AI Summary
This portfolio delves into project justification and contract processes within asset-rich organizations, particularly focusing on the Brisbane Airport development. It examines the critical steps involved in justifying projects, including appraisal, implementation, and operation, while considering internal and external factors like funding, viability, and ethical considerations. The portfolio highlights the use of various tools and techniques for quality management, such as quality policies, principles, and working instructions, emphasizing the importance of continuous evaluation and improvement through Business Process Re-engineering (BPR) and Total Quality Management (TQM). Furthermore, it discusses the tendering process, emphasizing adherence to government regulations and careful analysis of tender conditions. The importance of teamwork and communication, facilitated by techniques like spider web communication and Belbin's team roles, is also highlighted to ensure project success and stakeholder satisfaction. The portfolio references key literature to support its analysis and conclusions.

1. Review using clear
terminology the
key areas and
processes of
project, program
and portfolio
management
practices as applies
to asset rich
organisations.
For an asset rich organisation, it is essential to justify the project such that the
project may be continued in accordance with the plans. It is essential to justify
the project that is required to be approved by all the three levels of
government. In the project process, it is essential for the company to undertake
the various processes such that the project can be sanctioned. In order to
sanction the project the steps that are required to be followed are the appraisal,
the implementation and the operation of project. In the appraisal, it is essential
for the project management team to get it cleared by the government of the
country. After this step is done, the next step would be to critically undertake
the processes such that the implementation can be done. In this, it is required
that the project should be started keeping in mind various internal and external
factors such as project funding, viability, affordability, contract requirements
and also keeping in mind various other ethical considerations. The major part
while completing the project was the investment. In this phase, it is required
that the project manager should specify two essentials of the airport
construction i.e.
The interest payments that are compounded during the completion of
the project will also be included in the cost of the project.
The investors of the project would not be able or allowed to derive any
benefits until the project is successfully completed (Smith, 2002).

It has been identified that in the process of development of the Brisbane airport,
there are various processes involved that may imply a huge impact on the
project development. Various tools and techniques have been used in order to
complete the project and ensure the quality management which has been
stated below as follows:
The company has adopted a quality policy according to which all the
processes and techniques would be done keeping in mind the quality of
equipment’s and tasks being done.
The quality principle is another technique that was kept in mind during
the development of the airport. These principles were distributed
among the employees to ensure that they follow them and complete
their respective tasks (Stevens et. al., 2010).
Working instructions were also given to the employees which are a
paper that guides the evidence of completion of the tasks and how to
do the same.
It has been identified that it is required by the project manager to keep an
evaluated and a close check on the processes of the management of quality in
the project development. BPR and TQM are the processes that can be chosen
for the same (Smith, 2002).

3. Present and

processes that are
based on sound
policy, information,
and research that
enable project
justification,
tenders, contracts,
and selection
The tendering process of an asset rich organisation is essential and critical
especially if the tender is being provided by the government. The tendering
contact is thus required to be in accordance with the structure of the company
and should not imply a financial and operational burden on the organisation.
The tender of Brisbane Parallel Runway was acquired keeping in mind various
essentials which have been identified by HB 140-2000 Administration manual for
AS 4000-1997 General conditions of contract. These have been stated below as
follows:
Analyse the supplier databases of the government in a critical manner
and register in the one which is in accordance with the operations of a

company.
Analyse the closing date for the tender and response accordingly.
Ensure that the elements of the tender would not imply pressure or
implications on the organisation.
Carefully read the terms and conditions of the tender.
In order to procure the tender for the development of the airport, there were
the processes that were followed by the company (Bell, 2009).
4. Critically analyse
management
strategies and
operational
activities from a
broad perspective
to ensure safety
and quality, to
avoid overruns or
rework, to manage
variations and
claims, and to make
decisions to
discontinue or
close projects.
In order to assure and ensure the quality of the project, there were various
steps taken by the company that has helped in the effective and efficient
completion of the project. The TQM and Business process re-engineering are the
processes that have been critically undertaken by the company in order to
effectively complete the project.
TQM is an approach used by the companies in order to ensure the internal and
external operations of the project are effectively enhanced. This also helps in
increasing the satisfaction of the key stakeholders of the company. TQM
approach has been used by the company in order to effectively develop the
Parallel Runway at Brisbane Airport such that the company may be effectively
able to cut the costs incurred and also is able to manage the risks that might be
faced during the completion of the project.
Another technique that was used by the project managers was BPR (Business
Process Re-engineering) in which various processes that are required to
complete the project have been analysed individually in order to ensure any
kind of overrun or rework. In BPR the critical analysis of the processes and
design workflows is done such that the activities can be effetely allocated time
and milestones can also be achieved (Fazel, 2003).
5. Demonstrate an
effective,
professional level
of teamwork and
communication and
It has been identified that I order to ensure the teamwork and collaboration in
the development of the project the technique of TQM was chosen by the project
manager. In this, the tasks were effectively divided among the workers and a
close check on their activities was being done. In order to ensure effective
quality, the communication technique that was chosen is the spider web. In

spider web technique a lower level worker can also approach the manager of
the project in order to tell about the issues and difficulties faced by them in the
completion of the project. This communication has effectively helped in
ensuring the team spirit. Also, it has been identified that there were various
managerial and human behavioural techniques such as Belbin’s team roles were
used by the project manager to ensure effective teamwork and learning in the
completion of the project (Smith, 2002).
