INTRODUCTION
Theme Park is refers to as place established with the objective of attracting visitors. The
another purpose of developing the amusement or theme park is to support the people in Malta in
increasing the living standard and improving life style. Visitors Attraction is defined as the
essential as well as permanent resources which are created,managed and controlled with the
intention of enjoyment as well education for local community that visit the destination. The
establishment of the amusement park may bring some sought of opportunities as well as threats
for the people living in Malta. Each and every individual involved in the project has some
responsibilities as well roles to play in completion of project on time and systematic manner.
The purpose of the project is to develop an effective plan for establishing amusement
park for people in Malta. It also has focus on defining the roles of each and every individual.
Report also emphasizes on highlighting the resources which is required for the execution as well
as successful completion of the project.
TASK 1
Aims and objectives of the project
Aim of the project is to open an amusement park as a recreation point for people of Malta.
Objective of the project :
 To provide Malta people , the place were they can visit for getting relax and spend some
time with nature.
 To encourage and expand active recreation events by creating and providing additional
playing fields.
 To complete the project within the time span of 6 months.
 To provide memorable experience to visitors.
 To develop effective plan which can be used for completing project on time and in
systematic manner.
 To enhance the enhances the viability and use of other connected open space areas.
 To increase market share by 15 percent.
 To increase gross profit margin within second year of operations.
 The main objective is to realize the way business impact the community .

 To create an atmosphere of fun and excitement for the entire family, with activities
designed to please the local residents.
 To attract the foreign visitors.
 To Target high traffic areas for maximum public exposure.
Roles and responsibility of team members
There are 14 key people involved for execution of this project. The roles which are
relarted with this project is funding the project and proper allocation of the funds so raised.
Another work related with this project is completion of day wise activities and managing the
personnel involved in the team for better communication and completion of park at scheduled
time. The responsibilities are assigned to team members are per the activities and control:
Project Manager:
He/she is the person who is responsible for handling and completion of whole project.
All other team members with different designation will work under him/her and activities are
carried out as per his or mutual decision of the team.
Project Manager has the major roles to play as well as responsibilities to fulfil in
developing plan for opening an amusement or theme park in Malta. It is the duty of manager to
monitor the routine activities performed by workers working at lower level. Responsibilities of
manager are to provide all the necessary resources that are required to complete the project.
Function of manager is to identify the problems faced by employees during execution of specific
activity and provide them with the appropriate solution for the same. Other activities that are
required to be perform by manager during the project are to provide training to workers,
developing the strategic plans, monitoring health as safety of people and workers,overseeing the
park's finances and managing the employees. The essential function of the manager is to
communicate the objective of the project to all team members. They are also accountable for
defining the assigning of the task to each and every group member associated with opening an
amusement park in Malta (Robson and McCartan, 2016)
Assistant manager:
This person is an importance link between project manager and other team members.
This person is a communication chain as he monitors all the performance and report to the
projector manger and take orders for him/her and ask the employees at lower level to carry out
the activities assigned to them.

Function of assistant manager is to support top level; management in decision making procedure
and creation of plan or strategies for smooth function of activities during the project. The role of
marketing team is to conduct research or survey in order to identify the facilities that are required
by visitors in amusement park. It will help an enterprise in planning the way to provide such
services or facilities to people. Role of other team members is to interact with guests through
providing information and guidance. Responsibility of manager is to hire attendants and ensure
proper management of park.
Attendant or supervisor:
This person is responsible for managing all activities at lower level involving all
employee and labour. There are 4 supervisors who will monitor particular activities and thy is
their responsibility to check that each activity is completed on time.
Function of attendant is to design attractive activities or plan events to provide
memorable experience to visitors. Roles as well as responsibilities of attendant in amusement
park are to provide recreational facilities. It is the duty of recreational attendant is to maintain
and provide equipment to participants of sporting events or for operating amusement concessions
as well as rides. The function of other members in conducting recreational events as well as
activities for the people in MALTA. It is required by recreational attendants to plan supports
activities for children's. As this will support children in their personal as well as professional
development. Responsibility of recreational attendant is Organised as well as manage social
gatherings and community programs, conducting activities of special interest to residents in
Malta. As this will help them in promoting culture and feeling of unity.
Finance manger:
how to generate funds and where to allocate them to ensure effective and efficient
utilisation of the financial resource for the project. Moreover, it is the responsibility of the
finance manger to make sure that cost control is implemented and expenses are done as per the
planned budgets and there is on over allocation of funds to any activity.
Employee and Labour:
they are of key importance in this project as these are the person who will carry out the
physical labour and groundwork related with the project. The responsibility of these people is
that to carry out the work with full efficient and making sure that all work is done with due
diligence as a loop hole can lead to a major accident and can cost money and lives.

