PREFACE
The Safety & Health Plan report has been prepared in compliance with the
Safety, Health & Welfare at Work Regulations 2013 (SI No. 291 of 2013). It also
includes subsequent amendments. This document provides necessary
information needed in the Project Supervisor Construction Stage (PSCS) and is
based on project information available at the time. The client must retain a copy
of the report.

1. GENERAL DESCRIPTION OF PROJECT
1.1 PROJECT DESCRIPTION
This section is not part of the contract since it only provides the necessary
INFORMATION. Therefore, the entire work scope and contractor obligations are
verified by referring to the set of contract documents. It includes:
Also, the roof cover needs to be repaired or replaced where possible while
the floor also needs reconfiguration and extension.
The Scope of Works consequently consist of roof replacement and repair.
The lighting and heating systems, floor coverings and decoration need to
be upgraded.
1.2 SITE LOCATION
The Kimble building is an old 1800s three story building located in Dundalk town centre.
Although the building is not protected, it is of historically significant due to its age and
therefore must be approached with the greatest care.
The building was initially used as the main office for Fyffes bananas. The site is well
situated since it has a street access to the front, a car access to the back and a large
carpark accessible across the road. The building also has a downstairs arcade, middle
floor workshop and offices. The second floor comprises of a small head office and a large
open plan office. Currently, the top two floors are undergoing some renovations despite
being in use. At the back of the is a yard with some old ruins of buildings.

1.3 APPOINTMENT OF PROJECT SUPERVISOR FOR THE
CONSTRUCTION STAGE (PSCS)
The PSCS is appointed by the client and it is charged with sole responsibility of
managing, controlling, coordinating the construction work as well as implementing
the health and safety requirements during the project development phases. This
appointment shall be made and accepted in writing. Before the construction
works commences, the Health and Safety Authority shall be notified on the AF2
Form.
1.4 ESTIMATED TIMESCALE/ PHASING OF PROJECT
The timescale of the project is to be carried out in line with the Clients
requirements.
The safety, health and welfare of those persons directly or indirectly involved in
the project should not be affected by the project schedule. This will allow the
project to meet the desired requirements and should be overseen by the Project
Supervisor for the Construction Stage.

1.5 THE PROJECT SAFETY & HEALTH PRINCIPLES
The objectives for this project are to:
Prevent fatalities and injuries.
Eliminate dangerous occurrences
Avoid unsafe and unhealthy work practices
Ensure adherence to the set legislation and Codes of Practice.
1.6 MONITORING & REVIEW OF SAFETY
The PSCS manages, monitors and reviews health and safety implementation and
performance on an ongoing work. A copy of the reports to is also submitted to the
design team as well as the PSDP Supervisor.

A full set of existing and proposed drawings are provided together with the tender
documentation.

1.8 EXISTING SAFETY FILE / EXISTING RECORDS
We are not aware of any existing safety file or records at this time.
2. INFORMATION REGARDING THE PROPOSED SITE
2.1 RELEVANT ADJOINING LAND USES
The Kimble building is a 1800s three story building situated in Dundalk town
centre.
2.2 RESTRICTIONS ON WORKING HOURS
The project team will agree with client t determine the working hours. An example
of working hours schedule is shown below.

07:00 - 18:00 Week days (Monday to Friday)
09:00 - 14:00 Saturday
No work shall take place on Sundays or public holidays.
2.3 Noise/Dust /Vibration
The PSCS is to ensure noise, dust and vibrations are kept to a minimum.
2.4 SITE RESTRICTIONS AND RESTRICTIONS ON ACCESS
The PSCS and the contractor must adhere some set restrictions during the project
development phases. They include:
The work area must be secured to ensure that the of public do not
accidentally enter the site. This is especially to the construction works next
to commercial and residential buildings.
All the debris and other work materials to be removed from the adjoining
street(s).
Heavy and noisy works must be completed within normal working hours for
minimal disruption to the neighbouring people and properties. This must be
ensured by the contractor through proper planning and observation of any
restrictions.
2.5 Method Statements
Shall be submitted by PSCS in a detailed writing. It covers the sequence of work
operations and the temporary works where required before start of the work.
2.6 OTHER WORK ACTIVITIES NEARBY
The PSCS is to satisfy themselves concerning the activities adjacent to the working
cite.
2.7 EXISTING SITE ACTIVITIES
Currently, the site is a residential home for tenants.
2.8 KNOWN EXISTING SERVICES
Before beginning any work, PSCS must ensure that all the electrical power lines
are safe to avoid dangerous occurrences.
2.9 LOCAL EMERGENCY PROCEDURES

The PSCS should include the emergency procedures for normal operation hours
and odd hours. These procedures will further include the names and contact of
the emergency organisations and people. These people should be capable of
dealing with emergency situations at any time.
2.10 LOCATION OF WELFARE FACILITIES – CONNECTIONS FOR
WATER, ELECTRICITY, SEWER
With approval from the client, the PSCS shall arrange the compound location with
minimal disruption.
2.11 ANY PARTICULAR SITE RULES
Safety provisions as well as site rules and requirements shall be provided for safe
working conditions. They are covered in the report appendix.
3. PARTICULAR RISKS
Particular may be covered within the risks, as provided by the Project Supervision
for Design Process are outlined in this section.
However, it does not include foreseeable risks that are managed by the contractor
and PSCS since the two are competent and will take up control measures as per
the SHWW (Construction) Regulations 2013. The control requires a Safety System
of Work.
