INTRODUCTION
Learning and Development plays a very important role in learning and it is totally based
upon the analysis of the different methods which helps in making an individual person ensured
regarding the perception within knowledge and skills. The major role or objective of such
concept is basically creating knowledge and learning regarding the overall development. In the
modern scenario, there are a lot of problems and difficulties within the entire learning process
which resulted in making and affecting the education quality resulting in impacting the different
colleges and schools who are basically focusing on resolving these issues to an extent. It also
leaded to forming new learning patterns and also development of various features which allows
the people to attain and achieve excellence in a specific field. In addition to that, learning and
development is considered to be a wider area when it comes to handling variety of issues. The
present report basically involves Ofsted report and includes three major themes in relation to
teachers understanding about the motivation of student, learners from low income household and
certain demographics.

Overview of Ofsted Report
The present report is basically related to the scenario of COVID 19 which has resulted in
influencing the various aspects of learning and life. During the pandemic time, it become really
difficult for each and every individual involved in the field of education. Various measures and
efforts had been made by educational institutions, colleges and schools for the purpose to ensure
learning is done with the support of educational portals which helps in making the process of
education effective. The current report involves analysing the different changes within the
process of education and also the difficulties emerged during the pandemic within the field of
education. Moreover, the report comprises of different values which are important to be followed
within the development and learning. Also the report has been acted as a strong support for
educational consultant in order to tackle the different issues in relation to the development and
learning (Gil, Rodrigo-Moya and Morcillo-Bellido, 2018).

Demonstration regarding the themes the school might consider
In context to UK schools, the themes are basically based upon the underperformance and
demographics and also the low income households who are involved in issues within the
education and digital area. In addition to that, it involves the abilities of the teachers to motivate
the students and also offering delivery of lecturers in a timely manner. All these themes supports
a lot in dealing with the problems and hurdles in relation to the education sector in a more
effective manner (Asheim, 2019).
What the school could be focusing on in context to diversity factor, involving the influence and
consequences of good diversity management for individuals.
In relation to Diversity, it is considered to be a very important aspect which is basically
based upon the development of the major features and characteristics involved among the
learning field. In addition to that, it has allowed innovation and different learning methods used
by the different institutions of United Kingdom. Diversity is considered to be a really important
aspect as it is based upon the development of the unique characteristics within the learning fields.
With the support of diversity, it has resulted in applying innovation within the learning ways
which are basically used by the educational institutions in United Kingdom. With the support of
diversity, it has allowed students to learn regarding the different perspectives of culture and also
socializing that has basically made the students better citizen in the future. With the support of
diversity, the overall development of the students is done in order to make them better human
beings (Visvizi, Lytras and Daniela, 2018). In addition to that, there are various studies on the
demographic variables of the learning outcome and learners and some of these basically involves
carrying out a study in Rivers State and also investigating regarding the students academic
achievement in English and Mathematics. Moreover, it could be determined that the gender
aspect has resulted in impacting the performance of students in mathematics but did not exert any
influence on the performance in relation to English. As per the research, it could be determined
that male students easily outsmart their female classmates. Moreover, different issues in relation
to demographics can be discussed below:

Gender Inequality: In context to organization, inequality on the basis of gender is considered to
be a major cause of concern and has resulted in difficulties for the people during the learning
process. Such kind of issue or problem is basically due to the pressure or dominance of one
gender upon another (Patky, 2020). In UK, various educational institutions are still facing issues
and consequences related to Gender Inequality, where the female ratio is majorly dealing with
issues in relation to getting proper education and qualification. As per the Ofsted report, even
though various methods are taken into consideration to deal with issues of gender equality but
still the problem is existing among the British Education System which basically results in
making it highly vulnerable towards the negative approach. Being a educational consultant, it is
very important to solve the various problems. Various Educational Institutions and Schools
within the rural and urban areas must prompt sex education which can help a lot changing the
male's mindsets in a positive manner and also helping them a lot to uplift female classmates and
appreciate education of women. It is very important for them to support empowerment of women
as it will allow the other gender to be actively taking part in the field of education. In order to
solve these issues, gender equality is considered to be highly crucial (Wang, Xue, Sun and
Yang, 2020).
Staffing: In reference to British Schools, another issue is the distinction in tiers of the male and
female who have hired as helping personnel and coaching. Also the members of the staff just
involves approximately 15% of the instructors in college are male which basically depicts that
there is a major portion of males strength within the international framework. As per the data
mentioned in the Ofstead report, approximately 38% lies with the male instructors in secondary
colleges. In reference to Male Instructors, they are likely to teach subjects such as engineering,
science, mathematics and technology. In case of female instructors, they are more likely to
educate subjects related to languages and humanities. For the objective to deal with the issues in
relation to staffing schools, it is very important to conduct regular aptitude test for teachers and
developing training programs which will help a lot in learning about the capabilities in relation to
a particular aim (Sengupta and Blessinger, 2022).