Role of team member in the project is to identify the area of problem. Function of group
member is top address the root cause of problem and analyse the suitable solution for the same.
It ids the duty of people working in a team to gather the information related to the research topic.
As this will help them in reaching to some solution. Role of manager or leader is to provide
resources which are required for executing activities during the project. It is the duty of leader or
manager to motivate other team member to improve their performance as well as increase
participation. Role of team member is to perform their task as per the guidelines or instruction
provided by supervisor.
Identifying the constraints of the project
In project management, constraint can be defined as the limitation of the project. There
are several factors that can create barriers in successful completion of the project. The following
constraints that can have direct influence on the outcome or the quality of performance are cost,
time, scope, communication, resources, risk and quality of project.
Scope:A project scope includes the specific objectives as well as activities which defines the
limitations of the project. The opening of the amusement park will include following activities
such as trend and market analysis. This can be a limitation in this project as there are certain fix
rides and activities which can be installed in amusement park as this is located in the vicinity of
the Malta. So rides which involve high noise and pollutions can not be installed in the park.
Cost : it is defined as the financial limitation that has direct effect on the quality of performance.
Cost includes all determination of capital investment in the project. Management team in an
enterprise is required to focus on identifying the recreational activities that can be conducted for
the visitors in less budget. It is required by manager to develop appropriate strategies for
maintaining the quality of services. As this will help them in attracting more number of people.
This can be considered as constrain and to maintain the quality of the project the cost will
increase and non completion of the project on time will also increase the cost of the project.
Time : It includes the preparation of the schedule for each and every activity. As this will help
management team in ensuring the completion of project on time. This constant also includes the
time scales according to which all the task are to be completed. In present scope the project
completion time will be 6 months. This can be determined as constrain as timely completion of
the work is not possible as there are many contingencies in the future which can not be seen in
present times.

Communication: it is the important constraint in the project development plan. Role of manager
is to communicate the purpose and complete detail or information about the project to workers.
The information provided can be related to the service, time, cost or quality of products.
Effective communication as well as coordination during the execution of projects helps in
eliminating overlapping of activities and prevention of ineffective usage of resources.
Management team should facilitate discussion with other team members regarding the ideas
related to improve in project management plans or additional facilities that can be provided to
people visiting in amusement park. This activity allows management to analyse the benefit that
will be achieved by community as well organisation engaged in the project. Email has been
chosen as the communication channel. Meeting at regular interval have been planned in order to
discuss on the several issues. This can prove to be a big limitation in carrying out a project
communication gap between top level mangers and ground level employees and labour can lead
to big misunderstandings which is not good sign.
Risk :There are several types of barriers can occur in opening of amusement park in Malta. As
some local people at the destination might be against the opening of this park,due to their
perception that it might have adverse influence on their children. Another threat the local people
may face is that increase in number of visitors might have negative effect on the culture as well
as environment (Rose, 2016)Risk of human errors is the major which can have adverse effect on
outcome.
Quality- resources used in project are of low quality then it may increase time and cost of
project. This will increase the cost of project as additional resources will be requires or material
with high quality may cost at higher rate.
Monitoring and evaluating the project
Monitoring as well as evaluation is defined as a procedure that assist in enhancing the
performance. This will assist management team in ensuring effective outcome. It is required by
manager to establish some standards or objectives that are to be achieved. As this will support
management team in comparing the actual performance with standard. It will also aid
management team in identifying the performance and planning the appropriate tactics for
improving the same (Taylor,Bogdan and DeVault,2015)

