Introduction
The report is based on the application of the concept of lean technology and resource
management in today’s world. The aim of the report is to make lean project management for
creating FIFA WORLD CUP 2022. Thus there will be the application of PMBOK in order to
identify the stakeholders and manage the process as per the needs and study attained from them.
The report will also show the application of various strategy and resources that have been used in
order to deal with the needs of the lean project. There will be a brief study of the application of
various methodologies like PMBOK, Agile Practices, Lean Six Sigma, PRINCE2, and
Organisational Project Management in the application of project in lean management. The report
will be analyzing effective ways to reduce waste and make a process based on the elimination of
past issues and application of the same in the business scenario.

Stakeholder Management
PMBOK application in stakeholder management
In order to have a successful development of FIFA 2022 world cup, there is a need to make an
effective process to identify and manage the stakeholders in the process. Following technique
was used in order to apply the same to satisfy the stakeholders:
Identify Stakeholders: In this process, the major stakeholders are identified such as football
players, committees that sponsor the team and the other external and internal operational
committees involved in the process. In this process, the stakeholders are given a survey to
provide their specification and needs for the event. This process includes the identification of
stakeholders directly linked like marketing companies, travel agencies, sports association and
some stakeholders indirectly linked like the audience, Qatar tourism, and event organizers
(Dionisio, 2017).
Plan Stakeholder Engagement: In this step, all the identified stakeholders will be given
personal attention and personal duties to be performed, like for tour operation committee the
duty is to align the accommodation and lodging of the players. For sports committee, there is a
duty to cover the entire required legal framework. Customers/audience are also one of the major
stakeholders thus in order to satisfy the needs and comfort of the audience proper siting and
safety management has to be made.
Manage Stakeholder Engagement: In order to manage the stakeholders and their needs, it is
necessary to plan a proper risk management plan in order to identify the risks involved. The
same includes the incurred cost in the planning of FIFA, the equipment needed in the playoffs,
the channel log will be provided to all the stakeholders so that they can fill up their daily
activities and also mention the needs for the event. This also includes a change management
plan, for example, any changes in the schedule of the teams or any changes in the play chart have
to be handled by the respective stakeholders. There will be separate charts provided to each of
the stakeholders in order to make them understand their duties and the respective input they want
to give in the successful completion of FIFA 2022 (Dionisio, 2017).

Monitor Stakeholder Engagement: In order to successfully operate the FIFA 2022 world cup
there is a need to identify a proper communication plan with all the stakeholders and the
management committee. Daily reviews and instant resource management will be done to resolve
the issues immediately. Proper check on the budget and resource allocation will be done to see
the effective utility of the resources. There will be a proper log/register maintenance done to see
the feedback on the issues and the steps taken to resolve them in the future (Stackpole, 2013).

Critical stakeholders for the event
As per the application of PMBOK below mentioned stakeholders were identified for FIFA 2020:
Participants: The major stakeholders in FIFA 2020 are the participant teams in the world cup.
They are the ones on whose a performance the future reputation of the whole country is
dependent. Thus their needs are to be identified and managed by the organizers. They need to be
given proper health and social benefits of the whole event.
Spectators: The spectators or the audience are the major sources of income and representation of
the performance of the team members. The tickets and the reviews of the team members are very
difficult to understand in the committee thus affecting the future resources and development of
the team. Thus the ticketing and security system of them has been made as per the needs of the
customers (Stackpole, 2013).
Government Bodies: The government bodies include the federations and the European club that
promotes the development of the committees and help them to go further in the international
sports. There are certain world league forums that are required in order to deal with the needs of
players and their professional development. Thus permission from all the government bodies has
been made in the preparation of the FIFA event.
Financial Support: There is always a need for financial aid for the players in order to get
sponsorship and future development of the team. Thus the alignment of financial support is there
in order to pay for the teams and make respective arrangements. There has been alignment with
multiple brands and various small and big committees helping in the collection of funds for event
management.
Supporting Communities: There are various supporting communities involved in the event like
digital marketing committee, traffic arrangement committee, media and school participants in
order to successfully deliver the event. All these committees are indirect stakeholders whose
participation and influence will be affecting in a collective manner on the performance of the
event in Qatar (Skogmar, 2015).

Lean Project Management in FIFA 2022
In the present scenario, lean is often used adjective in all projects or events. The prime of the
goal of lean is to enhance the value of activities while minimizing wastage. In order to save more
costs and resources, managers are tending to acquire the concept of lean project management; it
supports to deliver valuable outcomes to clients. Lean project management provides proper
control and knowledge to project managers so that they can find alternative solutions of
achieving desired goals and objectives. The approach empowered to provide proper knowledge
to team members as they can take imperative decisions without much involvement of
management; it results in completion of the much responsive and more agile project (Rolstadås,
et. al., 2014). Many projects are held at wide level huge leniency in its functions with an aim to
achieve desired project outcomes. Along with this, the concept of the value stream is to central to
lean project management; it encompasses activities in sequence and delivers them in such
manner which reduces the chances of higher wastage and cut down extra costs as well. By
considering FIFA 2022, an approach of lean project management improvise the quality of the
event, accomplish activities on time as well as minimize the time of completion.
In addition to this, the lean manufacturing process includes two main systems or approaches
named – PDCA cycle and Six Sigma tool. The phases in the PDCA cycle include four elements,
i.e. plan, do, check and act. With regards of FIFA 2022, members of associations need to
analyze and identify the problem, then develop solutions for the same, check the effectiveness of
these solutions and make improvements, at last act accordingly to implement the project. The
technique enables them to produce effective solutions for issues and tracks the progress of the
project in a more strategic manner. As same as Six Sigma is a method which signifies to
determine the root causes of problems, upfront them to prevent from wastage of resources, time,
cost and insufficient project quality. In FIFA 2022, six sigma process supports to explore new
ideas and implement effective project processes so as to obtain project outcomes. Along with
this, lean project management also helps organizers to determine needs and wants of
stakeholders, their complaints so as to provide the critics to the event from ammunition of on-
going controversies.

