Introduction
Sports industry have become one of the growing industry over the world, it is estimated to be
$500 billion worth worldwide. Nowadays, varieties of events are being conducted in the
sports industry at the global level with an aim to achieve multitude goals and objectives. Not
only for athletes, but sports also provides a lucrative and continually growing marketplace
worthy of immense investment to business people. Associations which are involved in
managing or handling the operations of such sports events are needed to the emphasis on
proper time scheduling, planning activities as well as maintaining strong budgets in line; it
supports ineffective completion of sports events at the global level (de Carvalho, et. al.,
2015). The present assignment is based on a sporting event named FIFA 2022 World Cup
Football Tournament that is going to be held in Qatar. For this purpose, there will define
several stakeholders which are involved in this FIFA 2022; the concept of stakeholders
management will also discuss as per the book of PMBOK. A long discussion will also make
on Lean project management in the given project. At last, processes of lean project
management, such as – Operation project management, Lean Six Sigma and Agile practices
will also elaborate.

The processes from PMBOK or Prince2 that would use to help with the stakeholder
management
According to Prince2 guide, stakeholder management is a critical aspect of project
management which entails with a process of establishing and sustaining support from all
parties which are from a new project. A stakeholder can be anyone who is having some
amount of interest in project or event, irrespective whether the interest can be positive or
negative. Furthermore, stakeholders can be individuals, groups and organisations, as well as
their interest, put a vast magnitude impact on execution as well as decision-making activities
of the project (Rolstadås, et. al., 2014). Therefore, it is essential for project managers or
organisers to manage such stakeholders in an effective manner, by ensuring that their needs
are met and satisfied with project progress. When stakeholders are highly involved and kept
in the loop regarding attributes of a project which directly affects them, it would be facilitated
for managers to work even in difficulties and keep the project on track. In the upcoming
FIFA 2022 World Cup Football Tournament, organisers and sponsors can conduct an
evaluation which enables to identify key participants of the event then recognise their
characteristics and level of interest. Stakeholders management requires to properly
understand the expectations of stakeholders and ask them for clarification if it is needed so as
to sure that they are completely understood.

Furthermore, Prince2 guide also defined that organisers of FIFA 2022 can follow the process
of stakeholders' management which is mentioned over there as it helps them to learn skills
like – negotiating techniques and managing conflicts. So that the first stage of stakeholders'
management it is essential for managers to determine who the stakeholder; for this they can
prepare a list of people involved in it (Brioso, 2015). The main motive here is to prioritize
people on the basis of their impact of decisions and other activities of the event. A wide range
of techniques can be used to identify stakeholders, such as – brainstorming, contract with
vendors and suppliers, social network analysis and so on.
The second stage of the stakeholder management process is categorized the stakeholders on
the ground of their influence and interest. It is important so as to ahead the process of the set
and manage their expectations. In this relation, the power interest grid matrix can be used by
the project or event sponsors; it aids them to classify key participants of an event as per their
role or power. As a result of the analysis is to tailor communications approaches with each
group. The third stage of this process is to develop a stakeholders' management strategy
which assists to increase the supports as well as reduce the adverse impact of stakeholders in
the project life cycle.
After this, there is needed to develop an action plan which enables managers to communicate
with stakeholders; stakeholders' management strategy and stakeholders' analysis would be

2015). At last, the plan should implement by having an am to distribute information and
report the performance of each member in order to fulfil stakeholders' expectations in the best
possible manner.
Critical stakeholders involved in FIFA 2022
Following are the main stakeholders of the FIFA 2022 World Cup Football Championship –
Sponsors – The World's Football tournament gives an opportunity for companies to become
official partner and sponsors. Companies who sponsor FIFA earn lots of market presence as
well as get financially benefited as well. There are currently seven partners are decided for
FIFA 2022 World Cup, such as – Coca-Cola, Hyundai/Kia, McDonald's, Vivo, Adidas, Visa
V and etc.
Regulatory Bodies – These are the associations who regulate all activities of the event
including federal and local authorities that have the power to regulate aspects of the material
issues of the sustainability strategy.
The government of the nation- As the event is going to be held in Qatar so that government's
decisions play a crucial role in the implementation of the event. Members of Football
association needs to follow up all laws and legislation of government of Qatar.

