Best interest decision need to be made when an individual has been assessed as lacking

main decision that I need to take as a care provider is to decide which place would be
better for him. As he lives alone in council flat on the 10th floor and visit his mother
once a week. But now, he is not able to even maintain his accommodation and personal
hygiene.
