Introduction
This specific report is focused on design and arrangement of the prestigious FIFA World
Cup Football tournament event, which is going to be held in Qatar. According to a press around
allegation it is recognized that Qatar may lose the position of world Cup event host due to bad
weather condition. Qatar itself has also responded in this allegation. As the football committee of
Qatar itself is interested to play the role of host therefore, thus they planned to dismantle the
parts of football stadium to other developing countries for constructing new stadium.
This report demonstrates the football world cup arrangement project detailing the
professional project management process and practices. Apart from this, the process of PMBOK
or Prince2 that would help to manage the project stakeholders is considered in this paper. In
addition to this, a critical stakeholder for the event is also illustrated in the below section. For
this project the ways through which the lean project management will be implemented are also
elaborated here including the areas as well as opportunities where the waste of the projects can
be eliminated. The processes from Organizational Project Management (OPM), PMBOK,
Prince2, Lean Six Sigma, and Agile Practices are individually considered to implement the lean
project management.
1.0 Identification and elaboration of project management processes
1.1 The process from PMBOK
In order to manage all the assigned stakeholders of World Cup 2022 event management
project the processes either from PMBOK or Prince2 are required to be considered. According to
Bodily, Nyland and Wiley (2017) the stakeholder management process helps to identify the
groups, people and organization as well. These elements can be impacted by the project and at
the same time the project can also be impacted both positively and negatively by these
components. The major processes associated to PMBOK stakeholder management process
include stakeholder identification, stakeholder management plan, and stakeholder engagement
plan and control the stakeholder engagement.

According to PMBOK stakeholder management process there are some stakeholders who
impact the project positively but some impact negatively also. At the same time it is also true
that, some of the stakeholders have much power and influence that the rest of the stakeholders.
However, the success and failure of any project is dependent on how the project managers are
playing the assigned roles and maintaining relationship along with stakeholders Some activities
are enlisted in the below section those needs to maintained for managing the project
stakeholders. In order to accomplish the stakeholder management in FIFA World Cup
tournament arrangement project in Qatar, 2022 the steps must be followed are as follows:
Identification of the potential stakeholders
Accessing the influence, interest and capability of each of the assigned project
stakeholders
Understanding the requirement and expectation of assigned project stakeholders
Developing professional project management strategies for the different
stakeholders
Continuous communication along with the stakeholders
Identification of the stakeholders: It is the very initial phase of project stakeholder
management. In this step, people as well as organizations that might be impacted by the project
are determined considering their interest and involvement. In order to maximize the positive
influence and minimizing the negative influence the project manager needs to devise the
strategies initially. The relative importances of the stakeholders are needed to be prioritized by
the project managers. This must be done based because of time limitation of the project
managers and large numbers of stakeholders. The three components of stakeholder identification
are inputs, outputs and tools. Project charter, organizational process asset, procurement
documentation and enterprise environmental factors are the inputs for managing stakeholders.
The tools that are used for designing the stakeholder register include stakeholder analysis,
judgment from the experts and meeting.
Stakeholder management plan: In this phase the assigned stakeholders are assigned to
respective job roles and responsibilities. Then it becomes their responsibilities to accomplish the

applied for managing the stakeholders. Though, in order to gain positive influence from the
stakeholders it is very much important to give them equal priorities. The stakeholder register
which defines their roles and responsibilities include their designation, assessment and the
classifications. Apart from this the other thing that has to be considered by the project manager
and the project team members for implementing the FIFA World Cup project are improved
communication approach. The stakeholders need to use open communication instead of upward
and downward communication while interacting with the rest of the project team members. It
will help the project members. With the help of open communication the stakeholders will be
able to share their ideas and point of creativity with the rest of the project team associate.
Management of stakeholder engagement: After implementing the strategies for
managing the stakeholder the other thing which is required to be considered by the project team
members and manager include stakeholder engagement. According to this phase the project head
needs to implement different effective approaches through which the stakeholders will be
interested to keep themselves engaged to their assigned roles and responsibilities.
Communication method, interpersonal skill is and the management skills are the tools that are
widely used by the project managers to get Organizational project management updates, issues
log, change requests, updated project management plan etc. Apart from this the other approaches
that will also help the project manager to keep the stakeholders engaged include reward,