Overview of the project
The 2022 FIFA World Cup is scheduled as the 22nd edition of World’s Federation
Internationale de Football Association. It is quadrennial of international men's football
championship that is contested by the national teams of the member associations of FIFA.
This time the event is going to take place in Qatar in 2022; it will the first-word cup
tournament which will be organised in the Arab nation as well as in a Muslim-majority
country. The reigning champions of this world cup are France; this is the last tournament
which involved 32 teams afterwards there will be an increase of 48 teams for 2026
tournament. Moreover, the sports event will be started in November and continue till
December, estimations saying that the final would be held on 18th December 2022. Teams
have 28 days of timeframe to win the championship and defending themselves from France.
Role of Lean project management in FIFA 2022
The tactical approach project management is applied to multiple projects or events spread on
a wide range of activities thus they can be operated or handled in a proper manner. Lean
project management is one of the effective approaches of project management which tends to
reduce unnecessary functional activities that involved in a project (Too and Weaver, 2014).
The main focus of lean project management approach is to reduce wastage in projects and
implement lean thinking in project management. Along with this, the concept is tended
towards an increasing value of project outcomes by standardising activities involved in it.
Lean project management enables stakeholders to be involved in the project management
process, as there will several stakeholders in FIFA 2022, such as – sponsors, government and
regulatory bodies and so on; in this sense lean project management ensure to satisfy all needs
and expectations of stakeholders. Therefore, the concept of Lean Project Management can be
also applied in FIFA 2022 which is discussed asunder – as the World's Football Tournament
is highly captured topic by media in the global economy.
The event is organised at a wide scale that needs effective approaches and systems of Lean
Project Management so as to manage all activities in the best possible manner. For example –
several sponsors will be included in FIFA 2022 so that members of the association need to
consider the needs and wants of all sponsors and then take a common decision which is
beneficial for all. Besides this, numerous teams will also employ in this Football Tournament
so that proper balance should be implemented among teams in order to obtain desirable

outcomes. Tools and techniques of Lean project management would be also helpful to work
under the budget in FIFA 2022; it enables managers to cut down unnecessary costs and
irrelevant expenses (Davis, 2014). It is essential to manage finances especially at wide scale
events as to complete activities, such as – promotion, team management, ancillary services,
event suppliers, hostage, accommodations and other services. All these functions should be
done under the budget and cannot be over expenditure. Six Sigma is an effective approach of
lean project management, by applying it in their project managers will be able to plan project
scope, explore new ways or ideas to achieve event's success and evaluate the forthcoming
outcomes of the project. Hence, the lean manufacturing process will be helpful in eliminating
extra costs and cut down wastage while implementation of FIFA 2022.
Supporting Processes for Lean Project Management
While organising an event, it is essential for organisers to determine the processes which are
involved in lean project management as it provides them with a better understanding of all
aspects. This will contribute to delivering predictable delivery, client-centric mindset as well
as higher efficiency. Below is given certain processes which include in Lean Project
management –
PMBOK - The book of Project management Body of knowledge is an effective process of
Lean Manufacturing process. PMBOK is a set of standard guidelines and terminology for
managing project activities and functions. The guide named PMBOK covers certain specific
areas including, stakeholders management, acquire the resource, develop team, monitor risks,
monitor stakeholder engagement, manage quality, plan resource management, manage teams,
monitor communication and so on. In order to implement lean project management processes
which are taken into consideration within PMBOK guide are –monitor risks, manage team
and quality, Plan resource management and monitor risks thus to eradicate risks and cut down
costs (Hinde, 2018). In addition to this, the core concept of lean project management is to
manage activities in such a way which reduces the change of resource wastage. The aim of
PMBOK book is to provide knowledge of practices which can be applied in managing and
handling projects; it defines five processes to maintain a project in the required manner, such
as – initiating, planning, executing, monitoring/controlling and closing. As per the given
scenario, FIFA 2022 is a wide scale project so that before creating a plan of active managers
have to identify its risks and develop the strategy to minimise the impact of these risks.
Members of the association of FIFA 2022 also need to execute communication management