Lean project management also supports in the proper allocation of all resources so as to
accomplish desired project outcomes and objectives. By considering FIFA 2022, resources are
needed to do activities, such as- promotion, hosting, managing, advertising, communication etc.
so that by implementing the strategic approach of lean manufacturing members of world football
association will be able to deliver quality to target audiences (Tenera and Luís Carneiro, 2014).
At last, lean project management is also emphasis developing stages for the event and a time
framework; under which all activities or tasks will complete on their given time period thus
review them on time and make necessary modifications if it is required. Henceforth, lean project
management provides a wide range of opportunities to FIFA 2022 project and ensure its success
in Qatar.

Supporting processes for Lean Project Management
PMBOK: This can be understood as Project Management Body of Knowledge that works on a
well-structured methodology to identify the needs of the project and apply them in the project
development. For successful completion of the FIFA project the stages of PMBOK can be used.
These are commonly known as initiation, planning, executing and controlling, closing. In order
to satisfy the audience who are the major stakeholders of FIFA, there is a need to identify the
quality resources and services that can be used in order to eliminate the unnecessary issues in the
project. The application of PNMOK can be seen on any size of the team or can be applied to the
functions of an individual as well (Skogmar, 2015). The application of knowledge in the
construction of a lean project is done on the following nine areas known as Project Integration,
Quality Management, Time Management, Risk Management, Communication Management, and
Procurement Management, Scope Management, Human Resource Management, Cost
Management, Project Management. To make an effective and sustainable lean project the
application of PMBOK is effective as the process plays a vital role in managing the stakeholder
and provide good importance to them. Taking the example of audience this process will gather
good information about the needs of the players as well as audience and can make structure
according to that for satisfactory development of FIFA World Cup 2022.

PRINCE2: Commonly known as Project In Controlled Environment is a technology developed
in 1989 by Central Computer and Telecommunication Agency. This tool is very helpful in
controlling the resources and manage business risks and process more effectively. This will help
FIFA in developing the good lean project by identifying greater employment prospects by
developing a consistent approach; this can be useful in developing a controlled business plan for
FIFA. This tool works of the designed process of defining roles and manages exceptions
effectively in the process (Ghosh, et. al., 2012). This will be helpful in the development of
regular reviews and proper business justification. In order to make an effective lean project
PRINCE2 is very helpful in tailoring the business environment in order to deal with the needs of
stakeholder and make a giant event like FIFA 2022. Being a constantly progressive project it
cannot be used for the small project and has to be used for a larger project like FIFA 2022. This
tool is very effective in understanding older issues and development a platform to eliminate them
in future. The approach is highly controlled and very rapid thus cannot be used for smaller
projects (Skogmar, 2015).
Organizational Project Management (OPM): I can be understood as a systematic way to
manage the projects, portfolios, and programs in order to align it with the strategic goals of the
organization. Being strategically designed this can be an effective approach for lean management
project as it is a highly organized and competitive nature. In FIFA 2022 this approach will be
helpful in order to understand the needs of the audience and the customer so as to develop a
process to apply the technology and tools as per the standard of PMI. The OPM approach has an
effective way to develop a process to identify the needs of each function and uniquely apply the
talent and knowledge of all the resources in the system. OPM can make strategies as per the
structure of Qatar and make an effective framework to achieve the goals of the event. OPM has
flexible structure thus can be used in the development of lean management project as they are
highly adaptable and emerging in nature. OPM can be used in FIFA 2022 it has an incremental
approach stable environment for first-order changes and second-order change in the programs
and portfolios of the event (Karaman & Kurt, 2015).
Agile Practices: Agile practices can be used in the development of event of FIFA 2022 as the
process that majorly works on collective and collaborative efforts of all the team members that
can be used in order to deal with the needs of the various issues related to the operations and

management of FIFA. One such practice FIFA need to use is an adaptation of smartphone
technology and making application in order to identify the problem issues and make effective
developments in the structuring of the event. Another practice is the digital record keeping of the
resources in order to deal with the needs and resources of the consumers. This practice can be
effectively used in lean project management by checking the performance regularly,
understanding customer needs and works on delivering customer satisfaction, simplicity, and
innovation of the projects (Pasian, 2015).
Lean Six Sigma: Lean six sigma is the combination of two of the most powerful tool in which
lean is useful in creating value for the customers of FIFA and reducing the cost for the managers.
This can collaborate with six sigma in an order to reduce the waste and defects in the previous
process. The combination of lean and six sigma can develop a good lean project that will
understand the needs of the customers as well as the makers and make effective application of
the efficiency and needs of the consumers. The major principles they work on are DMAIC
( define, measure, analyze, improve, control). In order to successfully launch FIFA 2022 the
organizers are needed to define the major issues involved in the process, measure the available
resources and needed resources, analyze the same and align the duties, next they can improve the
process by eliminating past issues and control the remaining process of the people effectively
(Furterer, 2016).
