Introduction
This specific report reflects the role and impact of using the processes and approaches of
Lean Project Management for the nominated project “The FIFA 2022 world cup football
tournament to be held in Qatar”. In order to successfully manage the sports event this is very
much crucial to identify the different events required to fulfill the process. For managing the
associate project stakeholders the processes that should be followed throughout are elaborated in
this report.
Apart from this, for this specific project the list of professionally associate stakeholders
are also elaborated in the below report section. In addition to the stakeholder management
different methodologies are also there used to implement lean project management for the FIFA
world cup project those are also demonstrated in this report. It is defined that if all the processes
of Lean project management are professionally followed by the pro sequential process then the
FIFA event organizing project will be successfully implemented by eliminating all wastes.
1. Identification of different event for the processes
a. Process for Stakeholder management
The process of stakeholder management plan is referred to as an approach which
identifies the associate human resources as well as organizations that are either directly or
indirectly connected to the project (Albliwi et al. 2016). Stakeholder’s attitude can impact this
FIFA Football WorldCup event project either negatively or positively. There are four different
processes which are to be followed for managing the associate project stakeholders. As per
details of PMBOK project management methodology the processes are as follows:
Stakeholder identification
Stakeholder identification is the initial phase of stakeholder management. In this phase
the, stakeholders who can successfully meet the project objectives and goals are identified. For
identifying the project stakeholders the environmental factors and the organizational processes
for asset management are also crucial. In order to congregate several useful information for any

another input that holds several data regarding the stakeholders and their responsibilities include
procurement document. The details of associate stakeholders are also stored in the procurement
documents. The stakeholder for any project must be identified based on their degree of interest
on a particular domain, their involvement and potential impact that may be generated from their
involvement with the project.
For design and development of suitable business strategies at the very project initiation
phase the project stakeholders are require to be identified as it can positively influence the
project outcome through minimizing the negative degree of impact. Various tools and techniques
are also there widely used for identifying and analyzing the stakeholders. In order to ensure
project success the stakeholders whose significant influences are identified initially must be
managed professionally by the project manager. Not only this but also judgment from the experts
are much paramount for identifying and analyzing the project stakeholders. With design of a
stakeholder register their interests, roles and responsibilities can also be identified easily.
Stakeholder management planning
After identifying the project stakeholder the ways through which the project stakeholders
should be managed are elaborated in the stakeholder management planning. Throughout the
project development life cycle certain key activities must be followed by the project managers to
manage the associate stakeholder. Whenever required the plan can be reviewed and with the
progress of the project the engagement level of the stakeholders to the project needs to be
changed (Andriof et al. 2017). Above all it is defined that stakeholder management plan is a
continuously developing and iterative process.
The different four key inputs of the stakeholder management plan include project
management planning, stakeholder register, enterprise environmental factors and organizational
process assets. The tools those are widely used for planning the stakeholder management are
expert judgments, meeting and analytical techniques. It is assumed that if these tools and
techniques are professionally applied by the project team members then they will be able to
deliver a stakeholder management plan and an updated project document. While merging the
project plan accurate communication technique needs to be used among the project stakeholders.

Apart from that, change management plan is the other relevant information required for this
(Albliwi et al. 2016). The human resource requirements assigned while planning stakeholder
management are their roles, responsibilities, reporting approaches etc. In fact to accomplish the
project objective what are the different processes should be used in each project phases are also
needful.
Judgment from the experts helps to determine stakeholder engagement levels which are
required to govern a project towards success in each development stage. Such as, at the project
initiation phase sponsor’s direct involvement stands very much important. The analytical tools
used for the stakeholder register defines the level of engagement of the stakeholder to a
particular phase of a project. The classification or schemes are subdivided in terms of unaware,
resistant, neutral, leading and supportive.
Managing stakeholder engagement
After planning the stakeholder management plan it should be managed well also to avoid
operational and functional errors. The involved stakeholders can be successfully managed if they
are properly identified and satisfied (Elias 2016). The inputs of this process are the stakeholder
management plan, change log sheet, organizational process asset and communication
management plan. In order to process the identified inputs so that it can produce the needful
outcomes the tools those are generally used include communication method, interpersonal and
management skills. The expected outcomes can be obtained from this phase are issue log, change
requests, OPA updates, updated project plan and documents as well (Mason, Nicolay and Darzi
2015). The communication approach that has to be followed for managing stakeholders is open
communication.
Open communication will allow the project manager and the other project team members
being connected to each other by sharing their view points in terms of either creativity or
innovation. The change log document is consists of all the changes those have been requested
throughout the project development phase (Antony et al. 2018). All the change based
information must be shared among all the stakeholders. Each asset from the previous projects is
also needed to be stored and used whenever needed. Apart from communication method the
other interpersonal skills useful to manage the stakeholders are building trust, active listening,