skills that helps the project managers to motivate the stakeholders to become more engaged to
the project objectives and goals.
Control stakeholder engagement: Control stakeholder engagement is referred to as the
process that helps to monitor the relationship between the stakeholders by adjusting the
necessary strategies. The inputs to stakeholder control approach are project management plan,
issue log, work performance data and project documentation. The tools that are used for
controlling the stakeholders of the project include information management, judgments from the
stakeholders and meeting. The outputs that are successfully generated include work performance
information, change request, updated project management plan and organizational project

and procurement management etc.
1.2 The critical stakeholder of the event
The stakeholder committee is responsible to advise as well as assist the council on each
matter that is related to the football tournament. They are also responsible to manage the
relationship among the clubs, leagues, players, associations, confederation and FIFA. In order to
design and implement the Football Tournament event 2022 in Qatar the assigned stakeholders
and stakeholder committee are as follows:

Standing committee including the governance committee, review committee,
organization committee, medical committee, players status committee and referee committee.
All the associate members are required to accomplish their assigned job roles within the

2. Ways to implement lean project management
After analyzing the project management prcatices it is defined that most of the projects
are focused on lean principles. It can be said that all the issues associated to project can be
completely resolved with the implementation of the lean project management approaches. There
are different lean practices on which the project managers needs to focus for successful project

labour, space, material and equipments. It means that the additional or unwanted cost that may

project practice. The core five ways through which the waste can be eliminated from the project
are also elaborated. There are numbers of overabundance of waste in project management and
these wastes should be eliminated to avoid over running budget and over allocation of cost.
Firstly, the wastes are needed to be identified by the project manager considering the support of
the other project team members. The climate of Qatar is not giving a supportive playing
environment to the FIFA committee. However, change in the climatic condition of Qatar is not
possible. The rest of the issues that are identified in the project are over allocated cost, internal
committee conflict, improper time management etc. These issues are required to be eliminated
from the project perspectives and the respective steps are elaborated in the below section:
Specification of values from the consumer perspectives: This is the first lean principle
which specifies the values of the project and its associates. The value of service or product is
referred to as an ability that is provided to the consumers on correct time with an accurate price
range which is defined by the consumers. In this case the term value is completely related to the
consumers demand.
Identification of value stream: In this phase a project improvement plan in required to
be implemented ensuring the wastes are all eliminated allowing the process improvement.
Making value flow: The value stream are needed to be analyzed considering the value
added work, value enabling work and the non value added work analysis. Pure waste
management delivers over production, successful inventory management, project motion
management and defect repairing. It gives the high level opportunities to the consumers. In fact

The PMBOK method is a combination of five separate processes including project
initiation, planning, execution, control and monitoring and project closure. Each of these phase
are required to be followed sequentially by the project team members while governing the
project towards the specified goals and objectives. Each of these phase are interrelated to each
other therefore, not a single phase should be overlooked.
PRINCE2
The Prince2 method is comprises of 7 different processes. The method starts with
formation of a project board, assigning project executives to it, designing the project team
members, preparing brief for the project, defining business case and implementing project stages.
Lean Six Sigma (DMAIC Methodology)
The lean six sigma project management approach is comprises of five phases such as:

From the overall discussion it can be concluded that stakeholder engagement and
stakeholder management are the two different management approaches which helps to improve
the commercial, economical revenue of the project. Appropriate stakeholder management devise
also provides competitive advantages to the project managers and the consumers. It is
determined that engaging to the perspectives gives high learning opportunities for both learning
and changing the project managerial approaches. The organization which is undertaking
professional project management prcatices to their operational and functional activities will be
able to make effective decision for the overall project success. Stakeholder management saves
time and reduces the invested capital. It can built a trustworthy relationship between the project
associates which improves the overall quality and productivity of the project. Apart from this it
also gives risk management strategies to the project stakeholders. The project accountability also
increases with the increasing engagement of the stakeholders to the project. The project
nominated for this report is World class event planning for FIFA 2022 World Cup football
tournament. The Qatar football committee has taken the responsibility for arranging the football
tournament on 2022. From the climatic report it is identified that in the month of June and July
the weather of Qatar is not at all suitable for the football tournament Thus, in order to give
enough comfort to al the FIFA associates they have planned to improve the quality of the
football stadium. The parts of the stadium are sending to different advanced countries for the
overall improvement of the stadium. The Process of PMBOK that would help to engage the
stakeholder to the FIFA project is elaborated in this report. Apart from this, the critical
stakeholder management for this specific event is also elaborated in this report. Besides this, in

area of identification are also illustrated in this report. The processes of PMBOK that can be use
