provide legal advice to client, but do
not provide proper care which actually Jen needs. That is why, the agency is prefer over
solicitor.
Also, by determining the problem of Jen, agency can provide effective care and proper
quality care services that assist to make a life change as well. Further, Jen is still not forget her
past i.e. childhood and even after her marriage, she faces lots of trouble. That is why, by
identifying the reason, the agency wants to help Jen

Duty of care: Under this, the agency should make sure that they have a right to avoid

harm. For example, in the case study, the behaviour of Jen is not normal and that is why, agency
must take responsibility in order to avoid behaviour so that it do not cause any harm to others.
Principle of administrative law: It refers to the extent of power and responsibilities
which are controlled by administrative agencies of Australian government that make sure that
people and government are bound by law. As per the current scenario, there are many agencies
who also support Jen in order to solve their problem and in return provide best services to them
by complying with the effective laws and key aspect too (Hofmann, 2019). These agencies are
voluntary organization such that Orygen who provide care and support to the Jen in order to
improve the condition. Thus to ensure transparency and accountability, agencies should make
sure that they provide information to all the stakeholders so that it is used by the people

To run the agency in a proper manner, there is a need to comply with the international
conventions. That is why, Convention on the Rights of Persons with Disabilities (CRPD) is the
binding international human right instrument that helps to address disability. As per the case
study, Bassie is suffering from Autism and that is why she needs health professionals at Autism
Early Intervention and Therapy Centre (Schammo, 2017). It is important to comply with the law
whose main purpose is to promote, protect and ensure equal enjoyment of all human rights and
freedoms to all disable persons to promote dignity.
Another international convention is also incorporated into agency's operation i.e. United
Nation Declaration on the right of Indigenous people which was adopted in 2007. This also
established an universal framework of minimum standard for the survival, dignity and well-
being of all the indigenous people (Liasidou, 2016). In the same way, as per the case study, Jen
also got help from the Indigenous girls, she met in Juvenile Justice detention centre and they
also helped her by providing a sense of belongingness which she had rarely experienced before.
So it is clearly analysed that International conventions incorporate into agency operations in
order to promote the dignity of all the human being.
How agency should deal with handling of client
Agency deals with the client's conflict and that is why, there is a need to consider all the
three aspect i.e. legal, ethical and organizational aspects. The agency need to comply with all the
relevant legal laws and regulations so that it will not affect the entire operation. Also, there must
be a code of conduct so that it will help to run an entire business ethically (Najafi, Abdi and

Khanjani, 2019). In addition to this, in order to comply with Data Protection Act, agency should
not share any personal information to third parties because it may cause negative impacts upon
the overall brand image. Also, it is necessary to record, store and access the entire information in
such a manner that will help to deal with all the problem in an effective manner.
There are three principles in which the agency depends so that it will run in an effective
manner. It is necessary for agencies to provide effective legal, ethical and organizational training
to keep their business models up to date and running effectively (Machado, 2019). Also, to
handle the client and service, the agency may also use new and advanced tool i.e. customer
database software that assist defining aims and also examining the problem. Further, the agency
will have all the three kinds of power like executive, legislative and judicial which clearly shows
that there is a need to determine exact reasons so that it can be easily handled easily. Also, the
information should not be released at any cost to the third party because it cause negative
impacts upon the overall performance of a firm.
Information should be included in referral report
For referring report, agency must include the relevant history of a person i.e. reason for
referring and issue from which a person is suffered from. Also, this must include all the personal
details in a brief manner for another agency. Moreover, a summary of issue from which an
individual is suffering should be included within a report so that it will be easy for referral
report to analyse the present as well as past condition of a person in order to make decision
accordingly (Prang and et.al., 2018). Also, personal information should be added that assist to
determine the background of a person. Factual information about concerns and observations
must also be included. Further, it is necessary to make sure that the personal detail will be shared
in confidential manner and there will be no third party involved, otherwise it may cause other
harm as well.
How agency's administrative and professional decision making process incorporate the principle
of natural justice
In order to make better decisions, the agency's administrative should make sure that it
incorporates the principle of natural justice i.e. adequate notice, fair hearing and no bias; and this
in turn helps to make proper decisions for the client. Also, the natural justice relies upon the
right to a fair hearing and is concerned with the general manner in which a decision is made.
While on the other side, procedural fairness means the fairness in procedures which is followed

when arriving at administrative decision. Also, it is another principle that is necessary for the
administrative justice and even a person can also file an appeal and get a decision. Thus, to
make better decision, principles of natural justice must be comply (Pollanen et.al., 2017).
Further, to make accurate agency decision, parties are involved that ensure the agency's
administrative and professional decision making process can incorporate the principles or not.
Also, it determine some challenges which may affect the user or client which in turn make
wrong decision.