so as to ensure about timely completion, planning, distribution, analysing, creation, storage,
control and ultimate disposition of entire project information.
PRINCE 2 – Leading projects across geographic borders require project management as a
mechanism which enables to control their expenditures and enhance outcomes of the project.
Prince2 guide lean project management provides various tools or processes which assists
organisers to execute their projects or events at the global level. It defines the systems and
techniques which directly sources from stakeholders. The prince2 guide has defined four
main elements which assist in effective project management, such as – principles, project
environment, themes and process. In this sense, FIFA 2022 will conduct in Qatar so that
management has to determine the environment of the country and then plan activities so as
not to hurt beliefs, values and morale of people (Chih and Zwikael, 2015). Furthermore,
Prince2 book has also defined two main fundamentals of project management, such as -
Continued Business Justifications and Manage by Stages and Management by Exception
which contributes to create a stage for project planning and work accordingly.
Operational project management (OPM) – This approach to project management is based
on the techniques of program management, portfolio management and project management.
The terminology of operational project management provides an opportunity for businesses
to apply various strategies in project management systems. As per the given scenario, FIFA
2022 is held on a worldwide scale thus organisers can implement tactics of project and
portfolio management as it will support managers to administrate FIFA 2022 in proper and
well-aligned manner. In addition to this, operations are permanent endeavours which help to
generate repetitive outputs of projects or events. Here, resources are assigned to do the same
tasks according to operating procedures and policy. The World Cup Football Tournament
event is also required to allocate resources as per the operating policies or procedures thus to
obtain desired outcomes and objectives.
Agile practices – It consists of an iterative approach of project management and software
development which assists teams to deliver value to clients. Agile practice is also applied in
lean project management by creating small sub-parts and cycle of projects can be operated
and managed in a well-structured manner. In this sense, members of the FIFA association can
also divide all activities and tasks into their sub-parts then allocate resources accordingly.
Agile practice is a management technique that enables managers to respond in a sleek manner
thus to obtain project outcomes (Silvius and Schipper, 2014). In FIFA 2022, techniques of

agile practices would be helpful in reducing risks and eliminate wastage. This approach is
tending to classify project in two parts and each section is completed as per the pre-defined
and pre-determined cycle of project management of Single development cycle. In the event,
if FIFA 2022, lean management is implemented by proper allocation of resources as per the
requirement of the development cycle. Openness, trust and autonomy are emerging as in
cultures which proven that practices can vary over the team as long as they are directed by
the right values and principles. FIFA 2022 is organising at the global level so that all those
aspects would be assistive in managing project in an effective manner.
Lean Six-Sigma – This method is based upon putting collaborative team efforts in order to
boost up performance level by steadily eliminating wastage and variations. Basically, lean six
sigma is a synergized managerial concept which seeks to improve the quality of practices by
determining and removing defects or errors. In the context of FIFA 2022, a wide range of
activities are involved in the process in which some are relatable whereas some are not. So
that before implementing the project plan of action, managers should identify areas where is
chances of errors or defects are high; they can also focus on minimizing variations in projects
and do them in a systematic manner.

Conclusion
From the abovementioned report, get concluded that organising and managing an event is
quite a difficult task for managers who are involved in it; a proper plan of action is required
for successfully arranging of an event. This assignment has stated that a wide range of
stakeholders gets involved in the FIFA 2022 world cup Football tournament, such as –
media, government, sports bodies, audiences, local communities and so on. Furthermore, the
report has also discussed that repetitive processes and eliminate wastage in events, in this
relation managers can follow the concept of lean project management. It helps in constructing
properly the event activities and delivering to achieve desired outcomes at a wide scale.
