Introduction
Organizations have adopted knowledge management system to make operation easy. It is an
information technology system which stores data and can be accessible to the users. The
database has numerous advantages to daily activity as it saves time and resources used to acquire
information. To catch criminal Miami-Dade County police department took the best action by
implementing the system in the process of prosecution of the suspect. The system increase
collaboration between different department in an organization by locating repositories and
capture secure information’s. The implementation process includes identification, preparation,
coordination, evaluation, determination, launching and maintenance of the system (Dalkir, 2013:
23)
The Miami-Dade County police department adopted the knowledge base system to develop web
service initiatives, equipping county process with IT infrastructure and simplifying and
standardizing the IT environment. The system will assist police in convicting criminals by, cross-
checking their records in the order. It is a breakthrough in technology advancement in the
security sector. With laptops in police vehicles, it will minimize the time for the officers to
search person history by cross-checking database in different security agencies. With the web
services, the Miami-Dade’s policy department can log in to access the portals which will link all
service which one can fully access.
For a long period, access to a criminal database by the traffic police seems a challenge. It was
challenging to integrate old database concurrently with data from the States agency and Federal

years with huge expenses incurred (Ross, 2017).
Knowledge management problems are challenges that most organizations pass through in
making financial and operational decisions. The Miami-Dade County police department faced
with time issue of developing a system to assist the department in working effectively. There was
also a challenge of developing a stable and efficient mainframe that is integrated (Polkowski,
2013). Developing a standardized technology that could run efficiently posed a challenge as a
database-access project was needed. Other problems include having the expert to establish the
system; most staffs were not IT expert forcing the department to hire more workforces who were
to work jointly and develop the best web service.
Tacit knowledge also means knowing-how; the knowledge is embedded in one’s mind and
gained through experience at a particular field of work (Turner, 2018: 45). Through learning and
personal experience, a person can do the best acts for the gain of the organization. The IT expert
had to work, with the Miami-Dade police staff to develop an extensive system that will assist the
traffic offices in handling offences. Developing mainframe took time; thus they use their
experience to build web service that will work efficiently. It was not possible for anyone to start
developing the system without the skills and experience. Explicit knowledge also referred to as
knowing that. It is written in books, documents, reports and journals (Collins, 2010: 76). To gain
ability one has to read them always before developing something. Most Miami-Dade traffic
records recorded in books; hence it needed to be uploaded to the system on the daily bases as the
events occur.

explicit knowledge that is based on reading books and documents to get the insight to take action
(Elton, 2010: 151). There are also other types of expertise which include;

complete system. Conducting an interview and using question is the most appropriate way of
collecting data since it saves time and resources. Individual data needs protection from any form

the system will secure an unauthorized individual who may have evil personal agenda.
For the success of the Miami-Dade County police department, they need to have the follow the
following recommendations. One is adopting the Intelligent Character Recognition (ICR); this
technology will assist the Police in capturing and recognizing handwritten documents like the
driving license for easy identification. It may be expensive to employ this technology, but it
helps in enhancing police service. Also putting necessary security measures to secure the system
from hackers and any virus threats that may hinder its smooth functioning is essential.
Also using voice recognition devices is also essential in the identification of offenders as who
may appear violent and refuse inspection as required by the law. Training the police offers and
other staffs in the Miami-Dade County police department will equip them with knowledge on
how to handle the system effectively. Introducing new technology in an organization is
fundamental that all the staffs need training without discrimination of any form.
With BTOPP framework, it is clear that the organization is doing excellent work. The
organization is sharing information with the State and Federal department in handling cases.

results in a better performance as compared to the past.

out testing of the system, and lastly, they need to make follow-ups to ensure that the problem is
completely solved. Outlining the issues first is essential since you cannot start developing a
solution without knowing the primary objective (Holtshouse, 2013: 23).

cases. It is possible for data to be analyzed with references from large sources thus making
