AI Summary
This PBL 02 learning log from the Malaysian Institute of Aviation Technology (MIAT) analyzes the effectiveness of Malaysian government policies on air transportation, focusing on aerodromes. The student, Nurul Aisyah, details the research process, which involved understanding aerodrome classifications (government vs. private), and the legal policies governing them. The project utilized PESTLE analysis to evaluate the impact of policies, specifically examining the roles of CAAM (Civil Aviation Authority Malaysia) and Malaysian Airport Holdings Berhad (MAHB), as well as private aerodromes like Kerteh Airport and Senai International Airport, operated by MMC Corporation Berhad. The learning log highlights challenges faced, including time management, network issues, and initial confusion about the project scope, while also emphasizing the importance of reading, group collaboration, and effective time management in completing the assignment. Information was gathered from CAAM, MAVCOM, MAHB websites, and news sources. The student reflects on the learning process and expresses gratitude to group members and the lecturer.

Learning outcomes that I achieve while doing PBL 02.
Done with the first PBL, we proceed with PBL 02 where the question is “The Government of
Malaysia policies on air transportation shaped the growth of the aviation industry. Your group are
required to analysed the effectiveness of the various policies by using the PESTLE analysis.” As for my
group, we were assigned to do research and findings about Privately owned aerodrome in Malaysia.
First of all, I did some research about what is aerodrome as I am not very familiar with what actually
it is. So, after some findings through Google and Civil Aviation Authority Malaysia (CAAM) website, I
finally sure what aerodromes means.
Aerodrome is a location where aircraft flight operations take place either they involve
passengers or air cargo airplanes or both. Generally, aerodromes include of small general aviation
airfields, large commercial airports and military air bases. However, there are two types of
aerodromes in Malaysia which are government aerodromes and private aerodromes. Privates
aerodromes that operated in Malaysia are Kerteh Airport and Senai International Airport. These two
aerodromes are operated and managed by MMC Corporation Berhad. Previously, Kerteh Airport was
operated and managed by Petronas but recently on year 2019, MMC Corporation Berhad has taken
over Kerteh Airport. As for the government’s aerodromes, there are 39 aerodromes that operated
and managed by Malaysian Airport Holdings Berhad. The 39 aerodromes include of international
airports, domestic airports and short take off landing ports (STOLPorts). Some of the government’s
aerodromes are Kuala Lumpur International Airport, Sultan Mahmud Shah Kuala Terengganu Airport
and Semporna STOLPorts.
PBL 02 taught me to be more responsible and manage my time properly.
Actually, every student needs to be responsible on every assignment that was assigned by
the lecturers. As in my case, during the first week doing PBL 02, I was not really available since I have
some family matters that made me could not join the meeting with my group mates and also could
not response to their questions and all. Fortunately, I able to take some time to ask my group mates
about our progress and also do what I was assigned by them even only using my hand phone and
staying at my grandparent’s home with the unstable network connection. As for now, I need to
settle down my learning log and submit it early because I need to go back at my grandparent’s home
this weekend.
PBL 02 taught me on how to actually read in order to gain knowledge.

we finally understand. Reading with an empty minded will only wasting our times but yes, I did it
too. At first, I read anything that I found in google about aerodrome but actually I did not know what
answer that I am looking for. So, what I have done was I highlight the key question and we divide our
parts of the PESTLE analysis. Beforehand, we make sure that everyone in our group understand
about aerodromes in general. As for my part, I am responsible to do the research about Legal policy
that applied for aerodromes in Malaysia. Since that, I know what type of answer that I am looking
for! As a consequence, I do read more on law of aviation in Malaysia especially about aerodrome.
First of all, I read the Civil Aviation Act 1969 especially on aerodrome section and continue with
Malaysian Civil Aviation Regulations 2016 and also some Airport Standard Directives such as Safety
Management System and Aerodromes Operation Services.
Problems that we faced.
Misunderstanding the question.
First thing first, our group get confused about the question that was assigned. All of us
actually discussed about the topic for almost one hour and half on our first meeting but that first
meeting was not recorded because of some issues. We are confused whether we must focus on how
CAAM can approve the license of private aerodrome or we need to focus on one private aerodrome
like Senai International Airport or Kerteh Airport.
Hence, we decided to focus on the CAAM on how they approve the license of private
aerodrome and the consequences that need to be overlooked from the privately owned aerodrome
in Malaysia and our chosen problem statement is “The aerodromes in Malaysia must registered and
needs approval by CAAM in order to operate the airport. All aerodromes in Malaysia operated by
Malaysian Airport Holding Berhad (MAHB) and under government, except for Senai International
Airport and Kerteh Airport which is operated as privately owned aerodrome. What are the
consequences need to be overlooked from the privately owned aerodrome in Malaysia?”
Time management problem.
While doing this second PBL which is PBL 02, some of us are a bit unavailable with other
things and as for me, I have stated my reason above. My other group mates, Azhan and Izzuan are
engaged with their e-sports tournament that they involved in the past month. Under the
circumstances, we found the right time to do the meeting and properly discuss about our
assignment. Certainly, we managed to settle down our PBL before the presentation and submitted
right away after presentation.
Network problem.

Network problem.

The network right now really unstable no matter where. Most of my group mates faced this
problem. My friend Shahira and Syafiq always faced this problem as the network connection at their
home is not stable. My network connection at home also sometimes unstable. This network problem
has made us sometimes cannot join the online class and group meeting because this pandemic
needs us to stay at home and use 100% internet connection in order to complete our degree
including completing this PBL. I remember during the latest previous Air Transport Policy Class the
one that all of us need to do presentation, Syafiq has the difficulty to join the class because of poor
connection and I need to repeatedly invite him to the teams. Not just that, during our group
presentation, Syafiq was disconnected and I need to cover up his part. Fortunately, my internet
connection is quite strong at the moment and we performed our presentation like usual.
My group mates’ behaviour.
Generally, all of them are committed while completing this PBL 02 assignment just like the
first PBL that we did. During this time, we changed our position and we agreed to appoint Izzuan as
our group leader for PBL 02 and he accept that with pleasure. As for the secretary, Shahira is taking
that position and did the Xmind and taking note of what our group leader mentioned and remind us
for meeting. Syafiq, was assigned to be the public relation and for the researchers, Azhan and I take
that responsibility. Izzuan very capable in playing the role as a leader. He always reminds us to keep
doing our assignment until it was fully accomplished. He also very responsible to update our
progress to Haji and asked Haji if there is anything that we confused. Syafiq I think he is very active
and informative. He always come out with ideas and solutions. He also the one who keep asking us
our progress. As for the rest of us, we did our part very well playing our roles in doing our part and
wrap it up on time.
How we found solutions.
We have obtained all or most of our information’s from the CAAM official website,
MAVCOM official website, Malaysia Airport Holdings Berhad official websites and Wikipedia. Those
sources are all contains with actual facts, regulations and information that we can use regarding our
tasks from the journals, articles and posts that available on those websites. Every acts and
regulations about aviation are all set at the CAAM website and it was really beneficial for us to look
into information over there. We can see all of the government aerodromes in the Malaysia Airports
Holdings Berhad website. We also gain more information in online newspaper such as News Strait
Times that provide us the news about a private owned aerodrome in Malaysia. Haji also provide us
with some information that he posted in Teams channel and also assisted us.