conflict resolution, overcoming resistance for making changes. In order to meet the project
requirements agreements are to be negotiated as well.
Controlling the stakeholder engagement
All the engaged stakeholders must be controlled also effectively and this become possible
with the monitoring and adjusting the necessary control strategies. The four different inputs to
the con troll stakeholder process are project management plan, issues log sheet, project document
and work performance (Heravi, Coffey and Trigunarsyah 2015). On the other hand, for
controlling the engagement information management system, meeting and expert judgment are
the tools. It is expected that with the successful outcome from the stakeholder engagement work
performance information, OPA updates, project document updates and change requests can be
obtained as an outcome.
The Information management system gives standards collection, storing and information
distribution tools regarding project cost, schedules and stakeholder performance (Albliwi et al.
2014). In this phase the performance data gathered through different control processes are
analyzed to obtain the current status of the project. It helps to demonstrate the current cost,
schedule and deliverables status of the project.
b. Identification of critical stakeholders for the FIFA World Cup Event
For the FIFA 2022 world cup football tournament project the stakeholders who are nominated

include managing committee, marketing committee, review board, performance evaluation

engagement with the project objectives. In other words, for reaching the project objectives and
goals the stakeholders needs to play the assigned role and responsibilities.
2. Different ways to implement Lean Project management for the FIFA Event
It has been analyzed that, there are different ways through which lean project
management process can be implemented on the other hand it is also determined that following
professional lean project principles have governed most of the successful projects. Lean project
management plan can sort out different issues that may arise during project implementation and
process and interrupt the success direction (Voinov et al. 2016). For accomplishing the event
different lean practices those ought to be applied are elaborated in the below section and it is
assumed that lean project principles or practices are aligned to project objectives and these are as

Waste elimination: One of the leading principles of lean project management are waste
elimination. However, accurate techniques must be applied or turn on to eliminate the waste
element from the project structure.
Consumer focus: While designing or developing any project the consumers are to be

the project needs to be operated.

expected outcome from the project can be successfully obtained within assumed time and
budgetary support.
Value specification from customer aspect: From the consumer’s perspectives the
specifications for values changes a lot. In order to implement lean project management this can

changing time period they must evolve and improve the project management needs as well. The
goals can be achieved by implementing lean project management include:

Reducing efforts that is spent on the enablers
Increasing values
3. Identification as well as elaboration of processes for implementation of lean
project management
For implementing the lean project management different processes are available and
based on the project background the most suitable process from PMBOK, Prince2, Agile
practice, Organizational project management and lean six sigma need to be chosen and applied
sequentially by the project manager to implement the FIFA 2022 football world cup event. The
implementation processes are much different for the practices but some dissimilarity are
identified and elaborated in this section.
Prince2: The Prince 2 project development methodology is comprises of seven phases
and the phases are as follows:
Formation of a project board
Appointment for the project executives and project manager
Design and development of a project management team
Project scope statement and project definition presentation
Defining business case outline
Effective time and budget estimation for the project
Entire project stages planning
For the FIFA World Cup event hosting project 2022 in Qatar, the Prince2 project
management method can be applied also. In the initial phase the project manager needs to design

documentation. The aim of any project is to design it in such a way so that it can meet the quality
and affordability (Mavrotas, Figueira and Siskos 2015). The four strategic approaches to be
followed by the project manager if Prince2 methodology is applied in the FIFA project then they
should manage project risk management, quality, and configuration and communication
management.
PMBOK methodology: The five basic phases that are followed in PMBOK project
management methodology while implementing FIFA event the phases include project initiation,
planning, execution, monitoring and controlling and closure (Rosemann and vom Brocke 2015).
Each of these phases is interrelated to each other and if one of the phase, is overlooked then the
entire project outcome will be messed up. The output of one phase is considered as the input to
the immediate next phase. The PMBOK process also considers the knowledge areas while
managing projects. In order to govern the project towards desired expectation of both the
consumers and project team members following each of these phases are very much crucial. The
list of waste elements from this project also will be eliminated if accurate Lean project
management is implemented using the PMBOK methodology.
Lean Sig Sigma Process: The Lean six sigma process is focused on project waste
elimination. The wastes of FIFA event hosting project can also be eliminated if lean six sigma
processes are applied. In order to improve the process based challenges that are causing due to
unknown reasons in a project are eliminated through DMAIC five step project management
process also known as Lean six Sigma (Yordanova 2017). The five phases of this process are as
follows:
D-Define: In this phase the Qatar stadium building problems are defined by the
project governance committee and project manager
M-Measure: After defining the problem that is quantified or measured in terms
of degree of negative impact on the project
A-Analyze: In this phase the details of the problems are analyzed professionally
I-Improve: The problems areas through a solution and these are improved to
avoid further risks
C-Control: The solution maintains throughout to govern the project to its
objectives and goals

Conclusion
The above discussion concludes that, in regards to the FIFA 2022 event that has to be
organized in Qatar will be successfully implemented if proper processes of Prince 2, PMBOK
are implemented by the project manager and stakeholders. It has been defined that in order to
manage the stakeholders, two different types of processes are available such as Prince2 and
PMBOK. However, for this specific project the most suitable methodology is Prince. Therefore,
the details process of PMBOK is required to be followed for implementing this lean project.
Apart from this, the lists of critical stakeholders for this particular project are elaborated in the
report. It is determined that the FIFA 2022 WorldCup event project is still under controversy due
to the climatic condition of Qatar and incomplete stadium. The lean project management
implementation plan will be able to eliminate all the waste elements from the project content and
successfully evaluate the project objectives and aims successfully. In order to design and develop
an error free project it is mandatory for project managers to manage their stakeholders by
engaging them with a trustworthy relationship. For this specific project the list of stakeholders
and their assigned roles are also illustrated in this report.
