be applied in achieving the desired objective. It means to arrange for the use of the valuable
resources available to the organization to achieve the objectives in the best possible manner in
the future (Bryson, 2018). The strategies are made at the present by keeping the goals to be

levels (Brunsson and Olsen, 2018). It also helps to provided a guided access for the people,
communities and organizations within the jurisdiction of the government to operate in a
