Question A
The key aim of air traffic provision, as described in the Annex, is to avert the bombardment
among the airline, manoeuvring, en route or taking off. The Annex encompasses means of
maintaining and expediting the proper movement of air traffic. Also, it offers guidance and data
for the effective and secure action of flights and alerting service in case of the aircraft
apprehensions. Therefore, to comply with the above objectives, ICAO provisions emphasize the
initiation of flight data zones and air traffic control units (Internation civil aviation organization,
n.d).
Control services are typically not offered to VFR air travel, except in a particular area, in which
case VFR are divided from the IFR flights. However, no operation activity is being provided
between VFR, unless precisely needed by the ATC. Also, not all aircraft functions completely
outside of regulated territory in a zone where a flight blueprint is not vital; the aircraft may not
be recognized to air traffic provisions (Internation civil aviation organization, n.d).
To offer airplane flying with data about considerable variation in climate, meteorological
observation workplaces are upheld. They organize signs of risky weather situations such as
tropical tornados, thunderstorms, turbulence, sharp squall lines, dust storms, crag surfs,
sandstorms, stiff icing and volcano ash mists (Stolzer, 2017). Aircraft are mandated to report
meteorological conditions faced. Thus, the report is dispersed by the air traffic service
components to all planes concerned.
In Annex 3, the objective of the meteorological service is to offer safety effectiveness and air
navigation regularity. It is realized by giving essential weather-related data to the flight crew
members, operators, search and rescue individuals, air traffic service persons and also airport

management. Therefore, close collaboration is essential between those providing the
meteorological info and those utilizing it (Isaac & Ruitenberg, 2017).
Question B
ICAO’s focus in the area of air celestial navigation and airport service charges has its principal
origin in article 15. The role of the authority is to make sure that provision of the Civil Aviation
Act 1969 or any other subsidiary rules established by the Act is administered, given effect to,
fulfilled and adhered with (Civil Aviation Authority of Malaysia Bill 2016, n.d).
Under the Powers of the Authority section, it deals with enforcement of costs, fees or any other
rates as it thinks fits in connection to any action rendered by the authority, or utilization of the
facilities of the administration. Under the financial provision act, a fund known as Civil Aviation
of Malaysia Fund is to initiated and will be established and regulated by the authority. It is worth
noting that the section shall apply to aircraft, other than the one utilized by military, police
service or customs (Civil Aviation Authority of Malaysia Bill 2016, n.d).