Recommendations around social values and ethical issues such as digital poverty, inclusion, and
cultural capital.
In context to Digital Poverty, it basically exists where the individuals have lack of access
to the skills, technology, experiences which are needed in order to thrive in the 21st Century
Economy. When it comes to ethical issues and social values, it is very important to resolve these
issues which also comprises of culture capital and inclusion. In context to Social values, it can be
basically described as the main principles that are important for the purpose to develop moral
among individuals while performing learning (Grant, 2021). Such kind of values results in
creating direct influence on the learning within the UK through creation of different ethical
issues which could lead to disturbing the basic structure of the education. In United Kingdom,
the social vales are majorly affected in a negative manner due to consequences of COVID-19.
Such kind of circumstances leads to rising issues such as cultural capital, digital poverty and
inclusion. Below are the identified issues:
Digital Poverty: The concept of digital poverty or technological poverty has become one of the
major issues during the time period of COVID 19 and resulted in making individuals suffer a lot
when it comes to obtaining education and succeeding in future career opportunities. According to
the Ofsted report, the individuals who basically belong to poor section of society are not able to
offer quality education to their children in the pandemic. In Poor section of society, this issue
majorly occurred due to lack of data, funds and technology rawness. In addition to that, the
situation has resulted in influencing the job opportunities which belongs to the UK's education
sector. Also the learning of students was immensely impacted because of unreliable and slow
internet connection. In addition to that, it has been analysed that students are highly impacted
because of lack of access to books and other study materials. The poor section section of the
society do not have access to electronics and devices such as Tablets, laptops and desktop which
resulted in creating the situation and problem of digital poverty. It is very important for the
government to pay emphasis on creating awareness within the rural areas regarding devices and
focusing on improving the digital infrastructure which will support in making possibilities of
digital learning by schools (Ranieri, Raffaghelli and Bruni, 2019).

Inclusion: It is considered to be another significant issue which basically leads to degradation of
the UK;s education quality. According to Ofsted Report, it has been marked out that teachers
were unable to basically cope up with the new developing ways of education which has resulted
in creating disturbance within the educational framework of United Kingdom. In addition to that,
it is very important to restructure educational policies and focusing upon the educational
platforms (Mivehchi and Rajabion, 2020).
Cultural Capital: One of the most significant issue which has been raised within the United
Kingdom and its education system. Also the issues based over cultural development in society
has resulted in making the structure of education through identification of the talented students.
As per the report of Ofsted, it can be identified that differences in culture has been widely
influenced due to Work from Home and Lockdown restrictions. Being a educational consultant,
it is very essential for the educational institutions to develop various cultural policies which cam
support in eliminating any kind of discrimination running within the educational sector.
Motivation: It is basically considered to be the most important and effective component of
education which has basically made the students more productive when it comes to nature and
also allows them to be highly successful in life. The major issue which has risen is “The Ability
of teachers to motivate the students”. This has become one of the major issue at the time of
pandemic as due to lockdown, the classes and sessions were taken online which was not that
much effective. As per the Ofsted report, the teachers are not at all interested in taking online
sessions which basically made the students face issues in dealing with the new pandemic
situations (Haghighatlari, 2019).

what it should contain.
In context to the life of students, education has become one of the major aspect which has
resulted in making learning and development of new skills set and knowledge by an individual.
Also, the education system of United Kingdom has faced severe problems in relation to the

learning during pandemic which has made the educational institutes and schools changing their
methods of offering study material to the students and methods of conducting classes. Below are
few of the recommendations which is important from the perspective of changes within the
education system.
 In context to modern time diversity, it has basically became the important and crucial
aspect that has lead towards advancing the education facilities within the United
Kingdom. Also the concept of diversity has resulted in development of the creative and
innovative ideas that has basically made demographic issues solved in a better manner.
Also, it helps a lot in development of the sense of belongingness and unity among
students through allowing both men and women study together (Jenichen and Liebert,
eds., 2019).
 With the support of diversity, it has resulted in implying toward promotion of the
education within the department of education by allowing the females to take part in the
college administration of college. Also it has allowed the females to take part within the
decision making process in relation to the educational institutes.
 Also with the support of diversity, the problem of diversity has solved by hiring more
female teachers. In addition to that, different policies has been formed against gender
equality.
 With the support of diversity, it has really helped in promotion of digital platforms of
education which has supported in making awareness regarding the digital education
created within the rural students. Also the digital programs in relation to the digital
education has made the students more accessible regarding the education facilities.
Considerations that challenge assumptions about winners and losers in the learning game.
There are demanding situations which basically occurs and it is very important to take
into consideration the following techniques as mentioned below:

Following a proper structure: In reference to colleges and Universities, it is very important to
observe the sizeable system for the objective to carry out activities. It is very important to take
into consideration the right policy or regulations.
Looking for suitable stability: It is considered to be a important step which need to be carried out
by the universities. It is also important to discover the opportunities for stability for both the men
and women and also offering them better environment. It will also assist them in carrying out
higher education.
CONCLUSION
From the above report, it can be concluded that it is very important for the organization to
gain deeper knowledge and understanding about the values and ethics and also using universities
in order to offer solutions. The entire report helps in deep understanding about the concept of
learning and development. In addition to that, it helps in better understanding in relation to the
themes which are important for the school to consider. Moreover, it focuses on understanding the
