LAW ENFORCEMENT AND INTELLIGENCE FUSION
Utilization of information by NCTC
The National Counterterrorism Center (NCTC) is located in U.S., and is commonly
referred to as an organization, which has the sole responsibility of handling national as well
as international efforts related to that of counterterrorism (Lynch, 2016). This organization is
solely based upon the Liberty Crossing, which refers to a modern complex near the Tysons
Corner belonging to McLean, Virginia. NCTC is the only organization, which advices United
States in every little matter that is related to terrorism.
FBI’s New York field has got some information related to a suspected move of a
terrorist from that of the New York City to Lahore, located in Pakistan. The New York field
also contains the additional information regarding the meeting of this particular terrorist with
that of the other terrorists in Pakistan, itself. Hence, with all of the information, NCTC can
put a bar on all of the outgoing international flights for at least a week or keep a check upon
all of the outgoing passengers to Pakistan (Nacos, 2016). Any suspects on the airport or the
seaways will be procured and kept under observation until and unless the truth comes out
from that suspected person.
Function of NCTC with USIC
NCTC performs five of the main functions with the USIC as a provision of support
towards the nation’s efforts towards CT. This Center has been authorized to have the access
into all of the existing information related to terrorism, which is held completely by the USG.
The particular authorities belonging to that of the NCTC effectively bridges the divide
between the all of the related foreign as well as the domestic intelligence, hence providing an
allowance to the particular center to bring the existing whole of the approach of the
government to its limited area belonging entirely to the mission (Cronin, 2015).

NCTC works under the USIC following the following main steps as a prime objective
to diminish and finally nullify terrorism from United States. The steps are Threat Analysis,
Identity management, sharing of information, planning related to strategy and lastly, national
management of intelligence. The NCTC will severely run specific analysis upon the present
evidence as informed by the New York Field as a result of the suspicion, join hands with that
of the USIC and hence, will take necessary help and proceed towards the prevention of this
particular threat.
Process followed by NCTC
NCTC carries out five of the prime objectives in order to combat the terrorist forces
as a reason to fight against this upcoming situation, which is suspected by the FBI New York
Field (Sempijja & Nkosi, 2019). The main processes that is being followed by the NCTC in
order to present its worth in front of the upcoming situation is,
i) Analysis of Threat- To have a proper analysis of the threat, which is being posed
towards the safety as well as security of the United States by the terrorist who will
be travelling to Lahore, Pakistan.
ii) Management of identities- the NCTC will have the responsibility of having to
check the identities of all the passengers availing the flight as well as the on the
ports for a reason that the person might even leave the nation with the utilization
of the seaways.
iii) Sharing of information- NCTC ensures the fact that the other existing agencies
having the possession of CT missions shall have the access to the receiving of
intelligence, which is needed for the accomplishment of the particularly assigned
activities.

CT missions within the functions related to the intelligence, activities as well as
disciplines for achieving the unity related effort as well as the effect.
v) Planning of strategic Operation- NCTC also has the inclusion of statutory
responsibility of conducting operational management, which is completely
dependent upon the strategies. The operational management is completely
dependent upon the CT activities prevalently present across the USG, along with
the integration of all the instruments related to that of the national power.
Role of NCTC
NCTC has the additional responsibility within the field of statutory to proceed with
the conductance of operational planning completely based upon the strategies related to the
operations carrying out within the NCTC services (Smith, 2017). The integration of all such
activities lie within the field, which is related to the diplomatic, military, intelligence,