The current study is based upon the study of Jen and Mick who faces many issues with
regards to their personal lives and that is why they need an agency as well as solicitor who may
assist in providing assistance to overcome the problem in an effective manner. Also, in the
context of case study, Jen and Mick face housing issues and do not get proper social and
emotional support from their family because of life events. Also Jen's gambling problem
affected their entire life and that is why they need to get rid from this problem.

Jen Johnson is a 21 year old lady who is suffering from many issues since her childhood.
Now she is involved in many charges such that Fraud, breaking, stealing etc. On the other side,
her husband Mick whose age is 25 years met Jen when she was only 16 (Ridgley, Snyder and
McWilliam, 2020). They have two children, Hannnah whose age is 4 years and she is intelligent
girl; while Bessie is 3 year old facing Autism and requiring treatment at Autism early
Intervention and Therapy centre at Westmead Children's Hospital. Currently the entire family is
suffering from many problems and that is why, they need a solicitor or agency.
On the other side, Berry Starr who is legal advisor or Solicitor who provides legal advice
to them. Also, Solicitor possesses as completed law degree and must have a good experience in
all legal terms. Further, Solicitor must complete two year period of recognized training before
handling any case.
Issues and the services provided to Jen
As per the case study, Jen is facing issues related to gambling and money as well as
household management issues and that is why she needs a solicitor who provides the best way
to meet the defined aim. That is why, agency must provide social support and determine the root

cause that makes Jen so violent (Raleigh et.al., 2017). There are many charges along with $70
thousand and that why, the solicitor advises them to plead guilty so that the charges which are
imposed on her is forgive and as a result, she start living happily. Also, they may get a
community- based order rather than a custodial one so that it is directly cause impact upon their
lives. It is further justifies that with the help of community based order, offenders get an
opportunity to stop the criminal behavior and as per the scenario, Jen is suffering from many
issues. That is why there is a need to impose community based order to ensure that offender is
meeting all the condition which court is imposed.
Also, there is not much more information introduced related to Jen's past but providing a
brief summary of her childhood, and her mother is go through with tough time which makes Jen
so tempered and always consider the cause of her behavior changes etc.
Relevant legal matter with regards to Jen
While discussing with Jen related to her past, it is analyzed that her childhood is so
fearful because at a very small age, her mother had raped at the teenage. This thoughts and
wrong memories related to Jen's past always makes her depressed. Also at the age of 16, when
she met with Mick, there were many complication of their marriage and she got pregnant at such
a young age. She clearly describes each and every thing to the legal advisor, but on the other
side, she also involved with many wrong crimes and now she needs counseling. Also Jen is
feels guilty for all the wrong deeds and that is why, the Solicitor provides legal advice to plea in
front of court (Tye-Murray, 2019). Also, the criminal sentencing identified that if the offender
have any criminal history and offender also undergo personal stress while committing crime. So
this is also shows that it is a legal matter as per the event which had already happened.
Assessment and conclusion
As per the above it is summarized that Jen is facing many personal issues from the
childhood till now and as per the facts, it is analyzed that she need support from the agency and
that is why, to promote community well-being as well as social justice by serving all the people
without any exclusion, Glenaurie provides all social and material support (Aboulhosn ampersand
Kleweno, 2016). Thus, it is the prediction which helps her family to live easily and minimize
the level of issue as well. As the event when Jen met with some indigenous girl who provide her
with a sense of belongingnes . Hence, with proper care from the community, Jen and her family
can start living their life in better manner.

Service plan for Jen and for their family
The family service plan for Jen is as below:
People and organization involved: In this, involve or get information from all the
organization or community involved in Jen case i.e. Marigold Community centre, Alpha
Community housing Association, Penrith Lifeline Problem gambling Program, FACS, e Autism
Early Intervention and Therapy Centre at Westmead Children’s Hospital and Glenaurie
Community Legal Servics. This helps to collect information from all the community so that
proper action is taken.
Level of functioning: take cognitive assessment and determine the current situation of
Jen and their family in order to make better decision. Proper medical assessment should be done
in order to make decision ( Zachary Fenell, Service plan, 2020).
Family information: There is a need to determine the family information which means
to examine the history of family and the family's priorities and concern so that the needs are
identified.
Services: As Jen's child faces Autism that is why community should also provide best
therapy that helps to minimize the issue and also provide written opinion which can help to
solve the issue (Hall and et.al., 2020).
Outcomes: In order to implement this service plan, needs are identified and with proper
care to the family of Jen, it will be easy for them to meet the define aim.
CONCLUSION
By summing up above report, it has been concluded that there is a need to provide care
and support the offender and as per the study. Jen is suffering from many issues related to house,
overdrinking and financial issues. That is why, by getting proper care form the community, it is
easy for them to live happily. The report also suggests the plan for Jen which includes five
stages in order to cope up with many challenges.