Monitoring of the project:
this can be defined as to determine the level of completion of the work and to see the extent is
meets the plan and check out the level of deviation of actual performance with planned one.
Bench marking: this is a performance indicator in which it is seen that what is level of
discrepancy of actual and planned performances.
Surveys: this is carried with a prepose of collecting information from various individuals in the
vicinity and related with project as well to check their present mind set and make changes
accordingly.
Feed backs: this can be defined as to take feedbacks form the employees and labours to know

Timeliness- The project has been completed on time. This has been possible through effective
time management strategy.
Budget- Scholar has to face some difficult in order to make adjustment in expenses due to strict
budget. But still all the expenditure has been incurred as per the prescribed budget.

TASK 2
Physical, human and financial resources required for the project
Resources are the important constraint in project management plan. As without the
resources the project can not be executed. These are those elements which has high potential to
create hurdle in successful completion of the project. The some of essential resources are
physical , human and financial resources (Kerzner and Kerzner,2017)
Physical resources:
this can be defied as raw material, plant and machinery and equipment for constriction of
the park. These resources are basically the items required for creating the physical structure of
the park.
Physical resources include plant , machineries , worksites, infrastructure , material ,
vehicles etc. Human resources involves team members , workers who will be responsible for
executing various activities or conducting the operations.
Financial resources:
this can be defied as money and funds that are requires for completion the park and other
activities related with construction. funds are requires for purchasing raw material and other
related expenses.
Financial resource are required for buying the material as well as other resources which are
required for opening an amusement park. As the project is to be implemented at Malta which is a
very small place with scarcity of resources. So Project manager has planned to import the
resources from another destination. As this will help project management team in reducing the
concern of local people related to the ineffective usage of resources. It will also aid management
team in eliminating the barriers in implementation of project. Opening of amusement park
requires huge capital investment, so project manager has planned to seek financial support from
government in Malta (Papke-Shields and Boyer-Wright, 2017)
Human resources:
this includes all individuals and groups who are involved in the completion of the Amusement
park. To manage human resource is also a big task as lack of communication can create
misunderstandings. Moreover, it must be made sure that persona with certain skill sgall be
assign work of his/her genre only.

Human resources are also required for managing activities as well as delivering services
to people. Project manager has planned to recruit the highly talented and skilled workforce which
will help in completion of task in effective manner. project needs money, because it will need to
pay for things. Software licenses, Equipment or machinery, Property are some additional
resources which varies from project to task. Tools and equipments generally includes all the
items that do not go into the finished product. Things like drill bits that are used up during a
project.
Activities that each team member will carry out in the light of the already agreed roles and
responsibilities
At the initial stage of before planning the project , the project manager will seek approval
from the upper level authorities as well as from the government at the destination where the
amusement park has to be open. After the permission the project manager will coordinate with
the leader in order to conduct several planning activities. Then after that , leader will provide
direction as well as\resources to workers for conducting activities. Team members will execute
their task as per the instruction of leaders .
A risk assessment for the project
Risk assessment s required to be conducted before planning as wee implementation of the
project. As this will help project management team in identifying the several factors that might
have adverse effect or influence on the project planning as well as implementation procedure.
The project management team has planned to use International Cost of Capital and risk
calculator for measuring the risk. Major risks elements that would be affected by the project were
identified and analysed and compared to a typical project related to the opening of amusement
park at different destinations. From this analysis it was concluded that some element or
constituent such as financial as well as operating risk are to be adjusted. There are several
operating risk which includes cannibalization from other amusement park. The technology for
this project would be supplied by owner of amusement mark and also by government (Nakajima,
2017)

Creation of project Charter-This include creating a document which formally authorises the
existence of project. At this stage, project management team have to seek permission of legal
authority in order to open amusement part at Malta destination. Team members also require
permission related to the use of resources. Development of a formal record of the project, and a
direct way for senior management to formally accept as well as commit to the project.
Determination of requirement of resources- This activity is conducted so that resources can be
arranged and al;located in systematic manner.

Analysis of data
Data analysis is defined as the procedure which include refining , inspection ,
transformation of data with the intention to convert into useful information. It helps project

manager in reaching to the appropriate conclusion. Data analysis also supports project
management team in making suitable decisions. It can also be defined as process of evaluating
data using analytical and logical reasoning to examine each component of data provided.
Quantitative as well as qualitative are the two types of techniques which can be used for data
analysis. The qualitative technique has been used in present project for analysing the data. These
techniques have been used for transforming data into useful information in order to provide
explanation about the benefits of opening an amusement park to local people.

Outcomes from the projects
From the above project , it has been identified that opening and managing the amusement
park is not an easy task. The management of such parks required specialised knowledge and
skills. It has been concluded from the project that lack of resources can create barriers in the
successful completion of the project. There are several factors which has direct effect on the
project planning process .It has been analysed from the project that there are several hurdles can
take place in implementing the project. The various techniques as well as methods has been used
for evaluation's the performance of each team member. It has been identified from the project
that effective communications as well as coordination has helped project management team in
accomplishing desired outcome. But still there is scope of improvement in project management
plan (Shen and Kee, 2017).
the outcome of the project can be outlined the benefit and effect of the park on the people and
society of the Malta.
Living standard: with
Tourism: with development of the park more tourism will be attracted towards Malta and this
will lead to over all development of the people, economy and society.
Economy: with increase in tourism and fees collection revenue will be generated and
employment opportunities will be incorporated thus will affect overall economy in a positive
direction.
Revenue: increase in tourism will generate revenue to the society, government and also to
individuals as it will increase employments opportunities.
So it can be clearly stated that with completion of the park their will be a positive impact on the
social life of people of Malta and their per capita income will also increase.

Evaluation of performance based on personal reflection as well as documented feedback
The following research provided the depth understanding and knowledge about the
activities as well as resources required for successful completion of the project. From the
following Project I have learnt many things which has helped me in developing my abilities ,
competencies and enhancing my knowledge. I have used various tools as well as techniques for
evaluating as well as monitoring performance. I have conducted risk assessment which has
enabled me to develop the understanding about several factors which may have effect or

influence on project management plan. As this will help me in developing appropriate plan or
strategies for dealing with such risk in the future. In the data analysis procedure in the project,
my interpretation ability has also developed because on the basis of the data collection or
gathered information I have interpreted the information. I have got feedback that I need to work
on my leadership qualities which will help me in motivating people to improve their performance
and increase working efficiency. I also need to improve my presentation skills and analytical
abilities (Isabella, Yemen, Isabella and Yemen, 2017)
Evaluation of team performance
It has been identified during the project that all the team members have given their high
efforts for completion of project on time and in systematic manner. All group members have
workers in coordination with each other which has help project management team in maintaining
the quality of performance. It has been analysed that all the members in group had some
specialised qualities , expertise and knowledge which has helped the team in becoming effective.
Good and continuous communication has aid in prevention of overlapping of activities and has
support project management team in ensuring effective utilisation of resources. Open
communication channel provided by leader has supported team in eliminating the barriers in
project planning procedures (Furlan and Sipe, 2017)
Recommendation
It has been recommended to the project manager that he should develop some appropriate
strategy that will be beneficial as well as useful in dealing with barriers which might have
adverse effect on the project planning process. Improvement is required to be made in
performance evaluation methods .It is suggested project leader that he should use effective tools
such as 360 degree , self assessment , etc. to evaluate the performance of workers. Personal
observation will be the best technique which will support project manager in identifying the
skills and competencies of every team member. Training should be provided to team members as
this will help them in delivery quality services to customer. It will also support individual in
increasing their potential in order to deal or manage critical as well as complexities during the
project.
